Operation wing of Assam Police on February 3 arrested four youths, who were on their way to Myanmar to join the I K Songbijit faction of National Democratic Front of Bodoland (NDFB-IKS), from the interstate bus terminus (ISBT) in Guwahati under Kamrup (Metro) District, reports The Times of India. The arrestees were identified as Uttam Borgayari (23), Minu Basumatary (27), Anima Brahma (19) and Bharati Basumatary (19). All of them hail from Chirang District of Bodoland Territorial Areas Districts (BTAD).There were three girls out of the four arrested. "The four youngsters were promised a good monthly 'salary' for joining the organisation. They don't know much about the outfit and were lured by the promise of good money. By the time they realized what NDFB is all about, they would have already fallen in the trap," said Guwahati city Senior Superintendent of Police (SSP), Anand Prakash Tiwari.

Security Forces (SFs) arrested four militants of Karbi militant formation, United Karbi Liberation Army (UKLA) on February 3 from various hideouts in Karbi Anglong District, reports The Nagaland Post. According to additional Superintendent of Police (ASP), Bolin Deury and officer in-charge of Bakulia Police Station, Khorgeswar Bordoloi, based on the information, SFs arrested Jiten Phangso from Natun basti. Police said that Jiten believed to be the founder of UKL A is serving in Indian Reserve Battalion. The three has been identified as Bikram Ingti, Pradip Basumetary and Khorsing Terang. Bikram was arrested from Hidipso village while the two were arrested from Clodung locality.

Anup Chetia is currently lodged at Kashimpur Jail near Dhaka. Chetia was arrested on December 21, 1997 for illegally staying in Bangladesh and carrying forged Bangladeshi passports and foreign currency. Eleven persons were killed and many injured when Security Forces (SFs) opened fire to quell groups of protesters ransacking polling stations and preventing other voters from casting their ballots at several places in the Rabha Hasong Autonomous Council (RHAC) areas in Goalpara District during the third and final phase of Panchayat (village level local self Government institution) elections on February 12, reports The Assam Tribune. The clashes that erupted between the SFs and groups of protesters armed with machetes, knives, iron rods and sticks left three dead at Kathalmuri Palsa under Dhupdhara Police Station, two at Kachadal under Ranjuli Police Station, one at Siluk under Dudhnoi Police Station, three at Bekipool under Khrishnai Police Station and two at Dhuptola under Mornoi Police Station. According to sources, four columns of Army have been pressed into service to contain the situation in the district amid unconfirmed reports of fresh group clashes spreading to new areas. Meanwhile, curfew was clamped in the areas under Mornoi Police Station after fresh reports of group clashes between two communities were reported from Dhuptola area following killing of two persons who allegedly placed two hand bombs outside the polling station at Raikhashini Jawaharlal Nehru Vidyalaya. Earlier, mob set ablaze a village under Krishnai Police Station where around 60 houses were destroyed. The mob also indulged in brick-batting and torched two police vehicles, a bus and a Bolero vehicle standing on NH-37 leaving some Central Reserve Police Force (CRPF) personnel and the Officer-in Charge of Krishnai Police Station, Haten Ali Ahmed, injured. The series of clashes occurred following a call given to the people living in the RHAC areas by the Rabha Hajong Joint Movement Committee (RHJMC), an umbrella organisation of 34 bodies, to oppose holding of Panchayat elections in the RHAC areas. In the meantime, according to official sources, the Goalpara District recorded a peaceful polling of 60 percent at the 659 polling centres while polling could not take place at the rest 173 centres.

The Chief Minister's Office (CMO) issued a statement signed by the Chief Minister's press adviser, Bharat Chandra Narah, which said, "Clause 5 of the Rabha Hasong Accord signed between the Government of Assam and the All Rabha Students Union and the Rabha Hasong Demand Committee on March 10, 1995 at Dispur was unconstitutional because the state government has no jurisdiction to exclude Rabha Hasong Autonomous Council areas from the purview of 73rd Amendment of the Constitution of India under Article 244M." Narah further said that though Clause 5 existed in the accord, it was not included when the state legislative assembly passed the Rabha Hasong Autonomous Council Act in 1995 to give legality to the accord. The engineer, Chintala Paidi Raju, who hails from Nellore District of Andhra Pradesh, was abducted by four motorcycle-borne youths at gunpoint at 10.20 pm from the firm’s piling site on the bank of Puthimari river under Goreswar Police station. The Telegraph reports that two persons were injured and two vehicles damaged as suspected Karbi People’s Liberation Tiger (KPLT) militants opened fire on National Highway 37 near Kaziranga National Park in the night of February 15. The area falls under Kohora Police outpost in Golaghat District neighbouring Karbi Anglong. The incident took place during an indefinite strike called by KPLT from February 13. The injured have been identified as Jyoti Kr Deka, an employee of Doomdooma Municipality Board and Suresh Chetri, who worked as a helper on a truck. Deka received injuries on his leg while a bullet grazed Chetri’s forehead. The Toyota Etios in which Deka was travelling and the truck with Chetri were also damaged in the firing. The office in-charge of the outpost, J. Deka, said militants descended from the neighbouring Karbi Anglong hills around 8.30 pm and opened fire from automatic weapons and lobbed grenades on vehicles plying on the highway. The group fired around 22 rounds.

Additional Director-General of Police (special branch), Khagen Sarma said Chinese was being brought to Guwahati but might not be arrested as he was going to join ULFA’s Pro-Talks faction (ULFA-PTF), led by Arabinda Rajkhowa. More cadres of the faction are likely to join the peace process, he added. Bijoy Chinese on February 21 told reporters in Tinsukia that he would join the ULFA-PTF soon. He said he was supposed to have come overground with Mrinal Hazarika and Jiten Dutta in 2008 but went back to the ULFA camps in Myanmar to convince more cadres to come overground. “It took me some time to return,” he said, adding “More cadres of the anti-talks faction will join the pro-talks faction soon.”

Non-tribal and Garo bodies here are determined not to allow any polls in the Rabha Hasong Autonomous Council (RHAC), if the villages with non-tribal majority were not excluded from the proposed draft delimitation of constituencies for the autonomous council, reports Assam Tribune on March1. The RHAC polls are set be conducted on April 30. “In Kamrup district, over 135 villages with non-tribal majority and 125 villages with Garo majority, have been included in the draft delimitation of constituencies for RHAC, while Goalpara district has 84 villages with non-tribal majority and 98 villages with Garo majority, which must be excluded from the draft. The non-tribal and Garo people have been submitting hundreds of applications requesting for exclusion of their villages from the exercise for their future security and protection of their rights that have to be carefully addressed by the government and if such villages are not excluded from the proposed draft, then the council elections will never be allowed at any cost,” said Sahjahan Ali, the president of the Non-Rabha Coordination Forum (NRCC).
