Garos living in Assam are all set to get a tribal autonomous council for them as Chief Minister (CM) Tarun Gogoi on June 1 assured them of one, reports The Shillong Times. A 12-member delegation of Garo National Union (GNU) met CM Tarun Gogoi at his office at Assam secretariat and submitted a memorandum to press for their demand for the creation of Garo Autonomous Council in the State. CM Gogoi while reiterating his intent for the welfare of all sections of the society assured the Garo National Union leaders of taking adequate measures to fulfil their demand. He further said the government is in the process of meeting procedural requirements in giving shape to the Autonomous Council. He moreover, assured to dispose the matter in the coming Assembly Session in the State.

Meanwhile, the fifth round of tripartite talks among the eight Bodo organisations, the centre and the Assam Government, in lieu with the demand for a separate Bodoland state, started on June 9, reports the Assam tribune. Joint Secretary (north-east) Shambhu Singh chaired the talks. The State Government was represented by Home Secretary Mukti Gogoi and additional Director General of Police (ADGP-Special Branch) Pallab Bhattacharyya. The Bodo organisations that participated in the talks included the all bodo students’ union (absu), united democratic people’s front, People’s Joint Action Committee for Bodoland movement and Bodoland People’s Progressive Front.

Meanwhile, SFs arrested an IK Songbijit Faction of National Democratic Front of Bodoland (NDFB-IKS) militant, identified as Sumel Goyary, from Panchlogi in Sonitpur District on June 10, reports The Shillong Times. Five live rounds of 7.62 mm ammunition of AK-47 assault rifle were recovered from the cadre Separately, a United Liberation Front of Asom-Independent faction (ULFA-I) militant, identified as, Gajen Chetia (27), surrendered to State Police in Tinsukia District on June 10, reports The Telegraph. The militant also handed over a China-made hand grenade to the Police. Police sources said Chetia, hailing from the Barekuri area of Tinsukia District, along with three other militants was a part of a group sent by senior leaders from the outfit's camp at the Taga area of Myanmar's Kachin province to Assam about 10 days back to carry out certain "tasks”. The other militants accompanying the militant were identified as Rupam Asom (hailing from Golaghat), Udai Asom (from Sivasagar) and John Asom (from Tinsukia); the group had sneaked into Tinsukia via Arunachal Pradesh two days back. Deputy Inspector General of Police (DIG-eastern range) Satyen Gogoi disclosed that the task of the group was to find alternative routes and has sent several cadres in small groups to Assam to liaise with linkmen and sympathisers to search out new routes to avoid the clutches of security forces. The DIG said the group having Chetia was also asked to find out hideouts to shelter militants who could be sent to Assam to "carry out strikes" in the run-up to August 15.

Laodar, belonging to the IK Songbijit faction of National Democratic Front of Bodoland (NDFB-IKS) at Patardubi under Kazigaon Police Station in Parbatjhora subdivision of Kokrajhar District on June 10,reports The Sentinel. Sources said the security team getting specific information about the presence of some NDFB-IKS cadres in the area. An operation was launched in which the rebel was killed during exchange of fire. One 7.62 pistol, 2 magazines, 8 live bullet, 6 fired cases and 2 grenades were recovered from the slain militant.

Separately, offensive covert operations led by Special Forces is on the cards against NDFB-IKS militants stationed along the Indo-Bhutan border in Assam, reports Times of India. “There are about 100 of NDFB (Songbijit) cadres taking shelter in Manas National Park and the Centre wants to launch the offensive against them. The Centre is ready to provide additional forces,'' a security source said. The Manas is a Project Tiger Park, which extends from Assam to Bhutan, is in the United Nations Educational Scientific and Cultural Organisation (UNESCO)'s list of World Heritage Site.

The security establishment in Bengal is suspects that Kamtapur Liberation Organization (KLO) ‘chairman’ Jibon Singh may have been killed in the Army operation in Myanmar on June 9, reports Times of India. There are reports that three of the bodies that were brought back from the Myanmar encounter site were taken to Jorhat Medical College (Assam) for autopsy. One of them could be Jibon's, say sources, adding that DNA tests may be done to ascertain identity. A Police source in Guwahati said the camp they dismantled was a makeshift one set up with tarpaulin sheets. Nenai, who not only worked with male cadres but also staged protests against the counter-insurgency operation by security forces. "Of the 10 to 12 cadres, three are active in Chirang district. We are looking for the other two," Chirang superintendent of police Ranjan Bhuyan said. "She accompanied the outfit's leader G. Bidai in Ultapani forest in Kokrajhar District till the anti-insurgency operation was launched in January. The police recovered a grenade and some documents from her," Bhuyan said. In addition, Defence spokesperson Lieutenant Colonel Suneet Newton added that the arrested NDFB-IKS, Nijira Basumatary alias B. Both belong to the Karatkhil village in Noakhali District of Bangladesh and are 29 years old according to their passports. According to intelligence officials, the ULFA-I 'chief' shifted base to Ruili (Yunnan Province in China) via Kunming, the headquarters of Yunnan Province that shares its western and south-western border with Myanmar. Kunming has direct flight connectivity to Dhaka (Bangladesh). Of late, however, Baruah is believed to have moved to Tengchong, which according to the Myanmar map is also on the China border and is 25-30 kilometres west of Ruili. Days before the Manipur ambush on June 4, Baruah was said to have been seen in the NSCN-Khaplang (NSCN-K) Taga base east of the Arunachal Pradesh-Nagaland-Myanmar tri-junction. Taga is a week’s trip from Tengchong by vehicle, boat and on foot. Baruah also maintains a small base at Maungdaw in Myanmar’s northern Rakhine province adjoining Mizoram and Bangladesh’s Chittagong Hill tracts. Baruah reportedly had help from friends in the Bangladeshi intelligence in setting up the Maungdaw base through Rohingya contacts, the officials said. Police arrested two persons, Jumel Basumatary (20) and Mauswrang Basumatary (42) in Kokrajhar District on June 28, reports The Telegraph. Kokrajhar additional Superintendent of Police Surjeet Singh Panesar said based on a tip-off, a search operation was launched in Jordanpur area in Kokrajhar District and Jumel was arrested. After interrogating him, Mauswrang was arrested from East Jordanpur village in the District, he said. A 7.65mm pistol with a magazine and six rounds of ammunition, two hand grenades, one round of ammunition of 7.62mm pistol, a mobile handset and a SIM card were recovered from Mauswrang's house.

Police arrested three militants of IK Songbijit faction of National Democratic Front of Bodoland (NDFB-IKS), in the Salbari area of Baksa District on June 30, reports Times of India. "An AK-56 rifle, along with magazine and 30 rounds, one factory-made 9 mm pistol with magazine, two Chinese grenades, 7 kg high power RDX (plastic explosive), two detonators and over 85 ammunition were seized, " said Dhananjay Ghanwat, Superintendent of Police (SP-operation).
