According to Assam Tribune, the ‘commander-in-chief’ of the United Liberation Front of Asom (ULFA), Paresh Baruah, has started reorganising the outfit. Security sources said that at least 30 to 40 members of the outfit are still in Bangladesh. The ‘central committee headquarters’ of the ULFA is still located in the Bakapura area in Sherpur District of Bangladesh. After the arrests of the top leaders of the outfit, the ‘commander-in-chief’ is now the most powerful man in the outfit and Jiban Moran is the ‘second in command’. Sources added that ULFA has made three ranks among the remaining senior members. Most of the members of these three groups are still in Bangladesh. Sources further said that all is not well in the ‘28th battalion’ headquarter of the ULFA in Myanmar and the top leaders have ‘suspended’ a senior member Sujit Mohan. Though Bijoy Das alias Bijoy Chinese is now heading the ‘28th battalion’, still considered the strongest wing of the outfit, personality clashes among the senior members have created problems.

Four suspected militants of Bengali Tiger Force (BTF), were shot dead in an encounter with Security Forces (SFs) at Chereng Chapori in Darrang District on March 1, reports Telegraph. Three 7.65 bore revolvers, a 9-mm pistol, three hand grenades, two magazines of a 9-mm pistol, 14 rounds of ammunition and some incriminating documents were recovered from the possession of the slain militants. This is the first major incident involving BTF militants in the State after a majority of their cadres laid down arms in 2006. A resident of Chereng Chapori claimed that the slain rebels did not hail from that area and he had not seen them earlier.

Reports indicate that a new outfit with both Muslim and Reang militants had been formed. Some local sources said a splinter group of Atabur Bahini led by Abdul Salem had formed a new outfit called the United Revolutionary Army of Barak Valley with the help of some Reang tribals. It is to be noted that militancy in the south Hailakandi, which shares its border with Mizoram, was started by Panchuram Reang who formed an outfit called United Liberation Front of Barak Valley (ULFBV). Panchuram later surrendered to the State government and subsequently joined the Congress. But militancy did not came to a halt with his surrender and another Reang outfit was formed by Dhanyaram Reang, once a cadre of Panchuram. Atabur, joined the United Democratic liberation Army (UDLA), the outfit Dhanyaram had formed. In 2009, Dhanyaram, along with his wife was arrested in Mizoram. Meanwhile, in the backdrop of a series of kidnapping, in maximum cases Muslims being the victims, relation between the Reang and Muslims started to sour. A group of Reang youths, once associated with Panchuram’s outfit, were mercilessly assaulted by villagers. Panchuram squarely blamed the Muslims for the incidents and subsequently.

Patnaik said that the Government is ready for talks with the militants within the framework of the Constitution of India. In his speech, the Governor said that there has been perceptible improvement of the law and order situation mainly because of constant pressure by the SFs. A number of top United Liberation Front of Asom (ULFA) leaders were arrested in last few months, while, two important militant groups – Karbi Longri North Cachar Hills Liberation Front (KLNLF) and Black Widow surrendered arms. “While we will continue to deal with any act of violence firmly, I would like to say that the doors are open for negotiation within the framework of the Constitution of India,” the Governor added.

The court of the Kamrup Chief Judicial Magistrate freed Gogoi after the ULFA leader furnished INR 1.2 million in bail bonds as sureties in nine cases. Gogoi urged the Government to release other top jailed leaders, including ‘chairman’ Arabinda Rajkhowa, ideologue Bhimkanta Buragohain and ‘deputy commander-in-chief’ Raju Baruah to expedite the peace process.

"We have to take risks now and withdraw the advisory," said the Consul General of Bhutan at the Royal Bhutan Consulate in Calcutta, Dasho Tsering Wangda. The movement of students and patients from Bhutan to Assam had considerably reduced after Operation All Clear was launched in the neighbouring country in 2003 in the apprehension that its citizens could be targeted in revenge strikes. According to other sources, Hojai could remain in hiding till the political process with the BW begins and he manages to get amnesty. "In that case, he doesn’t have to go to jail although the process of getting amnesty could be time consuming. Otherwise, he lands in jail as soon as he surfaces," a source said, adding the court could soon declare him a "proclaimed offender". Assam Forest and Environment Minister Rockybul Hussain said that action would be taken against the cadres of the militant groups who had fled their designated camps. So far, 15 BW militants, seven Dima Halim Daogah (DHD) militants, 40 NDFB militants and five ULFA cadres have fled their designated camps.

The Maoists have already tried to establish links with the United Liberation Front of Asom (ULFA) as such a move would be beneficial for both sides. Sources also indicated links between Maoists and cadres of the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) and sources said that the Maoist insurgents received training from trained cadres of the Naga group despite the fact that the NSCN-IM is under cease-fire agreement with the Government of India. The Maoists have also signed an agreement with the Revolutionary People’s Front (RPF) of Manipur, political wing of People’s Liberation Army (PLA), to extend cooperation to each other.

According to the Police, cadres will function under the direct supervision and command of Barua and self-styled ‘major’ Jibon Moran. “Although Ulfa has weakened, we can’t afford to lower our guard as no one knows how long this lull will last. Defence Spokesperson Rajesh Kalia said that a group of militants, who were collecting ‘tax’ from timber smugglers, were accosted by the troops. According to intelligence sources, two hardcore women cadres of the PLA, identified by name in their teens, are on recruitment mission and extortion drive. Resources are also being pulled up through ransoms. The PLA in particular is active in certain areas of Nagaon where a middle aged woman cadre is looking after the interests of the organization. UNLF, which has virtually no strength in the valley except in the fringe areas bordering Manipur in Lakhipur sub-division, is making desperate bid to regroup in order to make its presence felt with the sole objective of extortions to replenish its depleted coffers. A woman cadre of the outfit is looking after recruitment and resource generation. Both the outfits are however operating independently, said the sources.

Haldar. Health Minister Himanta Biswa Sarma on March 25 said that Gogoi had said to a delegation of the UPDS, which called on him on March 24, that the State Government would constitute a ministerial committee. It will hold discussions with all the stakeholders, including political parties, and make recommendations to the Union Government on the demands of the Karbi outfit within two months, said the Mijnister. The Ranjan Daimary faction of the NDFB had demanded INR 30,000 from that businessman who owns a grocery shop in the estate. A Police official said, “We were informed about the incident by the estate management. By the time we arrived at the garden, one militant was already dead. We rescued the other.”

Assam Forest Minister Rockybul Hussain in the State Legislative Assembly on March 29 said that among the active militant groups, the ULFA has a strength of 875 cadres, while the anti-talk faction of the National Democratic Front of Bodoland (NDFB) has 225 cadres, All Adivasi National Liberation Army (AANLA) has 30 cadres, Kuki Revolutionary Army (KRA) has 40 cadres, Hmar People's Convention- Democracy (HPC-D) has 50 cadres, Muslim United Liberation Tigers of Assam (MULTA) has 110 cadres and Assam unit of the Harkat-ul-Mujaheedin has 45 cadres. The Minister further said that the Unified Command structure is active in the State for launching coordinated operations against militants. The Minister informed the House that in the last two years, 535 persons, including 494 civilians and 41 SFs, were killed by militants, while, during the same period, 333 militants were killed by SFs in counter-insurgency operations. He added that two outfits, Bircha Commando Force (BCF) and Adivasi Cobra Force (ACF), are in suspension of operation with the State Government and two others- Black Widow (BW) and Karbi Longri North Cachar Hills Liberation Front (KLNLF) laid down arms to join the mainstream.

One ‘commander’ of the ‘27th battalion’ of the United Liberation Front of Asom (ULFA), identified as Mridul Kalita alias Samar Jyoti alias Saurabh, was killed in an encounter with the Security Forces (SFs), at Madeligaon village near Dalongghat under Kalaigaon Police Station in Udalguri District on March 29, reports Sentinel. As the SFs reached the house of one village farmer Chinta Ram Barua, the militant lobbed three grenades upon the troops, which immediately exploded on the spot, in an attempt to escape. But the retaliation made by the SFs resulted in the killing of the militant on the spot. One 9-mm pistol along with two magazines and 12 rounds of live ammunition, a cash of INR 204000, 95 subscriber identity module cards along with seven cellular phones, several unaddressed extortion notes and some incriminating documents were recovered from the possession of the slain militant.

The Karbi Longri North Cachar Hills Liberation Front (KLNLF) said that it would not compromise on its demand for a separate State, according to Sentinel. The KLNLF ‘publicity-secretary’, Rejak Dera said, “We (KLNLF) will hold talks with the Centre only on our demand for a separate State. We will not compromise on the separate State issue.” Dera expressed opposition to the demand raised by some Karbi people for implementation of the Article 244 (A) of the Indian Constitutio. According to Dera, the Union Government has asked the KLNLF to submit its charter of demands which the outfit will do soon.
