According to a media report, the United Liberation Front of Asom (ULFA) has directed Assamese students to launch an anti-Hindi campaign. The ULFA in a message through its mouthpiece Swadhinta (Freedom) has also imposed a ‘ban’ on the screening of Hindi films. "Why doesn’t the student community of Assam call for total eradication of Hindi culture from the State ? What is the stumbling block to ask for Hindi films to quit Assam...?" said Freedom in its latest edition. It further said "The Hindi invasion has already contaminated the distinguished base of Assam’s unique cultural identity." ULFA has reportedly called for such a ban on Hindi films for the first time.

According to a media report of July 2, the Debts Recovery Tribunal in Guwahati has directed the Reserve Bank of India to deduct an amount of Rs 14,54,516 from the principal deposit account of Assam government. The directive is meant to recover the loan granted to a travel company, Lahiri Travels that defaulted the amount. It was under the surrender and rehabilitation package of the then Hiteshwar Saikia government in 1992 that four Surrendered United Liberation Front of Asom (SULFA) members were extended the facility to set up the travel agency in Bongaigaon district. After the notices sent by the concerned bank, the State Bank of India (SBI), to Assam government and the defaulters for repayment of loan did not come through, the Bank appealed to the Tribunal. The Assam government guarantees any such loan taken under the scheme.

A media report of July 3 said, Tiwa organisations from Karbi Anglaong in Assam, the All Tiwa Students Union (ATSU), Autonomy Demand Struggling Forum (ADSF) and the All Tiwa Women Association (ATWA) have submitted a joint memorandum to Deputy Prime Minister and Union Home Minister L.K. In the memorandum, copy of which was also sent to the National Human Rights Commission (NHRC), these orgaisations have complained that the community in the district is faced with threats from United People's Democratic Solidarity (UPDS) terrorists. According to a media report, official sources said a group of 20, including three women cadres, United Liberation Front of Asom (ULFA) terrorists have infiltrated the Nalbari district in Lower Assam. While speaking in Guwahati, on July 3, the officials said these terrorists would attempt to move to other districts in the area, in order to, extort money and recruit new cadres. The other district where the officials suspect the terrorists would spread to is Barpeta. One of the officials said, "Their aim is to collect funds and mobilise the youths of lower Assam to join the ULFA." The group is allegedly led by a Bhutanese, Dilip Dihingiya. The sources claimed that the information was collected by security forces following an interception of a radio message of the outfit meant for its cadres.

A United Liberation Front of Asom (ULFA) terrorist was killed in an encounter near Chappakhowa in Tinsukia district, on July 4. The incident occurred following an interception of a group of two terrorists by the security forces (SFs). When the SFs tried to interrogate, the terrorists allegedly opened fire and one of the terrorists was killed in the retaliatory firing. His accomplice reportedly managed to escape. The terrorists reportedly belonged to the '28 ULFA battalion'. Six kg of explosives were also seized from the encounter site. A search operation was on to nab that terrorist till the reports last came in.

According to media reports, Assam government, on July 4 formally agreed to the creation of Bodoland Territorial Council (BTC). The proposed council would comprise 3,070 villages. To safeguard the interests of non-tribals this body would also be granted Constitutional recognition. The decision was arrived at a tripartite meeting in New Delhi, attended to by the Deputy Prime Minster and the Home Minister L K Advani, Assam Chief Minister Tarun Gogoi and the Bodo representatives. It was also decided at the meeting that a joint expert committee of the Union government and the State government would be set up to propose changes in the Sixth Schedule of the Indian Constitution, in order to, safeguard the rights of the non-tribals living in the area.

Stating that the presence of women terrorists in the outfit was low in the State, Singh said that the few women terrorists who had married their ULFA compatriots were either settled abroad or had a "very minimum presence" in the State. Singh, who is commanding the anti-insurgency operations in militant-infested lower Assam areas, regretted that the ULFA had never shown willingness for unconditional talks. While confirming the existence of several ULFA camps in Bhutan, Singh urged the terrorist outfit to shun violence and come to the negotiation table. Media reports said the victims were Adivasis and they included three women and a 10-year-old girl child. Five others were also seriously injured in the attack. The incident occurred when NDFB terrorists attacked thatched houses of the Adivasis staying in the West Maligaon forest village relief camps. Some of the houses were also set ablaze by the terrorists who reportedly managed to escape under the cover of darkness. Kokrajhar Deputy Commissioner (DC) Dr A.K. Bhutani reportedly said a search operation was on to nab the terrorists. The agencies also suspect that the act could be an ISI conspiracy allegedly to facilitate the Al Qaeda terrorists' infiltration through Northeastern borders of India. The agencies claimed that the information was collected on the basis of intercepted message from the ULFA. Media reports of July 17 indicated that the sabotage could be an attempt to disrupt Independence Day (I-day) celebrations of August 15. According to media reports of July 18, Power Minister Phungzathang Tonsing, while responding on behalf of the Chief Minister, assured the House that complaints would be enquired into and action taken if found necessary. Reports further added that several women’s organisations and clubs, during a meeting with AR personnel, appealed to them to desist from committing torture and staging fake encounters, even as they urged the AR make arrests only after securing warrants for the same. The AASU adviser, Samujjal Bhattacharyya talking to the media informed that during the meeting with the State government representatives and officials of the security forces, which was presided over by the Home Commissioner, B K Gohain, they were informed that the process of joint patrolling by Border Security Force (BSF) and the Assam Police had commenced in the Karimganj sector. The State Government also informed about the formation of district-level border management groups comprising representatives of Assam Police, BSF and the Government of Assam. The report also said the tea-growers have admitted payment of approximately 20 billion rupees to various terrorist outfits as ransom in the past. The amount was paid on various occasions to secure the release of abducted executives. More than 20 planters have also been killed and 50 other executives kidnapped for ransom in Assam terrorist outfits during the past decade.

Provisions of the cease-fire agreement between the Government of India and the United People’s Democratic Solidarity (UPDS) in Assam are expected to come into force from August 1, 2002, reports said. A media report of July 28, quoting UPDS general secretary Haren Singh Bey, said they are similar to the truce terms between the government and the Bodo Liberation Tiger (BLT). Haren Bey was also quoted as saying that a majority of Karbi people favoured talks and believed that the Karbi issue can be resolved 'within the framework of the Indian Constitution'. The truce terms include a cease-fire monitoring committee comprising representatives of the UPDS, Assam State government and the Union government. Resettlement of UPDS cadres is also part of the agreement. Half the cadres would be resettled in Diphu, headquarters of Karbi Anglong district, while the rest would stay at other designated camps in the district.

According to media reports, they were killed at Parakuchi near Ghaghrapar. The slain terrorists included a self-styled 'lieutenant' and a woman cadre. Seizures made following the encounter included a Universal Machine Gun (UMG), a .32 revolver, three grenades, an improvised explosive device weighing approximately 10 kg, a large quantity of ammunition and some incriminating documents. SFs suspect that the group was in the region for pre-Independence Day (August 15) subversive activities.
