According to Assam Tribune, one militant belonging to the ‘709th battalion’ of the United Liberation Front of Asom (ULFA), identified as Bubul Ali alias Bubuli, was assaulted by people at Madhupur village under Belsor Police station in Nalbari District in the night of May 3, when he came to the residence of one Dildar Hussain, an employee of the veterinary department, to collect extortion money as demanded earlier. The other militant waiting on the road managed to escape. Later, the public handed over the militant to the Police in a critical condition. The Police later recovered a Chinese pistol, a magazine, a hand grenade and some incriminating documents. Bubul Ali was earlier arrested by Security Forces (SFs) at Tura in Meghalaya in 2006. After coming out of jail, Bubul had rejoined the outfit.

Two persons, including one National Democratic Front of Bodoland (NDFB) militant, were injured in Police firing at Ramdeo under Gossaigaon Police station in the Kokrajhar District, reports Sentinel. Two motorcycle borne NDFB militants abducted Labda Mushahary (30), a trader of timber wood of Ballamjhora village under Sapkata Police outpost. When they noticed a Police team led by Kokrajhar Superintendent Police P. K. Dutta at Ramdeo, they tried to escape. Police opened fire at them following which Labda Mushahary sustained injuries on his leg. One of the NDFB militants, Gerema, was also injured, while another NDFB cadre, Sanjay Narzary, reportedly managed to escape from the incident site.

Assam Government has adopted a two-pronged strategy to deal with the Black Widow (BW). Besides launching a strong military offensive against the BW, the Government is backing a splinter group of the outfit, led by James Dimasa, in a bid to split and neutralise the group. The splinter group, formed a few months ago, has 60 armed cadres and is in touch with several members of the BW. Leaders of the James group were in constant touch with senior security officials of the district to devise ways of tackling the BW. The government hopes that its strategy will bear fruit in a month or two as it is getting feelers from the ground that BW leaders are "worried" by the dual threat. "They are even expressing willingness to come for negotiations. We are trying to find out whether such feelers are just a ploy to scale down our offensive against it," a senior police official said.

Two Security Force (SF) personnel were killed and two others injured when suspected militants of an unidentified Naga outfit ambushed a convoy of the Central Reserve Police Force (CRPF) and Assam Police personnel at Baghjaan in Karbi Anglong District, who were escorting private vehicles passing through Assam-Nagaland border in Karbi Anglong District on May 5, reports Telegraph. Two slain SF personnel were identified as Rajesh Kumar of the CRPF and Lakhi Prasad Deuri of Assam Police. “We have found evidence of the involvement of Naga militants in the ambush,” a senior Police official in Karbi Anglong said. He said a few villagers near Baghjaan had told the Police that they had seen unidentified youths had moved from Nagaland into Baghjaan. Bokajan Sub-Divisional Police Officer C. Gogoi said the Karbi Longri North Cachar Hills Liberation Front (KLNLF), initially suspected to have ambushed the SF personnel, had hardly any presence in the area. “We are not ruling out the involvement of the KLNLF, but the cadres of some other militant outfits may also have a hand in it,” he added.

Security Force personnel neutralized a National Socialist Council of Nagaland - Isak-Muivah (NSCN-IM) camp and arrested two of its cadres in Dhemaji District on May 17. They were identified as ‘sergeant’ Gobik Hai and ‘private’ Rela Mgondir, who belonged to Subahi village of Dhemaji District bordering Arunachal Pradesh. Two German made revolvers, two grenades, a large quantity of ammunition and ration were recovered from their possession. According to the Colonel Manjit Singh of the 2nd Bihar Regiment, the NSCN-IM was trying to recruit cadres in Assam to expand its territory and “the two cadres were assigned to carry out recruitment in these areas”. An unnamed Police official in Dhemaji said many youths from West Siang District in Arunachal Pradesh and the bordering areas of Assam had joined the NSCN-IM recently and were being trained at Camp Hebron in Dimapur of Nagaland. “The recruitment process is still on,” he added.

The rebel leader considered Shillong as a safe place to organise such a meeting as the religious leaders, students and literalists concerned were not ready to meet in Karbi Anglong or North Cachar Hills fearing Police action. "We are investigating the matter. A broader picture would emerge after completion of investigations," Buam said, adding, "KLNLF wants to widen its area of operation from North Cachar Hills to Karbi Anglong now dominated by the Jewel faction of Dima Halam Daogah (DHD)."

While at least 22 journalists, most of them working for local newspapers, have been killed by insurgent groups and other criminals in Assam since 1987, the IFJ report has termed the prevailing conditions under which journalists function in the Northeastern region as “a matter of big concern”. The IFJ report also put on record that 17 journalists, including Parag Kumar Das, Executive Editor of Asomiya Pratidin, were killed in Assam since 1991. The report also referred to the situation in Manipur and said journalists work under “totally unsafe” conditions in the State which has about 35 armed insurgent groups. “Security of journalists in Manipur, which has an estimated 35 insurgent groups in a population of three million, has always been a cause of concern,” the report said.

Police arrested the Chief Executive Member (CEM) of the North Cachar Hills Autonomous Council, Mohit Hojai, for allegedly giving INR 10 million to two persons for purchasing arms for a militant outfit, reports Telegraph. R.H. Khan, a liaison official of the District council and a former deputy director in the social welfare department, was also arrested along with Hojai from Halflong in North Cachar Hills District. Sources said Hojai had been kept at an undisclosed location and would be interrogated in connection with the recent recovery of INR 10 million from Brojen Hojai and Babul Kemprai, who were arrested from the Assam-Meghalaya border on April 2. Apart from the cash, two small weapons and stationery of the Black Widow (BW) outfit were also recovered from their possession. The duo alleged that Mohit Hojai had given them the money to purchase weapons for the BW from an international arms dealer. Mohit Hojai had gone underground for over two months after the incident, but surfaced in Haflong town last month and took charge of the council. A Police team from Guwahati went to Haflong and arrested Hojai. Sources said Hojai had paid the amount to the BW as “protection money”.

Government sources told Indian Express that Indian intelligence agencies have been able to intercept Baruah’s mobile phone and satellite phone conversations from China and are also aware of his precise location in that country. Though there is no clarity on the reason for his visit, sources said Baruah might have travelled to China in the hope of procuring some arms. His China visit comes at a time when the Awami League Government under Sheikh Hasina has initiated a crackdown on the ULFA and other Indian insurgent groups who have taken shelter in that country.
