Assam Police, on February 2, registered a suo moto case of sedition against the filmmaker, Himangshu Prasad Das, who had openly sought help from ‘leader’ of the Independent faction of United Liberation Front of Asom (ULFA-I), Paresh Barua, to ask film distributors not to take his film (Shakira Ahibo Bokultolor Bihuloi) off screens to make way for the Hindi movies 'Raees' and 'Kaabil' last week, reports The Times of India. Police said that it was a very serious crime and they were waiting for an individual or organisation to file a First Information Report (FIR), but when that did not happen, they chose to take up the suo moto case.

Assam rifles (AR) arrested two senior leaders and a suspected militant of the United Democratic Liberation Army (UDLA) at inter-State boundary of Assam and Mizoram on February 3, reports India Today. The arrested militants were identified as UDLA's ‘army chief’ Raj Kumar Reang, ‘financial secretary’ Neta Rai Reang and the suspected cadre Mela Rai Reang. The arrested militants were handed over to the Assam Police as they were arrested within the jurisdiction of Assam.

Earlier on January 30, the Assam Government announced to withhold counter-insurgency operations against KPLT till April 20. This followed the declaration of a six-month unilateral ceasefire from October 20, 2016, by the KPLT.

Meanwhile, State Water Resources Minister Keshav Mahanta informed the Assembly on February 6 that the Union Government is examining the feasibility of sealing the unfenced portion of Indo-Bangladesh border, comprising riverine and char areas, in the State by using ‘high tech physical and non-physical barrier’ technology, reports The Shillong Times. “Out of the total length of 280.06 kilometers of Indo-Bangladesh border in Assam, fencing work for 208.65 kilometers has been completed,” the Mahanta informed the Assembly. Mahanta further said that out of 71.41 kilometers unfenced area, 6.5 kilometers is land area and the rest is a composition of riverine / char (river isles) / bridge and culverts. Out of the unfenced land area border, 3.5 km is under Karimganj Town area and discussion is going on in between Border Security Force (BSF) and Bangladesh Border Guards (BBG). The settlement of disputes and land acquisition process for the remaining 3 kilometers area, also under Karimganj District, is going on. Bridges and culverts account for 3.696 kilometers along the unfenced border. “For the riverine and char area, feasibility study and examination is going on to seal these areas using ‘high tech physical and non-physical barrier’ technology by the Government of India,” the Minister informed the House. Flood lighting works had already been completed along the border and work was in progress for electricity service connection to the installed lights, the State Water Resources Minister Keshav Mahanta added.

Police arrested six militants of Adivasi Tiger Force (ATF) at Dharamtul, near Bishnu Mandir in Morigaon District on February 6, reports The Sentinel. The arrested militants were identified as ‘Nagaon district commander’ Milan Bhuyan, Bihu Kurung, CR Mangyang, Rajen Garh, Ajoy Singh Ghatowar and Rasraj Biswash. Police recovered six 7 .65 mm pistols, 96 live rounds, 6 cartridges, 10 mobile handsets, ATM card, PAN Card, cash INR 5,000 and lots of objectionable materials from the possession of the arrested militants. According to the Police, the ATF has links with Maoists groups and the Maoists are assisting the force with money and sophisticated arms.

Meanwhile, the ‘commander-in-chief (c-in-c)’ Jharu Lohar alias Horen Karmakar of the National Socialist Council of Adivasis (NSCA) militant surrendered before Police in Sonitpur District on February 7, reports The Shillong Times. The militant also deposited one 9mm pistol, two magazines and large number of ammunition. According to the Police, the militant was accused in the murder case of Assam Chah Mazdur Sangh (ACMS) Secretary Niranjan Patra at Koliabor, killing of the accountant of Singlijan Tea estate in Dibrugarh, killings at Khatkhati in Karbi Anglong District and abduction cases in past years.

"Since we found bullets, we are certain about the involvement of militants in the incident but we are yet to pinpoint the group. According to the NIA, the real name of the ‘chairman’ Abhijit Asom is Mukul Hazarika and he is a doctor at Billingham town in Durham of United Kingdom (UK). The source said that apart from being a practising doctor in the UK, Hazarika was associated with the UK-based human rights group, Assam Watch, which used to raise alleged incidents of human rights violation by SFs in the State. Meanwhile, more than 800 chars (mid-channel bars on the river Brahmaputra) have been surveyed by Police and the process to carry out such surveys in the other chars is on. Sources in the State Home Department told the newspaper that the first step towards a strong second line defence would be to create posts of Superintendents of Police-Border (SP-Border) in the Districts having international border with Bangladesh. The process of creation of the posts has started.Sources pointed out that at present, the District SPs are given additional charge of SP-Border. But as they are bogged down with law and order and other duties, they can spare very little time in dealing with the problem of influx of foreigners. However, after the creation of the new posts, the SP-Border of the four districts will work exclusively on the issue, which will improve the scenario. Moreover, the Border Police Force personnel are very often engaged in law and order duties and their services will be placed under the SP-Border, in the bordering districts and they will work exclusively for the purpose for which they are appointed.
