The Assam State Government on March 3 announced extension of the Armed Forces (Special Powers) Act (AFSPA) by another six months in the Sate, reports Northeast Today. According to a statement, the Home and Political Department of Assam, through a notification issued on February 28, declared the entire State a “disturbed area” under AFSPA. Additionally Director General of Police (DGP) Mukesh Sahay stated that though there has been vast improvement of the overall law and order situation in Assam, there is need for consolidating the position to prevent militants from regrouping and that is why, AFSPA was extended. He also added that , the process of updating of the National Register of Citizens (NRC) and ensuing Panchayat (village administration) polls also contributed to the decision to further extend the Act. He further stated that though incidents of violence involving the militants have come down drastically militant groups still have bases in Arunachal Pradesh and Nagaland and they try to sneak into Assam from such bases to indulge in acts of violence. He said that the coordination of the Assam Police with the police forces of Arunachal Pradesh and Nagaland improved considerably. The personnel of the armed forces are also operating in the areas frequented by the militants to sneak into Assam from their bases in Myanmar through the states of Arunachal Pradesh and Nagaland. The Assam Police cannot go and operate in the neighbouring states and the personnel of the armed forces are of big help in launching operations in such places. Moreover he also added that Saigora faction of National Democratic Front of Bodoland (NDFB-S) including senior leader G Bidai are still at large in the areas bordering Bhutan. He also admitted that efforts are ongoing by Independent faction of United Liberation Front of Asom (ULFA-I) to launch extortion drive, particularly in upper Assam areas as the outfit is facing severe financial crisis. He also added that there is a need to check the flow of funds to the militants. Similarly, the supply lines of the militants need to be totally cut off to ensure that they cannot sustain for a long period. He pointed out that in past one year, there have been several instances of seizures of supplies meant for the militants and if the police and security forces can totally cut off the supply lines, it would be difficult for the militants to sustain.

The United Organisation Co-ordination Committee, a joint forum of four non-tribal student groups All Koch Rajbongshi Students Union (AKRSU), All Assam Gorkha Students Union (AAGSU), All Santhal Students Union (ASSU) and All Nath Jogi Students Union had called a 24-hour shutdown protesting the BTC’s new land policy which reportedly goes against the land rights of non-tribal communities residing in Bodoland Territorial Area and Districts (BTAD). Police resorted to baton charge, burst tear gas shells and fired rubber bullets to disperse the agitators.

The insurgency related civilian casualties declined in all states except in Assam where it increased from nine in 2015 to 29 in 2016, reports Assam Tribune on March 26. Additionally, the number of abductions also decreased in the region from 267 in 2015 to 168 in 2016. Counter Insurgency operations led to the killing of 87 militants, arrest of 1202 and recovery of 605 arms in 2016 in the region. In Assam, insurgency related violence continued to decline and the year 2016 witnessed the lowest number of insurgency incidents since 1997. During the period 2014 to 2016, 873 cadres and linkmen of National Democratic Front of Bodoland-Saoraigwra (NDFB-S) have been arrested and 50 cadres have been neutralized in operations.

A six-member delegation will meet Union home minister Rajnath Singh in New Delhi on March 28 to discuss on the alleged harassment being faced by Barak Valley residents during family tree verification for the National Register of Citizens (NRC), reports The Telegraph. The delegation will comprise members of the Citizens Rights Protection Co-Ordination Committee (CRPCC), Assam, and Human Rights Awareness Organisation, Kolkata. A CRPCC member stated that residents, especially Bengali Hindus, were facing trouble during family tree verification. He stated that ‘People are getting notices to report at distant places for verification, which is tough for elderly persons, patients and the poor’. He also added that ‘We fear the names of around 7 million people will be missing from the NRC, among which 60 per cent will be Bengali Hindus. This can result in mayhem’.CRPCC chairman Tapodhir Bhattacharjee said the NRC update was being allegedly controlled by the All Assam Students' Union (AASU).

A three member high level delegation from Union Ministry of Home Affairs (UMHA) on March 27 visited Assam-Mizoram border to make an on-the-spot assessment, reports Economic Times. The delegation was led by Joint Secretary, North East, Ministry of Home Affairs, Satyendra Garg. Later during a meeting it was decided that that as the areas along the interstate border fall in inner-line reserved forests, both the sides must first identify all illegal structure after which the process of dismantling will begin within April 30. It was also decided that both states would withdraw security forces from the inter-state boundary. The fact finding team will submit its report to the Union Home Secretary on April 5 after which it will be discussed in a follow up meeting with the Chief Secretaries of Mizoram and Assam.

The militant has been identified as ‘sergeant major’ Gautam Dadhora alias Gunjan Asom. According to Police authorities, the militant had joined ULFA-I in 2011 and underwent arms training at Taga, Myanmar.
