United Liberation Front of Asom-Pro Talks Faction (ULFA-PTF) leader Anup Chetia on January 1 stated that Centre’s imposition of the Citizenship Amendment Act (CAA) was provoking a section of youths of Assam to take up arms, reports The Telegraph. Chetia’s apprehension came in the wake of a recent media reports that amid the nationwide protests against the CAA, Bordumsa police arrested six youths who were secretly preparing to join ULFA-I. Joining the anti-CAA agitation of the Nagarik Samaj in Kamrup Metropolitan District, he stated that However, the Centre’s conspiracy against the indigenous people will not work,” he added. “We have not instigated or provoked anyone to commit violence and crime in Assam since 2010. He also stated that I appeal to them (youths) to refrain from any thought of taking up arms. We must stay united and resist any move of the Centre democratically if there is anything against the interests of the people of Assam.”

The assailants fired upon the house of Rupa and Pranjal Rajkhowa, who had organised anti-Citizenship Amendment Act (CAA) protests. A vehicle was also damaged in the incident. Reacting to the incident, All Assam Students Union (AASU), Assistant General Secretary, Monowar Hussein stated that “This is not the first time that anti-CAA movement leaders have been targeted. On December 12, bullets were fired at AASU member Nitu Saikia’s house at Melamora in Golaghat District. Assam Government has sent a detailed report on PFI’s role in the violence in Guwahati on December 11. A Home Ministry official stated that Assam Police and Police forces of several other States have established PFI’s role in the recent violence. At least two PFI activists were arrested in Assam in connection with the violence. National Investigation Agency (NIA) had also submitted reports on the group to the home ministry, claiming it was involved in terrorist activities, including running terror camps and making bombs.

We did not seek an extension to submit the report. We hope it will be ready within 15 days”. Clause 6 of the Assam Accord promises constitutional, legislative and administrative safeguards to protect, preserve and promote the culture, social, linguistic identity and heritage of the “Assamese” people. The protest was supported by the North Cachar Hills Indigenous Students’ Forum (NCHISF). The protesters also submitted a memorandum to Assam Chief Minister Sarbananda Sonowal through deputy commissioner Amitabh Rajkhowa in support of their demands. The memorandum said that after forcible renaming of North Cachar Hills District as Dima Hasao by the Government on March 31, 2010 amid strong protests by the indigenous non-Dimasa people, who constitute 67 per cent of the total population. Under the banner of NCHIPF, indigenous people started demanding creation of a separate autonomous District with separate council under provisions 1(3) (c) & 2 (1) of Articles 244(2) and 275 (1) of the Sixth Schedule.

According to sources, the situation does not warrant deployment of the Army in Assam after National Democratic Front of Bodoland-saoraigwra (NDFB-S) elements surrendered. Government of India (GoI) view that as the situation is fast improving, the State Police should deal with the situation with the help of the Central paramilitary forces. However, it is likely that the Central and State governments will monitor the situation before going for withdrawal of the Army in a phased manner. The Army was deployed for counter-insurgency operations in the State in November, 1990.However, a group of the NDFB(S) headed by G Bidai and Batha are still at large and they are suspected to be moving around somewhere along the Assam-Bhutan border areas. Both the Government and the leadership of the NDFB(S) are trying to get in touch with them so that they can also be brought to the negotiation table. A source also added that “The Government is of the view that leaving a handful of people outside may lead to formation of another splinter group. That is why efforts are on to bring everyone on board for a comprehensive solution of the problem,”

The surrendered militants belong to United Liberation Front of Asom-Independent (ULFA-I), National Democratic Front of Bodoland-Saoraigwra (NDFB-S). Kamtapur Liberation Organisation (KLO), Rabha National Liberation Front (RNLF), CPI (Maoist), National Santhal Liberation Army (NSLA), Adivasi Dragon Force (ADF) and the National Liberation Front of Bengalis (NLFB). Of the surrendered militants, 301 belonged to NLFB, 178 ADF, 87 NSLA, 50 Ulfa (I), 13 RNLF, eight NDFB, six KLO and one CPI (Maoist) cadres. To rehabilitate and provide a dignified livelihood to surrendered militants, Assam police had launched the Swabalamban schemes in 2017 to impart vocational training and entrepreneurship skills to them.

According to officials, the shutdown affected Kokrajhar, Baksa, Chirang and Udalguri districts, which are under the jurisdiction of the Bodoland Territorial Council (BTC). East Mojo adds that life was paralysed in parts of lower Assam areas, especially in Bongaigaon, Goreswar and it adjoining areas on Monday following the Assam bandh called by 21 organisations. The groups include All Koch Rajbongshi Students’ Union (AKRSU), Nath-Yogi Students’ Union, All Bodo Minority Students’ Union (ABMSU), All Adivasi Students’ Union, Oboro Suraksha Samiti and Kalita Janagoshthi Students’ Union and many others. Government of India (GoI) on January 27 signed the Bodo Accord putting an end to decades long movement for a Bodoland state, reports The Telegraph. The Accord rechristened the Bodoland Territorial Area Districts (BTAD) to Bodoland Territorial Region (BTR) with additional political and economic bonanza. The accord also made Bodo language the official associate language of the state besides Assamese. The government signed the accord with the four factions (Gobinda Basumatary, Ranjan Daimari, Dhiren Boro and Saoraigwra) of National Democratic Front of Bodoland (NDFB), All Bodo Students’ Union (ABSU), which has been spearheading the movement for Bodoland state since 1972, and the United Bodo People’s Organisation, a civil society group. The tripartite agreement was signed in the presence of Union home minister Amit Shah, Assam chief minister Sarbananda Sonowal, joint secretary (Northeast) in the Union home ministry Satyendra Garg and Assam chief secretary Kumar Sanjay Krishna. Sonowal, Assam finance minister Himanta Biswa Sarma and Bodoland Territorial Council (BTC) Chief Hagrama Mohilary signed the accord as witnesses.

KSA President Samson Teron stated that while the association hoped the third Bodo peace accord would address the grievance of Bodos, it would oppose the contentious issue under Clause 8 of the accord inked with Bodo Liberation Tigers (BLT) in 2003. Outlook reports on January 28 that Assam Finance Minister Himanta Biswa Sarma stated “I have been told that if the United Liberation Front of Asom (ULFA) faction (UFLA-Independent) shows interest in peace talks, it would be reciprocated by the Centre”. Report also added that before the accord is signed, the Centre is also likely to finalise the definition of “Assamese”, people who can be considered eligible for constitutional safeguards under the 1985 Assam Accord. A panel looking into the issue is expected to submit its report to the Centre by mid-February. ULFA factions, led by the Arabinda Rajkhowa and Anup Chetia are engaged in peace talks with New Delhi since 2010. Rajkhowa and Chetia are optimistic to sign a peace agreement with New Delhi soon. However, Assam Tribune adds that Assam Finance Minister when asked whether the State or the Centre has received any feeler from ULFA-I vis-à-vis their willingness to join the peace process, Sarma, however, said that there was no such development. He stated that “If permanent peace has to be achieved in the region in an inclusive manner, it has to include the remaining militant groups in Assam and Manipur who are yet to join the mainstream,”. Additionally, the state Finance Minister stated on January 28 that Bodo Peace Accord has fulfilled the aspirations of Bodos and non-Bodos living in the Bodoland Territorial Region (BTR) and reaffirmed the territorial integrity of Assam, reports The Telegraph. A Senior Police official stated that “Seventeen persons have so far been detained and are being interrogated in connection with the incidents. We are trying to find out their connection with United Liberation Front of Asom-Independent (ULFA-I) since the outfit has claimed responsibility for the blasts. All were low intensity blasts,” According to Police two blasts in Dibrugarh town and the one at Duliajan were carried out with timer-fitted improvised explosive devices (IED). Union Home Minister Amit Shah stated that primary objectives of the treaty were to augment the area and powers of the BTC and streamline its functioning, to address issues relating to Bodos residing outside BTAD, to promote and protect social, cultural, linguistic and ethnic identities of Bodos, to provide legislative safeguards for land rights of tribals, to ensure accelerated development of tribal areas and to rehabilitate members of NDFB factions.Shah announced a special development package of Rs 1,500 crore for the next three years for areas under the BTC. The agreement said, “The Assam government may earmark a sum of Rs 250 crore per annum for a period of three years for the development of the area under BTC. The Centre may contribute an additional amount of Rs 250 crore per annum for the same period.” Assam Chief Minister stated that the new pact would be implemented while keeping the territorial integrity of Assam intact, thereby allaying the fears of those opposed to the further bifurcation of the state. “All the clauses in the agreement would be executed with the support of all stakeholders and no community living in Assam should be worried about the pact. A least 1,550 NDFB cadres will surrender on January 30 with 130 weapons.

One 5.56mm AR HK33 rifle with 33 live rounds and two magazines were recovered from the cadres. They had joined ULFA-I in 2009 and 2017 respectively. BTC Chief, who was earlier ‘chief’ of Bodo Liberation Tigers (BLT) before joining the mainstream in 2003 stated that “It’s important that the government considers the cases registered against these cadres who have decided to join the mainstream. I also want to assure that the authority will take necessary steps but it may take time. Even my cases were withdrawn two years after I became the BTC chief.” Moreover, All Bodo Students’ Union (ABSU) President Pramod Boro, a signatory of the accord, said: “From today, these men will try to live dignified and normal lives. On January 30, 1615 National Democratic Front of Bodoland (NDFB) militants of four factions surrendered in Guwahati in Kamrup Metropolitan District of Assam, reports East Mojo. The surrendered militants include including 836 cadres from factions of NDFP (Progressive), 579 cadres of NDFB-Ranjan Daimary faction (NDFB-RD) and 200 members NDFB-S. A total of 178 arms, 4,803 live ammunition, 14 grenades and one 2-inch mortal were surrendered by the NDFB rebel groups. Assam Tribune further adds that Assam Chief Minister Sarbananda Sonowal stated that “Today’s development, I am sure, will inspire others to join the mainstream and it proves that the NDFB militants want peace in the State,” Sonowal said, adding, “those who have joined the mainstream today are a potent human resource which can be utilised to make Assam a powerful entity in Southeast Asia. Acting on the information disclosed by two arrested cadres of People’s Democratic Council of Karbi Longri (PDCKL) identified as Clarbong Teron and Jirsong Hanse, a search operation was launched and two more PDCKL cadres identified as Armung Terang alias Cling Terang (25), and Longkam Dera alias Mohen Fangso (21), were arrested by the Security Forces (SFs) from Langbongkroi under Dokmoka Police Station limits in Karbi Anglong District of Assam on January 31, reports The Sentinel. The SFs also recovered a .22 pistol along with 04 ammunition from their possession. Armung Terang is a Self-Styled ‘Lance Corporal’ and Longkam Dera is PT (Private trainer, rank not conferred yet) of PDCKL. Earlier, PDCKL cadres namely Clarbong Teron and Jirsong Hanse were handed to Police by local people of Virvar Sai Teron gaon in Karbi Anglong when they came to collect extortion money there. One money receipt book and 18 pads of PDCKL were recovered from their possession. Both of them were reported to be the close aides of David Mukrang, army chief ‘Captain’ of PDCKL. The duo sustained injuries as local people assaulted them.
