A 300-hour economic blockade called by All Koch Rajbongshi Students’ Union (AKRSU) paralysed traffic movement on National Highways 31 and 31(C) in the lower Assam Districts on July 2, reports The Telegraph. The blockade, called by AKRSU for creation of a separate ‘Kamtapur State’ and Scheduled Tribes (ST) status to the Rajbongshi community, left hundreds of trucks stranded on both sides of Chagolia Assam-Bengal inter-state checkgate in Dhubri. AKRSU ‘President’, Biswajit Roy, asked the Assam Government that it should shift its offices from “Kamtapur state”, adding that Dispur has no right to run its administration from Kamtapur. He further warned that, “If the government is willing to shift the offices from Kamtapur then it is alright but if it does not do so, we will be compelled to put up signboards of Kamtapur and lock up all the Assam government offices in the next phase of our agitation.”

Nagaland Post reports that normal life came to a standstill throughout Nagaland, including Naga inhabited areas in Manipur, Arunachal Pradesh and Assam, on July 1, during the 12-hour bandh (shut down strike), called by the Naga Students’ Federation (NSF) in protest against factional clashes and harassment meted out to public by underground groups. The total bandh was observed without any incident, at the time of filing this report. NSF ‘vice-president’ Joseph Nguori who monitored the bandh in Dimapur, said it was called to show “strong resentment” against those not maintaining peace, which was the need of the hour. NSF ‘finance secretary’ Shikavi Achumi pointed out that the federation had already submitted a five-point charter of demands to the State Government on June 26 and demanded a response within seven days. It may be recalled that NSF wanted the State Government to initiate stern action against the culprit(s) involved in a shooting incident where one NSF office bearer was injured in Kohima on June 25. NSF also demanded that the Government direct all the cadres of every faction be confined within designated camps and to seriously monitor “free movement” of armed cadres in civilian areas. It also demanded that Government ensure security of the general public and also asked it not to release any accused on bail.

The Times of India reports that the State Government has ordered an intensive drive to check influx of outsiders to Arunachal Pradesh without a valid Inner Line Permit (ILP). In an order on July 6, chief secretary HK Paliwal directed the Deputy Commissioners (DCs) of the State to carry out the drive. Those found without ILP should be deported immediately, the order added. The DCs were asked to especially check foreign nationals. The State Government has been carrying out such drives at regular intervals, but this time the chief secretary has stressed on intensifying the operation, sources said.

A dead body, identified as that of Mahasin Akram (19), who hailed from No.2 Pubergaon village under Mancachar Police Station in Dhubri District, was recovered on the Assam-Meghalaya inter-state border at Mirzumla in same District, reports The Telegraph. Official sources said the victim was the son of a Gram panchayat (Village level governing body) head. Following the discovery of the dead body, a mob set ablaze the vehicle of South Salmara- Mancachar Sub-Divisional Police Officer (SDPO) & two constables, Chittaranjan Hasong and Mufazzal Haque, were injured in the mob violence. Police and paramilitary forces later dispersed the mob but situation was still tense in the area, an official source in Hatsinghimari said. In view of the deteriorating law and order situation an indefinite curfew from 6pm on July 7 in three Gram Panchayats under Mancachar Police Station.

The Union Home Ministry (MHA) has agreed to Pro-Talks faction of United Liberation Front of Asom (ULFA-PTF) demand to grant Scheduled Tribe (ST) status to five communities with the greater objective of keeping illegally settled Bangladeshi immigrants at bay, reports Times of India. Although the tripartite agreement is yet to be formally inked, the decision to grant ST status to the five tribes-Moran, Motok, Chutia, Koch-Rajbongshi and Tai-Ahom-was finalised during a meeting between representatives of the Centre, the Assam government and the ULFA-PTF led by the its ‘chairman’ Arabinda Rajkhowa in New Delhi recently. According to sources, ST status will ensure land rights for the tribes, prevent alienation of land and there will be greater number of reserved seats for them in the State assembly.

Of the districts that we have identified, the main districts suffering from fake currency notes circulation in the State are Dhubri, Guwahati and Karimganj. The fake currency notes are being supplied basically by buses and trains. Assam Tribune reports that Inspector General of Police-in charge of Bodoland Territorial Autonomous Area Districts (BTAD), GP Singh stated that though the police and security forces launched a massive operation to seize illegal weapons in the BTAD, extortion still remains a major problem in the area as a number of militant outfits are still active in the area. Some members of the militant groups under cease-fire agreement with the Government are also involved in forceful fund collection. IGP, Singh told that more than 120 weapons including AK series rifles were seized during the operation. Following the crackdown, open display of weapons, at least in the towns, has stopped but it is difficult to say whether such weapons are still available with the miscreants, Singh said. Also, IGP-BTAD, GP Singh said that National Santhal Liberation Army (NSLA) is still active in extortion activity. Though the Adivasi People’s Army (APA) has come overground to solve its problems through talks, one group of the outfit is still at large and members of the group are involved in extortion. These groups are active mostly in the Gossaigaon-North Bengal belt and in addition to extortions are also involved in few abduction cases. Further, IGP-BTAD, GP Singh said that IK Songbijit faction of National Democratic Front of Boroland (NDFB-IKS), with around 75 cadres, has bases in Karbi Anglong and Biswanath Chariali area apart from the main base in Myanmar. IGP further admitted that the NDFB-IKS is also involved in extortions in different parts of the BTAD, while, some members of the Ranjan Daimary faction (NDFB-RD), which declared unilateral ceasefire with the Government to express its desire for talks, are also extorting money. Further, according to reports, there have been instances where members of both NDFB-RD &NDFB-IKS stayed together in the interior places. Singh said that though it is difficult to say whether the militants still have bases in Bhutan, the terrain in the area, particularly during the rainy season makes it difficult to launch sustained operations.

Resenting the fact that Bodos and other indigenous people living within the proposed Bodoland area were yet to get full-fledged political autonomy, a press statement issued by the NDFB-PTF’s ‘publicity secretary’, S. Sanjarang, said it would be better for these communities to be a part of a Special Administrative Region in China “if the government of India has only decided to provide more powers to the existing Autonomous Councils of the region”. An encounter took place between suspected militants of IK Songbijit faction of National Democratic Front of Bodoland (NDFB –IKS) and the Royal Bhutan Army (RBA) in the Indo-Bhutan border area on July 15, reports Assam Tribune. Following the exchange of Fire with RBA the militants retreated towards the forest area of Chirang District and fired on the Sashastra Seema Bal (SSB) troopers who were patrolling near the border. In retaliation the SSB troopers fired shots and conducted search operation in the area and at Lalai River near Sashipur area under Amguri Police Station in the District. Later, in the evening the SSB jawans recovered one cap used by the NDFB-IKS militant besides four empty and one live cartridges of AK-47 rifle, sources said. According to the sources, two NDFB-IKS cadres were injury in the encounter. Security sources also claimed that the NDFB-IKS leader, B Bidai was injured in the incident. The modus operandi of the militant was to push back the Bhutan Army from the border area so that they can enter into the Bhutan territory, sources said. Chirang Superintendent of Police (SP), Kumar Sanjit Krishna said, “The Royal Bhutan Army chased two youths in the border area and fired at them. When the youths were running towards Indian side, the SSB jawans on patrol duty blank fired on them”. However, no casualty was reported from the SSB side, the sources said.

Haldar’s caution follows accusations by Bodoland Territorial Council (BTC) chairman, Hagrama Mohilary that the Daimary and I.K. Songbijit factions of the NDFB are engaging in extortion in the Bodoland Territorial Areas District (BTAD). Further, DGP, JN Choudhary said that extortion is still a problem in Bodoland Territorial Adminitered Districts (BTAD). The IK Songbijit faction of National Democratic Front of Bodoland (NDFB-IKS) is extorting money from traders in Kokrajhar, Chirang, and Bongaigaon and even in Kharupetia in Darrang District though the amounts are not big. We are not sure whether the money reaches the organisation or is pocketed by groups but our efforts to root out the problem are on.

In each demand note, the outfit has demanded INR 500,000 each. Assam police refused to give the identity of the businessmen whose name were mentioned in the demand notes. According to security sources, the CPI-Maoist is taking the help of local rebel outfits to encourage opium farming, which, although illegal, is a traditional practice in these areas and is a lucrative occupation for locals. "It is a fact that the Maoists tacitly promote opium and ganja cultivation in order to raise funds for their activities. The cadres of the anti-talks factions of ULFA [ULFA-Independent] and NDFB [NDFB-IK Songbijit], who are hiding at several places in Arunachal Pradesh, are helping them in their latest venture," said an unnamed senior intelligence official. "Around 200 youth are reported to be running the poppy farming racket in the border areas of Arunachal Pradesh. They get a monthly stipend of INR 1,500-2,500. The local outfits, which are helping the Maoists are also paying approximately INR 30,000 per acre to willing farmers for growing opium," added an unnamed security source from Arunachal Pradesh. A student was killed and 13 others were injured in the Diphu town of Karbi Anglong District on July 31 when Police opened fire to control group of protesters who attacked the Karbi Anglong Autonomous Council (KAAC) office and local Congress leaders’ residences, over non-fulfilment of the demand for a Karbi State, reports The Telegraph. The protesters set ablaze six vehicles parked and vandalised the KAAC office. The mob also partially burned down the houses of six executive members of the council. The protesters led by different Karbi organisations demanded a separate ‘homeland’ for the Karbis on the lines of Telangana. They urged the Central and the State Government to initiate steps to create a ‘homeland’ for the Karbis under the Article 244(A) or Article 3 of the Constitution. State Additional Director-General of Police (law and order), A.P. Rout said that Curfew has been imposed and additional forces were being rushed to the District.

The order was passed by the Guwahati special national Investigation Agency (NIA) Court last week in connection with a case registered against operatives of UNLF of Manipur.
