According to a media report of May 1 quoting police sources, the Dima Halam Daogah (DHD) outfit has served extortion notices to the Bengali residents of Thaligram, Nagadoom, Chalitacherra, Bagerkona, Pathimara and Guabari villages under Khaspur in Cachar district. This has reportedly compelled many of them to desert their homes and seek shelter elsewhere. In the extortion notice, served by the People's Supreme Council of ‘Dimaraji’, each household was asked to pay Rs 100 within a specified period mentioned in the ‘notice’. Besides that, the ‘notice’ also intends to terrorize the villagers and force them to flee from the area, what the outfit calls "Dimaraji", that is the area from Dimapur in Nagaland, and North Cachar Hills, Cachar plains and Hojai in Assam.

According to media reports, Assam Minister of State for Home Pradyut Bordoloi said political, economic and other rights of the non-Bodos would be safeguarded in the proposed Bodoland Territorial Council (BTC). While inaugurating a day-long seminar in Guwahati on ‘Hurdles to resolving conflict in Assam’, organized by the Institute for Conflict Management (ICM), New Delhi, on May 1, he also said the problem of insurgency started only after the formation of the United Liberation Front of Asom (ULFA). While asserting that ULFA had its origin in the anti-migration movement, he also said the same is no more among its objectives. He said, ‘But the outfit has diverted itself from its original character. In its chorus for an independent sovereign Assam, the ULFA has started seeing the illegal migrants coming to Assam from Bangladesh as part of the Assamese society. This is because most of the leaders of the outfit are currently taking shelter in Bangladesh’.

According to a media report of May 5, quoting a Guwahati-based Omeo Kumar Das Institute of Social Change and Development (OKDISCD), Assam received a total of 28,75,492 migrants between 1951 and 1991 and of this, 12,98,754 were illegal foreign migrants. The study entitled "Migration to Assam : 1951-1991", also revealed that during that period the approximate number of total foreign migrants who came to the State was 19,83,755 and of them, 6,85,001 were legal migrants, as they reported their place of birth. The study had been undertaken with the primary objective of providing an explanation of the growth of population in the State during 1951-1991 in terms of various components such as population growth, including fertility rate and mortality rate, with special focus on migration.

ABSU president Rabi Ram Narzary, reiterating opposition to the demarcation of the proposed BTC on the basis of a 1999 notification, demanded that the boundary for the same should be drawn on the basis of the notifications issued in both 1993 and 1999. While talking to press persons in Delhi on the sidelines of the national seminar organized by the All Assam Students Union (AASU), he said the offer has to come from the terrorist outfit. However, the ULFA has to stop perpetrating violence and give up arms before any such negotiation takes place, he further said. He said, ‘It is the first stated policy of the Government of India to talk to any militant outfit provided they give up violence’. The Minister also said Bhutan has co-operated with India in combating the terrorist outfits and has also assured that they will not be allowed to use Bhutanese territory for anti-India activities.

The award carries Rs 20,000 each, a gold medal and a citation. Umesh Rabha was a Border Security Force (BSF) personnel who mobilised the local residents in and around the Tamulpur area against United Liberation Front of Asom (ULFA) and National Democratic Front of Bodoland (NDFB) terrorists. Changing its earlier strategy of demanding huge amounts, the outfit now is reportedly ready to accept even smaller amounts from businesses. At a two-day national seminar organised by the Union in New Delhi, on "Infiltration of Illegal Foreigners in Assam and IM(DT) Act and Flood, Erosion and Economy of Assam", on May 7 and 8, the authorities were warned of the same if effective measures were not taken to address the issue of illegal migration, and if the provisions of the Assam Accord were not implemented in toto. The speakers included former Primer Minister H D Deve Gowda, Union Minister of State for Home Affairs ID Swami and journalist Kuldip Nayar, among others. The AASU adviser Samujjal Bhattacharyya said, "The purpose of organizing the seminar is to find out what we should now. Shall we continue with the non-violent movement?" He further said, "For 17 years we have been waiting and now time has come for us to ask whether is it only our duty to plead for solving the problem". I D Swami, while pointing out the involvement of Inter-Services Intelligence (ISI), Pakistan’s external intelligence agency, said the unabated infiltration from across the border not only poses a danger of changing the demographic profile of Assam but it has become a grave threat to internal security. He said, "In fact the dividing line between internal and external security has been obliterated because of the ISI involvement and the danger to internal security has increased manifold". According to media reports, nine persons were injured at Gauripur in Dhubri district in various attacks carried out allegedly by a combined group of suspected National Democratic Front of Bodoland (NDFB) and United Liberation Front of Asom (ULFA) terrorists, on May 14. The terrorist, reportedly using an Ambassador car, first made a small group of Surrendered ULFA (SULFA) members their target at Bina Mandir and fired at them indiscriminately, and also lobbed grenades. Later, the terrorists made their way to the local market and lobbed more grenades at Rana Hotel. Durgabari was also made the target of indiscriminate firing. In all, nine persons were injured in these attacks. The terrorists reportedly managed to escape after the attacks. The injured were later taken to the Dhubri Civil Hospital. More details are awaited.

Speaking at the rally, All Adivasi Students' Union (AASA) president Justin Lakhara alleged, after the formation of the BTC, Bodo groups like the Bodo Liberation Tiger (BLT) and All Bodo Students’ Union (ABSU) were likely to demand a separate Bodo State. He further said the proposed BTC will not bring peace to in the region because the Bodos who reportedly constitute only 18 per cent of the population in the proposed BTC area would ‘rule over’ the rest of the population who are non-Bodos. He also reportedly urged the Adivasi community not to support the BTC on mere promises like that of being granted the Scheduled Caste (SC) and Scheduled Tribes (ST) status. The rally was also attended by representatives of the Sanmilita Janagosthiya Sangram Samity (SJSS), a co-ordinating body of the various non-Bodo groups in the area. Brajen Mahanta, the deputy chief convenor of the SJSS, while addressing the rally, also alleged that the BTC will pave the way for the formation of a separate Bodoland in the future. Quoting a statement from the outfit’s mouthpiece, Freedom (Swadhinata) the reports further said that ULFA has termed the search for a crashed MiG-21 aircraft of the Indian Air Force (IAF) in the jungles of Bhutan, along India’s borders, as an excuse to spot its camps and watch its activities. The statement issued in Freedom on May 16, said, "The reports of the MiG-21 crash is a blatant lie fabricated precisely by the Indian Intelligence agencies to carry out reconnaissance of the ULFA bases along the international border without any diplomatic hindrance from Bhutan". According to IAF officials, the MiG 21 disappeared mid-air on April 20, during a routine training flight. Security sources believe that the aircraft with two crew members possibly crashed over the Himalayas and fell into the forests on Bhutanese territory. It had taken off from the Salonibari Air Base for a routine training exercise over the Indo-Bhutan border. The statement by the ULFA also reportedly said its ‘commander-in-chief’ Paresh Baruah had ‘officially’ urged the Bhutanese government not to co-operate with the Indian authorities in ‘any future campaign’ against it. The reports added that a joint search operation by India and Bhutan for the lost aircraft and the two IAF personnel has been going on since April 20,. He further said the insurgency situation in the State has improved during the past one year. He also said talks between the United Liberation Front of Asom (ULFA) and the Union government should take place, which was also the wish of the people who want peace and development to prevail in the State. The CM also reportedly urged the Union government to initiate dialogue with ULFA on the lines of its policy relating to the National Socialist Council of Nagaland -Isac Muivah (NSCN-IM) in Nagaland. He said, "My approach has been always to urge the [Union government] to apply the principles it adopted in starting the negotiating process with the NSCN in the case of ULFA, too, to bring about peace in the region". The terrorists, camouflaged in army fatigues, stormed into a local petrol pump and resorted to indiscriminate firing thereafter. A driver and cleaner of one of the trucks passing by were killed in the firing. The terrorists also looted Rs 1 lakh in cash before they managed to escape. The report, quoting Bongaigaon district police chief A Bargohain, further said the terrorists possibly wanted to target the convoy of the Minister of State for Home Pradyut Bordoloi. The district police chief was also quoted as saying that the terrorists were misinformed that the convoy of the Minister would pass through Samthaibari Service Station, the place of the incident. The police seized a Chinese made revolver from the spot. Four suspects were reportedly arrested later in connection with the incident. A search operation was subsequently launched to nab the terrorists. No further information was available when reports last came in.

Karbi groups that will participate in talks include Autonomous State Demand Committee (ASDC) and its allies from the hill districts of Assam- Karbi Students’ Association (KSA), Dimasa Students’ Union (DSU), Karbi Nimso Chingthur Asong (KNCA) and Dimasa Women’s Society (DWS). The MHA team would be led by a joint secretary. The matter was discussed last in April 1995.

According to media reports of June 1, security force personnel of 25Bn Assam Rifles (AR), have seriously injured 28 civilians of Dongsung and Liplen Kuki villages on the night of May 31 and June 1 morning. 24 of the injured have been admitted to a hospital while the condition of some of them is described as critical. According to reports quoting villagers, AR personnel entered Dongsung village, on the night of May 31, led by a Captain and assaulted four villagers. Separately, on June 1 morning, AR troops allegedly assaulted and stripped some men at the Liplen Kuki village playground. It should be noted that 11 AR personnel were killed on May 27 by Kuki terrorists. The Kuki Movement for Human Rights (KMHR) is reported to have urgently drawn the attention of State Chief Minister O Ibobi Singh to stop the AR personnel from terrorising the villagers. The KMHR is also reported to have requested government assistance to evacuate the injured to hospitals, charging that the AR was refusing to allow their evacuation.

According to reports, the tripartite negotiations between representatives of Assam government, the Union government and various Karbi groups, held in New Delhi, on May 31 remained inconclusive, though Holiram Terang, the Autonomous State Demand Committee (ASDC) leader said talks were ‘satisfactory’. The talks had been convened by the Union government to discuss issues related to Karbi Aanglong and North Cachar Hills districts of Assam. The talks would again possibly be resumed. However, no dates were specified by the authorities. According to Terang, his delegation was able to make a point with the authorities that there was reason behind their demands, which includes creation of an autonomous State comprising the above mentioned districts. He said, ‘The government has recognised that there are defects in the institution and these systematic defects needed to be re-examined.’

According to media reports of May 31, some villagers told the media that a Captain of 21 AR has ordered compulsorily participation and threatened villagers against non-participation. Stating that several village chiefs were called recently and instructed to send representatives of every house for the peace rally, the villagers said security forces were forcing them to shout slogans against terrorists. The Kuki Movement for Human Rights (KMHR) reportedly submitted a memorandum to Manipur Chief Minister O Ibobi Singh and urged halting excesses committed by security forces, especially by Assam Rifles (AR) personnel, against innocent villagers of Khomunnom, Jangnoi, Thingphai, Kholen and other villages, following the killing of 11 AR personnel on May 27. According to media reports of May 31, the KMHR has complained that, following the killings, many innocent Kuki villagers were picked up and tortured by the AR without issuing arrest warrants. Stating that six villagers of Khomunom were picked up on May 28 and 29 without any arrest warrants and were still in AR custody, the KMHR urged the Chief Minister to stop the later from harassing innocent villagers. The KMHR also accused National Socialist Council of Nagaland - Isak Muivah (NSCN-IM) terrorists of guiding and training the Kuki Revolutionary Army (KRA) and United National Liberation Front (UNLF) cadres at training camps at Leisan, and for using them as guides and arming them to torture, kill and harass the Kuki public. The KMHR accused the NSCN-IM of using the KRA and the UKLF in the proxy war as it could not openly carry out such acts due to its commitment to the ongoing Naga peace talks.
