On May 1, the general secretary of the State unit of the Bharatiya Janata Party (BJP), Jayanta Dutta and four others were killed and nine others injured by terrorists of the United Liberation Front of Asom (ULFA) in two separate attacks. Dutta was also the candidate for Dibrugarh constituency in the forthcoming State Legislative Assembly elections. In the first incident, Dutta was shot at by hiding ULFA terrorists as he entered his election office in Dibrugarh town. Also killed in the attack were the Dibrugarh the district BJP secretary and another party worker. Nine others were injured.

Urging the masses not to be overawed by ULFA’s hit-and-run tactics, the Governor assured, to contain violence in the State by militants, surface-and-air surveillance would be carried out by additional security forces. The Governor appreciated the role of the Unified Command Structure (UCS) and said, "Had it not been for the UCS, Assam today would have gone the Kashmir way." Union government chief interlocutor K Padmanabhaiah is due to leave for Bangkok on May 21 to apprise the NSCN-IM leadership of the latest development. Chief Minister Tarun Gogoi, talking to the press persons in Guwahati, on May 22, stated that ‘the Centre had not intimated anything as yet to the State Government about the extension of the area of cease-fire with the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) to Assam’. He also dismissed the possibility of the Centre taking such a major decision affecting a State without consulting the government concerned. Gogoi also voiced his opposition to such an act, which according to him will allow the Naga terrorists ‘to operate freely in Assam areas’. The Chief Minister also corroborated a two-prong strategy to counter insurgency in the State: ‘(i) to ensure that the extremist outfits cannot recruit anymore youth to their ranks and (ii) employing suitable mediators to persuade the extremist leaders to come over for talks’.
