Even after the arrest of Ranjan Daimary, cadres of the anti-talk faction of the NDFB are indulging in abduction to extort money. According to Police, at least nine persons are in the captivity of the outfit in the forest areas along Assam-Arunachal Pradesh border. Police sources said the persons in the captivity of the NDFB at present include an Indian Forest Service (IFS) Officer and one 12-year-old boy abducted from Sonitpur District. The outfit has demanded amounts ranging from INR 10 million to 50 million for the release of the abducted persons and the family members of some of them have already started negotiating with the abductors. Giving an account of the abductions by the NDFB in recent times, Police sources said that one Ram Prasad Raunia was abducted from Belsor weekly market on April 22 and on the same day, a teenaged boy, Rama Das was abducted from Hugrajuli. On April 23, the militants abducted three persons, Rubul Nath, Shiv Kumar Singh and Amar Kalita, from Ramnathpur village, while on May 2 one Haridas Roy was abducted from Majbat. The outfit also abducted Ranjit Ghosh and Swapan Seal on May 21. All the abducted persons are kept in the same locality, sources added

Sentinel reports that another militant outfit masquerading as Hills Tiger Force (HTF) has appeared in Dima Hasao District. The report adds that floating of HTF cannot be viewed in isolation. With the naming of North Cachar Hills as Dima Hasao and as approved by the State Government, united voice of resentment and protest by various non Dimasa bodies has been raging across the District. These bodies of Zemes, Kukis, Karbis, Jaintias, Hmars, Vaipeis, Baetis and Hrangkhals have cried foul, apprehending discrimination by the Autonomous District Council and also an exercise to drive them out. They were cautioned if the earlier name of the District is not restored, it will again boil. The bandhs (general shut down) called by these organizations under the banner of Indigenous People’s Forum (IPF) over the issue of bifurcation of the District into two have already caused a sort of ethnic divide.

The report submitted to the Union Government by the Intelligence Bureau (IB) stated that the United Liberation Front of Asom (ULFA) is no longer a force to reckon with, reports Sentinel. In its report on peace talks with the ULFA and the law-and-order situation in Assam, the IB official said, the IB clearly mentioned that unlike the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) in Nagaland, the ULFA was not the “sole representative” of the people of Assam, and hence the Centre directly holding peace talks with ULFA would be simply giving the outfit more importance that it deserved.

Telegraph reports that the ULFA is unlikely to formally express its willingness to sit for the proposed peace talks with the Government until Bangladesh hands over its ‘general secretary’ Anup Chetia, despite the apparent desire of its leaders in Assam to start the process at the earliest. A section associated with the process said, ULFA leaders were convinced that inclusion of Chetia in the process would not only be a big boost to the fledgling initiative but would also send the right signal to its cadres and masses about “unity” in its rank and file. ULFA ‘publicity secretary’ Mithinga Daimary on June 7 said at Nalbari that Dispur’s insistence on a formal letter to start the process has become a dilemma for the outfit, which it would like to sort out in accordance with its constitution.

According to intelligence inputs, some groups of ULFA cadres have either entered the District with arms and explosives or are taking shelter in the inter-state border areas of Assam and Arunachal Pradesh. The sources also said Arindam Saharia alias Bijoy Kalita — who was arrested in Siliguri of West Bengal, along with former commanding officer of the outfit’s ‘28 battalion’ Mrinal Hazarika and later granted bail rejoined the outfit and had been leading the cadres to re-establish bases in Upper Assam, particularly in Tinsukia District.

The anti-talks faction of the National Democratic Front of Bodoland (NDFB) is planning to trigger off explosions in different parts of the State to show its strength, while the Security Forces (SFs) are being kept on high alert to thwart such a move after receiving inputs in this regard, reports Assam Tribune. Police said that Guwahati city was considered most vulnerable to possible NDFB attacks, while the other major towns in the north bank of the Brahmaputra including Tezpur were also considered vulnerable. There is no dearth of explosives for the NDFB and the outfit has the expertise of making powerful Improvised Explosive Devices (IEDs). The Police said that the strength of the outfit would be around 300 and the ‘zonal commanders’ were taking most of the decisions on their own after the arrest of NDFB ‘chief’ Ranjan Daimary. The outfit is still maintaining its bases in the Khagrachari area of Bangladesh, while the newly set up bases of the outfit in Myanmar are being maintained with the help of Manipur-based Kanglei Yawol Kanna Lup (KYKL). The NDFB still have a number of trained cadres as 26 batches of boys were trained in Bangladesh since 2004 and a number of trained militants are still at large, which is a major concern for the SFs. The outfit is also trying to strengthen its batches in the north bank of the river Brahmaputra and the SFs are handicapped by the fact that there is very little intelligence input about the movements of the militants.

A Chinese-made hand grenade, two Italian-made pistols, ammunition, among other items was recovered from the encounter site. Sonitpur Superintendent of Police Jitmol Doley said, “The makeshift camp was located inside a dense jungle in the Kontapara area under Soteea police station.” He said there were at least five militants in the camp at the time of the raid but the others escaped following a shootout. SFs believe that six persons, including a school student, abducted from Sonitpur District within the past two months, are being kept hostage in one such camp in the foothills of Arunachal Pradesh. The whereabouts of an Indian Forest Service (IFS) official, abducted by NDFB militants from West Kameng District in Arunachal Pradesh bordering Assam in May is still unknown.
