One Army man, identified as Havildar Saheb Singh, and one United Liberation Front of Asom (ULFA) militant, Ajay Deka, were killed during an encounter at Dalanghat under Kalaigaon police station in the Darrang district on May 1-night, according to Telegraph. Two militants, including one injured in the encounter, managed to escape. A pistol, two magazines, 115 rounds of AK-47 rifle ammunition and mobile phones were recovered from the incident site. Meanwhile, Sentinel reports that eight ULFA cadres were engaged in the encounter and one of them, identified as Partha Pratim Das, was arrested from the incident site.

According to Telegraph, Nirmal Konwar, ‘second-in-command of the 27 battalion’ of the United Liberation Front of Asom (ULFA), confessed that the outfit is now carrying out only operation-specific recruitment, where a person is assigned a single task and has no links with the outfit thereafter. Konwar and his wife were arrested when they were undergoing treatment at a nursing home in Guwahati on May 1. "If the target is a politician, persons having access to the political field are being selected for the purpose. Training is provided on the use of pen pistols," he said. The report added that these recruits, when arrested, cannot provide any clues to the police because they are unaware of the identities of those who engaged them.

They were involved in the ULFA’s process of fresh recruitment in the district. One ULFA cadre, Bipul Roy, was arrested from Jamdoba near Agomoni on the same morning along with a revolver. Later, two more ULFA cadres, Jahangir Alam and Mohammed Mujibur Rahman, were arrested from areas under Madhu Solmara police station near Gouripur. They belonged to the ‘709 battalion’ of the ULFA. A revolver and two rounds of ammunition were recovered from them.

12 Black Widow militnts were killed and 18 others injured in a gun battle with the security forces (SFs) in the North Cachar Hills district on May 10, reports The Hindu. Troops of the 8th Sikh Regiment and police cordoned off the village along the Assam-Nagaland-Manipur border around 4.30am (IST) during the operation at a camp of the Black Widow sheltering around 30 militnts, police sources said. The militants opened fire on the SFs, who retaliated killing 12 of them, the sources said. None from the security forces or the villagers was injured or killed, they said. The village is dominated by Jemi-Naga tribals and the National Socialist Council of Nagaland - Isak-Muivah (NSCN-IM) militants were also suspected to be in the militant group as they have an understanding with the Black Widow militants. The dead were yet to be identified and investigations were on, the sources said. The ceasefire between the Black Widow and Centre expired recently and the State Government had been instructed by the Union Home Ministry to draw up an action plan to improve the law and order situation, particularly in the NC Hills district.

Forest Minister Rockybul Hussain said that a message has been conveyed to the outfit through the North Cachar Hills district council and organisations of Dimasas at a meeting. He said, “Through the district council and Dimasa tribal groups, we made it clear to the BW that killing of innocent people while talking truce will not be tolerated. The group needs to change its behaviour.” He also stated that if the outfit mended its ways, then the State Government would take up its peace overtures with the Centre, and added, “We cannot declare a ceasefire just because a group has written a letter to a senior government official expressing its desire to have peace with the government.
