The memorandum submitted to the Chief Minister Tarun Gogoi on February 1 sought compensation of INR 200,000 each for the Rengmas injured by KPLT militants on December 27, 2013; compensation of INR 500,000 and INR 700,000 for bundles of corrugated galvanized iron (CGI) sheets each for all the houses burned by KPLT militants. It also demanded compensation for all the granaries burnt by KPLT militants and mobs.

The DGP further said that a Police Station would be set up at Dikalmukh (Sonitpur District) near the Assam-Arunachal Pradesh inter-state boundary. Construction of a border outpost at Behali reserve forest commenced on February 2. On the charge made by the Communist Party of India-Marxist-Leninist (CPI-ML) alleging involvement of the National Liberation Council of Taniland (NLCT) of Arunachal Pradesh in the Behali massacre, the DGP said that operation would be carried out against NLCT as well adds The Assam Tribune.

Assam Home Secretary G.D. Tripathi told that though the blockade continues, some vehicles carrying fuel and other essential items crossed into Arunachal Pradesh with police escort. He said efforts are being made to persuade the protesters to lift the blockade. “The deputy commissioner of Sonitpur and other authorities have been asked to take all necessary steps to clear the blockade,” he said. Several organisations, including Arunachal Agrasan Patirudh Samitee, Krishak Mukti Sangram Samiti (KMSS), All Assam Students’ Union (AASU), Assam Jatiya Yuba Chatra Parishad (AJYCP), All Assam Gorkha Students’ Union (AAGSU) and All Koch-Rajbongshi Students Union (AKRSU), have jointly imposed the blockade. Claiming responsibility for the killing of nine Karbi youths at Pachaspura in Dimapur on December 27, 2013, the RNHPF claimed that one of them was a Karbi People's Liberation Tigers (KPLT) arms smuggler while six others were newly trained militants. Both the outfits have agreed upon mutual cooperation in the areas of training, funding, supply of arms and ammunition,” R.P.N. Singh said. Sources said that earlier, cyber crime cases were registered only in the cyber crime cell of the Criminal Investigation Department (CID) but with growing number of such incidents taking place, all the Police Stations are now asked to register cases and the cell provides technical help in investigation of the cases. “When the cyber crime cell was opened, only around 50 cases a year were registered but the number is increasing,” sources pointed out. Sources revealed that majority of the cases registered in the State are related to bank frauds as money from the accounts of the gullible customers were withdrawn by the fraudsters.

Pointing towards the creation of a separate State of Telangana, the Progressive faction of NDFB (NDFB-P), on February 20, asked the Centre to adopt the same strategy and create a separate State of Bodoland without the approval of the Assam Assembly, reports The Assam Tribune. The third round of tripartite talks among the Centre, Assam Government and NDFB-P was held on February 20, where the ceasefire with the Bodo militant outfit was extended for another six months. The third round of dialogue was chaired by Joint Secretary (North-East) Shambhu Singh, where the Centre’s interlocutor PC Haldar was also present. The five-member NDFB-P delegation was led by Govinda Basumatary. Emerging from the talks, the Home Ministry officials said that the discussion was confined to only extension of ceasefire and the demand for a separate State of Bodoland did not figure. However, Govinda Basumatary said they have reiterated the demand for creation of Bodoland, citing the Centre’s move for tabling the Andhra Pradesh Reorganisation Bill 2014, without approval of the Andhra Pradesh Assembly. The Centre meanwhile, is holding three separate rounds of dialogues with All Bodo Students Union (ABSU) and associated organisation, Bodo People's Progressive Front (BPPF), Bodo National Conference (BNC) and Bodo People’s Front (BPF).

He also stated that Great Britain dared to hold a plebiscite on the demand for separation of Scotland and solved the issue without any bloodshed and added that if majority of the bonafide citizens of Assam vote to stay with India, the ULFA-I would accept it. But at the same time, the Government of India (GoI) must accept the result of the plebiscite if majority vote in favour of separation from India. Further, when asked if ULFA-I is receiving help from China, He stated that, “we are ready to receive political, moral or logistic help from any country which comes forward to extend help without any pre-condition. We will also like to make it clear that we will not accept help from anyone by compromising the interest of Assam.”
