According to the Annual Report of the Ministry of Defence (MoD), "Protracted military operations against the United Liberation Front of Asom (ULFA) and the National Democratic Front of Bodoland (NDFB) have led to near marginalisation of the terrorists in Assam’. The report added that, "Sustained operations by the security forces have resulted in the ULFA and the NDFB being holed up in their camps in South Bhutan". The report stated that 2543 terrorists have surrendered along with 673 weapons since July 1998 in the State.

On June 4, three United Liberation Front of Asom (ULFA) terrorists were killed and five police personnel injured in an encounter at Dhalajan Fatagaon, in Jorhat district. According to police sources, the encounter took place as security forces, acting on a tip off, surrounded a house in the village where a group of terrorists had taken shelter. Two terrorists, however, managed to escape. An AK-56 rifle, a Chinese pistol, and a variety of explosive devices, a huge quantity of cartridges, documents of a mobile office of the outfit, some demand notes etc. were recovered from the slain terrorists. The recovered documents included a diary containing detailed information regarding the names of big businessmen and reputed persons, and the registration numbers of the vehicles used by their children to go to schools. Police is investigating into the incident.

Assam Chief Minister Tarun Gogoi, speaking to a news agency, on June 5, in Guwahati, ruled out the possibility of announcing any unilateral cease-fire in the State to initiate dialogue with the terrorist outfits. He said, "If the militants do not announce cease-fire, the unilateral cease-fire would be meaningless. Let there be an atmosphere for peace in the State and then we will initiate the process. Assam police quoting intelligence reports stated that the United Liberation Front of Asom (ULFA) and the National Democratic front of Bodoland (NDFB) are attempting to regain their organizational bases and step up activities in the coming days. Intelligence sources revealed that a number of ULFA and NDFB terrorists have entered into certain pockets in Lower and Upper Assam from their Bhutan camps after the May 10 State Assembly elections. The ULFA has initiated an extortion drive in Guwahati and a number of businessmen have already received notices in this connection. According to intelligence reports, the United Liberation Front of Asom (ULFA) of late has been trying to take advantage of the relaxation in vigil by the security forces after the State assembly elections. The Chief Minister’s statement of giving the police a much more active role in comparison to the army in counter insurgency operations has also created confusion among the rank and file of the security forces. The ULFA has initiated a drive for extortion and recruitment throughout the State. The outfit, reportedly, has planned to raise a sum of Rs 3 crore from three business firms including two tea business houses in Assam. Besides these three firms, extortion notes, demanding money ranging from Rs 50,000 to Rs 50 lakh, have been issued to doctors, engineers, contractors, businessmen and other professionals throughout the State. Several important leaders of the outfit are supervising the drive for both recruitment and extortion.
