The Telegraph reports that a militant of Rabha National Liberation Force (RNLF), identified as Diganta Rabha was killed by Security Forces (SFs) in an encounter at Dairang under Krishnai Police Station in Goalpara District on June 2. A pistol and six rounds of live ammunition were recovered from the spot. The RNLF was earlier known as Rabha Viper Army (RVA). The outfit is active in Goalpara and Kamrup Districts.

Meanwhile, confusion prevails over the recovery of large cache of weapons in Bangladesh on June 3 as the Indian security agencies have not yet been able to ascertain whether those belonged to any militant outfit active in the North East region, reports The Assam Tribune on June 4. However, the distant possibility of the United Liberation Front of Asom (ULFA) ‘commander-in-chief’ Paresh Baruah asking the All Tripura Tiger Force (ATTF) to keep the weapons in that area cannot be ruled out. Sources further said that the possibility of some armed rebel group of Bangladesh keeping the weapons in that area also cannot be ruled out.

He stated that the New Government would not like to hold dialogue with any insurgent group for the sake of holding dialogue and added that the dialogue processes that were being carried out without any concrete objective would be subjected to critical review before taking further steps.

Minister of State for Home Affairs Kiren Rijiju said that action would be taken against those infiltrators who were found staying in the Indian Territory. “The issue of illegal migrants and infiltrators in the northeast, especially the issue of Bangladeshis, is a cause of concern for all of us. This is a national problem,” he said, adding, “We have to look into these things from a national perspective. So action will be taken, but we have to work along with the State government.”

The Telegraph reports that Superintendent of Police (SP), Nityananda Goswami of Hamren Police Station in Karbi Anglong Hill District and his Personal Security Officer (PSO) Ratul Nunisa were killed in an ambush by suspected Karbi Peoples Liberation Tigers (KPLT) in the night of June 5 at Rongfu along the Assam-Meghalaya border in Karbi Anglong District. Their bodies were recovered in the morning of June 6. The SP and 18 others, including additional SP, Bedanta Borkakaty, and Hamren Police Station Officer-in-Charge, Kamal Bora, had gone to the area on a counter-insurgency operation when they came under heavy fire from a large number of militants. However, Additional Director-General of Police, A.P. Rout told The Hindu that cadres of two militant outfits, KPLT and United People’s Liberation Front (UPLF), a new lesser-known militant outfit were suspected to be involved in the battle. The Police team was ambushed by a group of 15-20 militants. Top intelligence sources, meanwhile, have refuted the claims of UPLA to be behind the incident, stating that “preliminary investigation into the incident has indicated KPLT’s involvement and that there was specific inputs about their movement”, adds The Assam Tribune. Additional Security Forces (SFs) have been rushed to Karbi Anglong and Army has been asked to carry out counter-insurgency operations with renewed vigour, according to The Telegraph. And the State Government has asked for five additional units of Commando Battalion for Resolute Action (CoBRA).

According to official figures, in 2009 43,426 Bangladeshi nationals had legally entered India. But 32,644 among them did not go back, even after the expiry of their visas. Of the 34,957 Bangladeshis who came to India in 2010, 24,667 stayed back and in 2011, 28,035 came to India and 22,274 are yet to leave the country.

Issues ranging from National Register of Citizens (NRC) update, Maoism, extortion, communal and ethnic tensions and law and order were discussed at length. The Tinsukia administration said that most of the extortion calls has been traced back to Myanmar and the Independent faction of United Liberation Front of Asom (ULFA-I) and the Maoists. Bodoland Territorial Area Districts (BTAD) officials conveyed concern over the delay in getting Army help during emergencies. Assam Tribune report that force availability in Assam at present is more than the forces deployed in the State during the last Lok Sabha polls and there is no chance of withdrawal of forces in the near future. The State had around 160 companies of Central forces during the last Lok Sabha polls. But immediately after the killing of more than 40 people in Kokrajhar and Baksa Districts in May, the force strength was increased to 181 companies and now the State has around 190 companies of forces including five additional companies of the elite Commando Battalion for Resolute Action (CoBra) of the Central Reserve Police Force (CRPF).

A militant, identified as B Laijam of the IK Songbijit faction of National Democratic Front of Bodoland (NDFB-IKS) was killed by Security Forces (SFs) in an encounter on June 17 at Auzar Guri in Kokrajhar District, reports The Sentinel. The encounter happened when three NDFB-IKS cadres with arms in two motorcycles came across an Army and Police party. In the ensuing gun battle one militant was killed and two militants were injured, although the injured militants managed to escape. An AK–56 rifle, 160 live ammunition, one magazine, a grenade, one TVS bike, three mobile handsets and SIM cards and INR 3092 were recovered from the militant. Later, a group of fifteen NDFB-IKS militants fired several rounds into the air in front of media personnel’s who had gone to report the incident. The ‘area commander’ B Jwblang stated that they will soon start attacking the SFs in a retribution for the killing.

According to sources, the infiltrators are now entering India through that sector since no border fencing has been installed there so far. Taking advantage of this, the infiltrators, after entering Bengal, move to Assam. Sources said the outfit has vowed to carry out revenge attacks on Police in the BTAD after its ‘second commander’ Lakhi Prasad Basumatary alias B Laisam was killed in police action recently. “After the killing of Basumatary, a 12–member team of NDFB (S) under the leadership of its platoon commander Jablang has been formed to challenge the police in BTAD,” sources said, adding, “This 12–member group has recently disclosed its intention openly before a team of journalists in BTAD.” A top official in the Assam Police, on condition of anonymity, said, “In the remote areas located in BTAD and along India–Bhutan border, a team of 200 armed cadres of NDFB (S) has been carrying out extortion, murder and kidnapping based on instruction of the outfit’s top leadership.” “Top leaders like Phewthai, Yakhap, Rikha, Enon, Shizu, Ranja and Baza, who took lead in the recent Baksa and Chirang violence, are remote controlling its team of 200 cadres to carry out extortion, murder and kidnapping in the region,” the Police official added.

A country–made pistol, live rounds and a hand–made bomb were recovered from the possession of the militant. Army had information that the militant was planning to carry out a terror attack in and around Guwahati in Kamrup Metropolitan District and also on SFs.
