Earlier, four ‘AKRSU activists were arrested for their involvement in the incident of setting ablaze of All Assam Students Union’s (AASU) Gauripur office in Dhubri District. National Investigation Agency (NIA) has charge sheeted the ‘military chief’ and ‘deputy chief’ of NDFB-S G Bidai alias Bishnu and M Batha alias Binod, in connection to the killing of five Adivasi (migrants from Central India) villagers at Pakriguri in Kokrajhar District in December 2014, reports Times of India on February 5. The NIA had earlier filed charge sheets against a total of 14 persons in the case. According to the investigation, at least 14 heavily armed NDFB-S militants of 'Serfanguri platoon' attacked Pakriguri village in Kokrajhar District on December 23, 2014, following orders issued by Bidai and Batha. On December 23, 2014, NDFB-S killed over 70 people in several areas of the State in a series of attacks upon the Adivasi community.

According to the Charaideo Superintendent of Police (SP) militants came from Reserve Forest adjoining the tea estate and went back there. They targeted the factory and office and opened fire and hurled a grenade from the road in front of the factory. The attack comes within 10 days of a similar attack at Kanubari tea estate, 25km from Borhat tea garden, in the same District. The Sentinel adds that two employees of the tea estate received minor wounds. Security Forces (SFs) have launched joint operation from February 6 night in and around Kanubari Tea Estate area. According to SFs group of about 20-25 militants have been seen moving in the area.

He was replying to Opposition Member of Legislative Assembly (MLA) Ajanta Neog raising the matter in the Assembly here about media reports that Assam’s land would come under proposed ‘Nagalim’? A Union Ministry of Home Affairs (UMHA) report has stated that militancy in the Northeast is on the decline, with Tripura and Mizoram emerging as the most peaceful states in the region, reports Nagaland Post on February 19. According to the report, the seven states in the northeast registered 308 militancy-related cases last year, down from 484 in 2016. The trend has been a downward one. In 2015, there were 574 insurgency-related cases reported while the year before that registered a staggering 824 such incidents. Manipur, with 167 cases reported last year, was found to be the most disturbed state, primarily owing to the activities of Coordination Committee (CorCom), a conglomeration of six Manipur-based militant outfits. The resurgence of Independent faction of United Liberation Front of Asom (ULFA-I) and Saoraigwra faction of National Democratic Front of Bodoland (NDFB-S) caused more disruptions in Arunachal, which registered the second highest militant activity with 61 incidents, than in Assam, which reported 33. Meghalaya and Nagaland registered 28 and 19 militancy-related incident last year.

In an incident, Kajol Hussain Borbhuyan got arrested from Baghmara area in Hailakandi District of Assam, with FICNs worth INR 2.9 lakhs in denomination of INR 2,000. Independent faction of United Liberation Front of Asom (ULFA-I) stated that it supports the definition of "indigenous" people that was recently announced by Khilonjiya Mancha Asom, an organization led by Anup Chetia of pro-talks faction of ULFA (ULFA-PTF), The Telegraph reports on February 20. The Anup Chetia led organization had recently said that those who resided in Assam before the Yandabu Treaty of February 24, 1826 (when Assam was annexed to the British Empire) were indigenous people. Those who settled in the state thereafter and accepted Assamese culture as their own were accepted as Assamese but were not indigenous people. The statement said tea garden communities who were brought from Jharkhand, Odisha and Chhattisgarh by the British to work in tea gardens of Assam and accepted Assamese language and culture as their own were also Assamese but they could not be considered as indigenous people. The outfit talked the same about Gorkhas and Nepalis living in Assam. ULFA-I ‘assistant publicity secretary’ stated that ‘We support the definition of indigenous people announced by the Mancha in its Guwahati Declaration which was resolved after a convention on February 12 and 13. Many local organisations and political parties, despite knowing the definition of indigenous people, have not yet made it public for their political gains and it is significant that the Mancha has done it’.

Nearly 450 militants of two outfits Barak Valley faction of Bru Liberation Army Union (BLAU-Barak Valley) and the United Democratic Liberation Army (UDLA), will soon lay down their arms and join the mainstream, reports The Telegraph on February 23. The physical verification of the militants was carried out recently by police and Assam Rifles (AR) officials at Riflemara in Hailakandi District. A senior Police officer said the number of militants who will surrender is still under scrutiny. Earlier on August 2017, Inspector-General (IG) of Police Anurag Tankha held a meeting with leaders of the outfits at Ramnathpur in Hailakandi and finalized the surrender plan. The rehabilitation package will be decided after the preparation of the list. The militants insisted on a development package for Reang-dominated villages in Barak Valley by forming a Reang Autonomous Development Council their main criterion for surrender. Another demand was to reserve two Assembly seats for Brus (also known as Reangs). In the proposed council, 40,000 Reang people will be covered and 60 villages from Hailakandi and 17 villages each from Karimganj and Cachar Districts will be included. The leaders of both outfits have sent their demands to the state home department and held discussions with government officials in Guwahati in September last year and February 11.

Additionally, Paresh Baruah also refuted rumours circulating on social media that Drishti Rajkhowa of ULFA-I has been made new chief of GNLA, reports Northeast Today on February 26. The ULFA-I ‘chief’ stated that ‘ULFA ‘constitution’ does not allow this under as it does not recognize the Indian Constitution and according to reports suggest that it may be the exclusive reason for ULFA-I not supporting the plea of GNLA to make Drishti Rajkhowa (Manoj Rabha) its new ‘commander-in-chief’ after the death of Sohan D Shira. GNLA has been fighting for a separate Garoland state within the Indian Union while ULFA-I is fighting to secede from India. According to a social media post a meeting was held between GNLA cadres and Rajkhowa after the death of Sohan after which it was decided to appoint Rajkhowa as the ‘new commander in chief’. The decision was apparently taken by the five senior most cadres of the outfit. The post further stated that Rajkhowa has promised to bring in about 50 ULFA cadres to add firepower to the GNLA. The social media post was posted by a Facebook user identified as Gongbin Marak. The handle has been used by multiple users including Sohan D Shira.
