Anti-Talks faction of United Liberation Front of Asom (ULFA-ATF) ‘Vice Chairman’ Paresh Baruah confirmed his group’s links with Communist Party of India- Maoist (CPI-Maoist), reports The Shillong Times. Paresh Baruah said, “The Indian colonial government is also viewed as an enemy by the Maoists. Our enemy is also the same and so there is an understanding with them. Our relation with them [CPI-Maoist] is not new and several of their top leaders had attended ULFA’s Raising Day celebrations in Bhutan in 1996. Subsequently, there have been meetings with them and we have given logistical and moral support to them.” He further stated, “The understanding that has been forged will continue into the future as well. The same approach towards the Maoists has been adopted by other revolutionary groups of the Northeast based in Eastern Nagaland.” However, Baruah added, “We have a definite strategy and we do not think Maoism will be able to strike deep roots in Assam.” Hindustan Times further adds that Paresh Baruah admitted to the blunders committed by his men in the past. He said, “There will be no bombings in Assam and elsewhere where indigenous communities reside. We do admit the ULFA has blundered earlier on a couple of occasions. And these have happened mainly as a result of the lack of foresight and planning by commanders." Another civilian, identified as Pankaj Sahoria (25), sustained bullet injury on his hand when he tried to help the deceased businessperson. Refusal to pay extortion money is believed to be the reason behind the killing.

Ray said, “The government only understands the language of armed agitation. That’s why All Koch-Rajbanshi Students Union (AKRSU) took the decision of resorting to armed agitation if needed”. Ray further said that the decision about forming armed agitation group would be discussed in the joint convention of AKRSU which will held at Borpara Public Field of Bongaigaon from February 7 with a two day long programme. More than 18,000 militants have laid down arms since 2001 in Assam and more than INR 400 crores has been spent alone on paying incentives to these surrendered militants without achieving desired results, reports The Asian Age. Majority of militants, who laid down arms since 2001, did not have any Police cases against them and that militant formation does not deposit all their weapons during the surrender. Security sources said that lucrative incentives and stipend proposed in the surrender policy was encouraging many unemployed youths to join the outfit. Further, even if surrendered militants involved in extortion, land grabbing and other unlawful activities, the incentive was never discontinued.

The proposed break up was as follows, 70% of the total seats of the Boroland Legislative Assembly reserved for Bodos, Koch-Rajbangshi community would be recognized as the Scheduled Tribes and 10% seats for them, 5% for the Rabha Community, 5% for the Adivasis, making a total of 90% reserved for Tribals. The press release stated to give a 5% reservation to non-tribal indigenous people out of sympathy and the rest of seats are nominated by the President of India on the consent of the Boroland Government from the unrepresented communities.

Chief Minister (CM) Tarun Gogoi had a meeting with Union Home Minister P. Chidambaram to review the law and order situation in the State, reports The Assam Tribune. After the meeting Gogoi said, “The Maoists are getting support from other NE rebel groups, like the ULFA and the ISI too is getting involved”. He further said that the State requested the Union Minister for additional Central forces to prevent any kind of militant activities in the State. Altogether 86 battalions of Central paramilitary forces are currently deployed in the state and another 13 battalions that have been taken out for the Uttar Pradesh polls will also return after completion of the election process. Gogoi said, “Although the situation has improved, we are pressing the Home Minister for more forces to ensure that militants do not regain strength. We have asked for total 125 battalions”. On the peace process with various militant groups, Gogoi said, “Our doors for talks are still open for everyone including the Paresh Barua-led ULFA faction. We want peaceful resolution of all problems and we will back the Centre in this.” Tarun Gogoi went on to say that, Myanmar continued to be a base for NE militants even after India’s relations with the neighboring nation have improved.

Police identified the two as senior member, Laben Sangma alias Chenang and Sengsrang Sangma. Sengsrang Sangma joined the GNLA in 2011 while Chenang is a top cadre from the first batch. He was ‘deputy area commander’ and later promoted to work under ‘finance secretary’ Reding. Police said Chenang is a prime accused in the ambush attack on a Police patrol party in which three Police constables were killed in June 2011.

A senior Police official, on February 27, said the State government had neutralised HNLC in the State capital, Shillong but its cadres continue to extort money from cement plants and coal barons in Jaintia Hills and West Khasi Hills. As Shillong has become disadvantageous for extortion because of the presence of security personnel, the HNLC is targeting the outskirts like Jaintia Hills, which has cement plants and coal transaction points, and West Khasi Hills, which has coal export points. The porous international border along Jaintia Hills and West Khasi Hills also facilitates the free movement of HNLC cadres from Bangladesh.
