Assam Police sources on June 1 said that they have received intelligence inputs from sources that a suspected Inter Services Intelligence (ISI) agent, identified as Mofudool Islam alias Ansar Uddin, has entered Assam via Nepal, reports The Sentinel. Additional Director General of Police-Special Branch (ADGP-SB) Pallab Bhattacharjee said the Police will take no chances in this regard, especially when relations between China and Pakistan have improved and a negative comment on Dhola-Sadiya Bridge was recently made by Beijing. Bhattacharjee further said Superintendent of Police (SPs) and Police stations have been put on alert following the intelligence feedback.

Gokul Barman, AKRSU ‘general secretary’, said that according to their schedule, ‘Ma Kamatapur Yajna’ in every District would be conducted on June 8. “We have called for 36-hour long Assam bandh from 5 AM of June 12. We will conduct mass protest in Dighalipukhuri paar (bank) in Guwahati on June 23 and will stage railway blockade in Chirang and Bongaigaon on July 10. We will also conduct communal convention on August 6. And the last programme of this schedule is 100-hour long wheel stop from August 10,” he said.

The Union Ministry of Home Affairs (UMHA) has said that there has been a sharp decline in violence, extortion and attacks on security forces in the Northeast in the last three years, reports The Indian Express on June 2. As per data available with the UMHA, only 484 such incidents were reported in 2016 as compared to 1,025 in 2012 and 732 in 2013. It further noted that the number of abductions have come down from 329 in 2012 and 307 in 2013 to 168 in 2016. Only 28 such cases were registered till March this year. However, the number of security personnel killed in Manipur shows an upward trend with 24 being killed in 2015 and 11 in 2016 as compared to 8 and 5 deaths in 2012 and 2013, respectively.The I.K. Songbijit faction of the National Democratic Front of Bodoland (NDFB-IKS) suffered a setback with more than 900 cadres being arrested and nearly 55 being killed in security operations, according to the UMHA note. The number of such incidents in Assam jumped to 50 in 2016 as compared to 21 in 2013, the UMHA note stated.The number of militants surrendering saw a decline with 267 such surrenders taking place in 2016 as compared to 1,161 in 2012, as per official data. Arms recovery was not significant despite a crackdown as 698 arms were recovered in 2016 as compared to 1,856 in 2012.As many as 1,202 militants were arrested in 2016 as compared to 2,145 in 2012. Of this, the highest number of arrests in 2016 has been made in Manipur (518) and Assam (366) while maximum abduction cases were reported from Nagaland (51) and Meghalaya (52).

Separately, Pro-Talks faction of United Liberation Front of Asom (ULFA-PTF) has expressed hope that appointment of Dineshwar Sharma as the new interlocutor will provide much-needed momentum to the ongoing peace talks between the outfit and the Government, reports The Telegraph. The Centre has appointed Sharma - a 1976-batch Kerala cadre Indian Police Service (IPS) officer who retired as Director of the Intelligence Bureau (IB) on December 31, 2016. Sharma took charge on June 1. ULFA-PTF ‘general secretary’ Anup Chetia on June 2 welcomed Sharma's appointment, describing it as a positive development for the ongoing negotiations between the outfit and the Government. "We hope with his appointment the peace process will gain momentum and help us find a permanent solution. We look forward to meeting him shortly," Chetia said.

Kohima based Defence PRO Colonel Chiranjeet Konwar said that, the troops of the Jairampur battalion of Assam Rifles (AR) and Assam Police jointly launched an operation at Six mile near Tirap Gate in the Upper Assam District and nabbed the militant. “The militant was trying to terrorize and carryout extortion in Six mile Area near Tirap gate. Post spot interrogation he admitted allegiance to GLA and had come here for collection of money and extortion and to increase influence of GLA in the region,” Colonel Konwar said. This a second apprehension of a senior GLA cadre from this area within a week. It is an indicator that the underground outfit is trying to fan out and establish its influence among the villages in south Arunachal Pradesh and Assam.

Though none of the militant groups has claimed the responsibility, yet the Assam Police suspected the hands of a small outfit named Liberal Democratic Council for Mising Land, (LDCM) behind the killing. Police said that the militant group had earlier served Doley an extortion notice demanding a ransom of INR 200,000, which he did not pay. He was also warned by the group for taking initiative to facilitate surrender of cadres of an insurgent group before the Police. It is suspected that the bodies were those cadres of the HPC-D who had reportedly robbed doctors and nurses at Sivapukar Primary Health Centre in Pherzawl District on the intervening night of June 21 and 22. Later on, the HPC-D at Sinlung designated camp reportedly shot dead some of its cadres believed to have been involved in the Sivapukar robbery incident as punishment and threw their lifeless corpses into the Barak River.

The Police forces of various States of the Northeast Indian region may soon coalesce under an umbrella organisation to improve coordination and efficiency, reports The New Indian Express. A suggestion in this regard was reportedly made by Assam’s Director General of Police (DGP), Mukesh Sahay, at the 24th conference of Director Generals (DGs) and Inspector Generals (IGs) of Police of the Northeast region held in Guwahati on June 29. It was attended by Satyendra Garg, a Joint Secretary (Northeast) in the Union Ministry of Home Affairs (UMHA). Sahay said if the militants can have an umbrella organisation, the Police too can have it. He said it would ensure better coordination among the Police forces of the Northeast region. "Like one nation one tax, we can have one NE one NE police. We need to work on making this concept, encouraged by the Prime Minister, possible. We are eagerly looking forward to your recommendations on Nepol," Assam Chief Secretary Vinod Kumar Pipersenia said adds The Telegraph. Assam Chief Minister Sarbananda Sonowal and DGP Mukesh Sahay also seconded the idea of Nepol.

Police on June 30 arrested three members of Liberal Democratic Council of Misingland (LDCM), identified as Amitab Patir (28), Satya Kumbang (34) and Kangkan Morang (30), from Moonmuni Chapori in Dhemaji District, reports The Telegraph. A 7.65mm pistol and six live cartridges were seized from their possession. The trio was arrested in connection with the killing of Indian National Congress (INC) leader Hiranya Doley, who was shot dead at his residence at Dekapam near Assam-Arunachal boundary on June 24.
