Governor J B Patnaik on March 1 appealed to the Anti-Talks faction of United Liberation Front of Asom (ULFA-ATF) led by Paresh Baruah to join the peace process like other militant formations in the State, reports The Times of India. Governor Patnaik also said that my Government has constituted a committee to examine and recommend ways and means to prevent infiltration through the unprotected riverine areas in Assam-Bangladesh border and the committee is, at present, deliberating on the matter. Speaking to media persons on February 1, the publicity secretary of the Surrendered National Democratic Front of Bodoland Welfare Association (SNDFBWA), Rajni Kanta Narzary, said the Central Government has failed to keep its commitment to rehabilitate all the surrendered NDFB cadres, reports The Times of India. Narzary said that the Central Government has not released the promised monthly stipend of INR 2,000 per cadre since 2004 and most of the cadres received the stipend for only three-six months. Narzary said there are 893 NDFB cadres who have come overground and surrendered their arms, of which around 600 did so after the All Out operation was carried out in Bhutan in December 2003, but the Centre has not rehabilitated all the surrendered cadres as per its commitment. He said the cadres would be compelled to take the path of agitation if the government fails to take measures for complete rehabilitation.

The Telegraph reports that Security Forces (SFs) killed a suspected militant belonging to the Anti-Talks faction of United Liberation Front of Asom (ULFA-ATF) during an encounter at Kakopathar in Tinsukia District on March 1. SFs also arrested four other suspected ULFA-ATF militants following the encounter. SFs recovered a pistol, a hand-made gun and two hand grenades them. However, ULFA-ATF in an emailed statement, said no armed cadre of the outfit was killed in any firing in Dirak, reports The Times of India.

Communist Party of India- Maoists (CPI-Maoist) cadres issued extortion notes to two doctors working at Chapakhowa First Referral Unit hospital in Chapakhowa in Sadiya Sub-Division of Tinsukia District about a week back. Sources said the note [written in Assamese], issued by Upper Assam leading committee ‘commander’, Chandra Baruah, had asked for money from one doctor and 20 mobile handsets from the other and a boy, aged about 15 years, had delivered the two letters to one of the doctors at the hospital while he was on duty in the OPD. The extortion note asked one doctor to pay INR 70000 towards organizational expansion of the party, while the other letter asked for 20 mobile handsets, mentioning the name and model of a particular company, citing the same reason. The Police were also trying to ascertain the authenticity of the extortion notes and the identity and whereabouts of the boy who had delivered the same. State Director General of Police Jayanta Narayan Choudhury told reporters that they had sent reports to the Union Home Ministry (UMHA) and were waiting for UMHA clearance to flush out Communist Party of India-Maoist (CPI-Maoists) along with Arunachal Pradesh Government from the inter-state border area, reports Zee News."According to intelligence reports, the Maoists have established their bases in the areas bordering Assam and Arunachal Pradesh with the help of other militant outfits since 1990s, but during the last two years they have become very active in the upper Assam districts. We have got some vital clues in Sadiya and Tinsukia recently after the recent arrest of two Maoists who frequently travel between Arunachal and Assam," the DGP said. The Maoists were also working with some over ground organisations for fresh recruitment and extortion drive in certain areas of upper Assam, he said.

Suspected militants belonging to the Karbi Peoples Liberation Tigers (KPLT) abducted two senior officials — the chief conservator of forests of Karbi Anglong, Abhijit Rabha (1984 batch of Indian Forest Service) and a range officer, Ranjan Borua of the forest department, from Baklog area under Manja Police Station of Karbi Anglong District on March 3, reports The Telegraph. The Sentinel adds that ‘General Secretary’ of the KPLT, Nilip Inghi, has denied any involvement in the abduction of the duo.

Newspaper report quotes sources as saying that from the intercepts of the communication of the ULFA-ATF militants, it was clear that there were movement of “aaloo” from one place of the State to other. The ULFA-ATF militants cite grenades as “aaloo” in their communications. The report further states that Guwahati city is always susceptible for such attacks as any act of violence in the city attracts maximum possible publicity. However, as a number of traders in Dibrugarh and Tinsukia received extortion demands, the ULFA-ATF can trigger explosions to make their existence felt in these areas.

Anti-Talks Faction of United Liberation front of Asom (ULFA-ATF) exploded an Improvised Explosive Device (IED) at Borpathar in Sivasagar District on March 4, damaging a power transmission tower of Northeastern Electric Power Corporation (NEEPCO), reports The Assam Tribune quoting from PTI. Police said three IEDs, weighing approximately a kilogram, were hurled targeting the power transmission tower and one of them exploded damaging the tower. The Army bomb squad later defused the other two IEDs, the Police said. The Police suspect ULFA-ATF had carried out the blast to threaten the Pro-Talks Faction of ULFA (ULFA-PTF) ‘chairman’ Arabinda Rajkhowa, who hails from the area.

Five militant outfits, including two Muslim groups, are still active in the State despite the fact that 15 militant outfits of the State have already joined the peace process, informed the State Government on the third day of the ongoing budget session on March 5. The combined strength of the five outfits is 710 to 770. Replying to a question, forest minister Rockybul Hussain, while replying on behalf of chief minister Tarun Gogoi, said apart from the Anti-Talk-Faction of ULFA (ULFA-ATF), the Ranjan Daimary faction of National Democratic Front of Bodoland (NDFB-RD), Karbi People's Liberation Tiger (KPLT), Muslim United Liberation Tiger of Assam (MULTA) and Harkat-ul-Mujahedeen (HuM) are active at present. The minister said, the ULFA has 225 to 250 cadres while the NDFB-RD has about 325 to 350 cadres. The KPLT has 60 to 70 cadres, MULTA has 60 and HuM has 40 cadres. The minister said out of the 15 outfits in peace process, only Pro-Talk-Faction of ULFA (ULFA-PTF) hasn’t deposited their weapons. "The outfits have handed over 760 weapons to Police and 328 other arms have been deposited in double-lock system," added Hussain.

Union Minister of State (MoS) for Home Affairs, Jitendra Singh, in reply to a joint question said in Parliament that the Maoists in Assam have stepped up their activities. The Upper Assam Leading Committee (UALC) of the CPI-Maoists is currently operating in the State and adjoining Arunachal Pradesh and has been involved in incidents of looting of weapons and extortions from local villagers. According to the figures given by Singh, one incident of CPI-Maoist violence was recorded in Assam in 2010, and it increased to three incidents in 2011. In 2012, one incident has been recorded.

NCHISF general secretary Seiminthang Thangngew said, “Despite our repeated protests, the nomenclature of the North Cachar Hills district was changed to Dima Hasao meaning ‘hill district of the Dimasas’. This proved that the government pays attention to the terror-tactics of the gun-toting militants supported by vested elements. By succumbing to the terror-tactics of the Dimasa militants, the State Government has set an unhealthy precedent of militancy triumphing over democracy. The government has left the non-Dimasa people at the mercy of the Dimasas who have tactfully manipulated the autonomous council and the district administrative machinery to exploit and intimidate other communities. Suspected United Democratic Liberation Army (UDLA) militants on March 24 abducted Manaranjan Das (65), a retired employee of Apex Bank, Guwahati, from Gambhira colony village in Dullavcherra block in Karimganj District. Following the abduction, Security Forces (SFs) have started a rescue operation in the terrains of Patharia hills near Hailakandi and Mizoram border. The report adds that the militants might have taken Das to the remote Katlicherra area in southern part of Hailakandi District.
