State Coordinator of National Register of Citizens (NRC), Prateek Hajela has asserted that the final draft of the NRC would be published within the time limit of July 30 set by the Supreme Court, reports Assam Tribune on July 4. He also added that names of around 1,50,000 persons, whose names appeared in the first draft published on December 31 last year, would not be included in the final draft. The NRC coordinator stated that that names of 65,694 persons, whose names appeared in the first draft, were found to be inadmissible during the family tree verification, while, names of 48,456 married women, who provided Panchayat certificates as linkage, were also found to be non-admissible. During the quality control checks, names of another 19,783 persons were found to be non admissible. As per the schedule submitted to the Supreme Court by the State Coordinator, the data entry work should be completed by July 10 and quality checks should be completed by July 20. The consolidation of the central database and generation of the PDF is scheduled to be completed by July 26 and the printouts will be taken by July 29 to ensure publication of the final draft of the NRC on July 30.

Bonnya Barua, daughter of the United Liberation Front of Asom (ULFA) ‘general secretary’ Anup Chetia, spoke against the Citizenship Amendment Bill, 2016, on July 4 at the 38th session of the United Nations Human Rights Council in Geneva, reports Scroll. She stated that if passed, would reduce the indigenous communities of Assam to minority groups. She spoke on behalf of the Indigenous Forum of Assam, a platform of around 30 organisations representing the state’s indigenous communities. Barua is a member of the forum while her father is its convenor. The Citizenship Amendment Bill aims to make crucial changes to the Citizenship Act of 1955. If passed, it would make undocumented immigrants – Hindus, Christians, Buddhists, Sikhs, Jains and Parsis – from Afghanistan, Pakistan and Bangladesh eligible for citizenship. It would also ease the terms for naturalization of individuals from these groups. Several groups in Assam have objected to the proposed amendments.

Government of India (GoI) on July 4 reviewed the preparedness of the Assam government for publication of the final draft of the National Register of Citizens (NRC), reports The Telegraph on July 4. A meeting was held in New Delhi attended by Assam chief secretary T.Y. Das, director-general of police Kuladhar Saikia and special DGP (special branch) Pallav Bhattacharyya. GoI had earlier sent 80 companies of paramilitary forces to Assam and agreed to send additional 100 companies following the Assam government's request.

People’s Revolutionary Front (UPRF) (Zogam Army), an ethnic Kuki militant outfit having its base in Singhason hill range of Karbi Anglong Autonomous District, has decided to shun the path of violence and join the mainstream, reports Nagaland Post on April 16. Expressing its keenness for coming over ground, Johnson Kuki one of the ‘leaders’ of the group, on behalf of the UPRF through a press release informed that the organization has decided to join the mainstream in response to the call of Assam Chief Minister (CM) Sarbananda Sonowal who has invited insurgent outfits to ‘come to table for talks.’ “The UPRF (Zogam Army) has full faith on the government of Assam led by Sarbananda Sonowal hence have decided to shun the path of violence and join the mainstream,” the statement said. The UPRF has also directed all its units and cadres to stop ‘regular routine operation in their areas’ and remain inside their camps till the peace process completes. The UPRF has requested all civil societies to extend support to the peace process for the greater interest of peace and harmony in Karbi Anglong. Meanwhile, CM Sarbananda Sonowal was assured by the Prime Minister (PM) Narendra Modi on April 12 that the sealing of the international border (India-Bangladesh) is one of the top priorities of the Central Government of India and he would instruct the Ministry of Home Affairs to take up the matter on a war footing, reports The Sentinel.

The Union Government has revived its discussion with the six communities of Assam that are demanding Scheduled Tribe (ST) status, reports The Telegraph on July 16. The six communities namely Moran, Muttock, Tai Ahom, Tea tribe, Koch Rajbongshi and Chutia are agitating for ST status. The Union Governmenton July 13 convened a meeting with the representatives of these communities at North Block in New Delhi. Representatives of the Assam government will also attend the meeting.The last meeting between the Union Government and the representatives of the six communities - Moran, Muttock, Tai Ahom, tea tribe, Koch Rajbongshi and Chutia - was held in April 2017. The meeting, attended by Union Minister of State for Home Kiren Rijiju, had extended the deadline for the Centre-constituted modality committee to submit their report on the ST status demand for the fifth time.The report which was supposed to be submitted by June 2017 is yet to be submitted.

The naked demonstration was jointly organised by 24 tribal organizations. The 24 organizations, which represent the schedule tribes living in Karbi Anglong District, had been urging the KAAC to frame act and rules for preparing new voters list and for conduct of election of the council as enjoined by paragraph 2 (7), based on paragraph 20 of the Sixth Schedule of the Constitution of India. “Because act and rules for the conduct of Council Elections have not yet been made, and because the obsolete and defective rules of 1951 are still used by the KAAC as well as the state government the non tribal emigrants have taken away political power of the schedule tribe guaranteed by the Constitution of India…hence the naked demonstrations,” said a press release issued by the 24 organizations.

As the Draft NRC is expected to be published on July 30, the ministry sent an advisory to the state government asking it not to initiate action based on the Draft. The UMHA also stated that people who are not part of the Draft would not be automatically declared foreigners. The advisory stated that ‘The question of referring any person to a detention centre based on NRC exercise also does not arise. The state government has been asked to issue clear instructions to all administrative and police functionaries’. Additionally, GoIsent over 22,000 central paramilitary troops in order to beef up security in Assam and adjoining states ahead of NRC publications, reports Morung Express. According to a senior official, A total of 220 companies of the central armed police forces (CAPFs) are being sent to the state in view of the NRC. The largest contingent among the forces is from the CRPF (53 companies) followed by Sashastra Seema Bal (41), Border Security Forces (BSF) 40, Indo-Tibetan Border Police (ITBP) 27, Central Industrial Security Force (CISF) 20 and Railway Protection Force (RPF) 5.A total of 34 companies of the special auxiliary police are also being sent. About 105 CAPF companies are being rotated and utilised for law and order duties from within the state.

All preparations have been completed for the publication of the complete draft of the National Register of Citizens (NRC) at 10 am on July 30 (today), reports Assam Tribune. However, the date for publication of the final NRC is yet to be decided and that will be announced only after the claims and objections are disposed of. State Coordinator for the NRC, Prateek Hajela said that the process of updating the NRC, which started in 2015, would reach a crucial stage with the publication of the complete draft. The first draft of the NRC, published on December 31 last year, contained only names of the applicants, but the final draft would have photos, place of birth and names of parents along with the names of the applicants who were found to be eligible for inclusion in the NRC. It may be mentioned here that around 3.29 crore people applied for inclusion of their names in the NRC and names of around 1.90 crore people were included in the first draft. However, names of 1,50,000 people, which were included in the first draft, would not figure in the complete draft as mismatches were found during the family tree verification.

In the draft, a total of 2,89,83,677 were on the list out of the total applicants of 3,29,91,384, leaving out 40,07,707 applicants out of the final draft NRC. State coordinator of NRC Prateek Hajela stated that out of the over 40 lakh applicants whose name have failed to make it to the final draft NRC, about 2.48 lakh including “D’ (doubtful) voters and their descendants were such people whose applications had been put on hold. Assam Chief Minister Sarbananda Sonowal on July 30 stated that the people would maintain age-old social harmony in the state ignoring the instigating comments and misinformation campaign made by certain vested quarters. He also expressed gratitude to the Supreme Court for monitoring the entire exercise. Meanwhile Union Home Minister Rajnath Singh, attempting to allay any fears regarding the NRC stated that ‘Some people are unnecessarily trying to create an atmosphere of fear. I want to assure all that there is no need for any apprehension or fear. Some misinformation is also being spread. NRC process has been done impartially. Some people may not have been able to submit necessary documents. They will get full opportunity through Claims and Objections process. I want to clarify that even after the final NRC, every person will get an opportunity to approach the Foreigners’ Tribunal’.The process of NRC update was taken up in Assam as per order of the Supreme Court of India in 2013. The idea behind the exercise to update the citizens document for the first time since 1951 under the supervision of the top court is to identify “genuine citizens” living in Assam and detect illegal immigrants. Individuals who cannot prove that they or their ancestors entered the country before midnight of March 24, 1971 (cut-off year decided as per the Assam Accord of 1985) will be deemed as illegal immigrants.
