The Telegraph reports that the Sanmilito Jonogosthiyo Oikyo Moncho — an umbrella body of non-Bodo organisations, on May 2, threatened to cut off the lifelines to the Northeast for an indefinite period if the killing of innocent persons does not stop in the Bodoland Territorial Areas District immediately. Addressing a news conference here this afternoon, spokesperson for the organisation, Jamsher Ali, said if one more innocent person is killed in the BTAD, they will launch indefinite economic blockades at Srirampur and Baxirhat from May 5, cutting off the region from the rest of the country. Reacting to the latest killings in the BTAD, Krishak Mukti Sangram Samiti (KMSS) leader, Akhil Gogoi sought deployment of the army and demanded resignation of chief minister Tarun Gogoi and BTC chief Hagrama Mohilary for their “failure” to maintain law and order.

Clearly mentioning the involvement of the dreaded NDFB-IKS group in the killing of several innocent civilians at different areas under the BTAD, the Assam Police, on May 2, said the Bodo rebel group has become frustrated and as a result, they have chosen a “soft target”, reports The Sentinel. Talking to reporters after attending a series of high level security meetings at Dispur, State DGP Khagen Sarma said, “Stern action will be taken against NDFB (S) group.” “In the last few months, 18 important cadres of NDFB (S) outfit were killed in encounter with security forces and also 42 important cadres of the outfit surrendered before security forces,” he said. “To show its strength, the outfit had earlier tried to attack security forces and Ranjan Daimary faction of NDFB, but failed in its attempt and became frustrated. To make its presence felt, they carried out the attack on civilians yesterday,” he added.

Further, Minority students’ organisations in Assam have blamed Bodoland People’s Front (BPF) chief Hagrama Mohilary and chief minister Tarun Gogoi for the ongoing violence in the Bodoland Territorial Areas District (BTAD), reports The Telegraph on May 3. The general secretary of the All-Assam Minority Students’ Union (AAMSU), Rezaul Karim Sarkar, on May 3, alleged Bodoland Territorial Council (BTC) chief Mohilary is the sole perpetrator of killings of people from the minority community in the BTAD. Ruling out the involvement of the NDFB (S) in the ongoing killings, the AAMSU leader demanded the immediate arrest of BPF leader Pramila Rani Brahma, accusing her of fanning the flames of hatred against the minority people for apparently rejecting her party in the recently-held Lok Sabha elections. Sarkar also demanded that the Congress snap its ties with the BPF and exhorted legislators and cabinet ministers from the minority community to quit the Congress government and the party for the interest of the minority community if the Congress government continues the alliance with the BPF.

Meanwhile, former United Liberation Front of Asom (ULFA) leader and Independent candidate for Kokrajhar parliamentary constituency seat, Naba Sarania alias Hira Sarania, who was backed by the Sanmila Janagosthiya Aikya Mancha in the recently concluded Lok Sabha elections, suspected the involvement of the Bodoland People's Front (BPF) in the ongoing Kokrajhar violence, reports The Sentinel. Addressing the press in the city on May 2, Sarania said, “The government said it had information that such clashes might occur. If it did have prior information, why didn’t the government take any steps to prevent the violence. There is definitely some involvement of the government in this ongoing violence.” The former ULFA leader appealed to the government to take steps to end the mindless violence and threatened to launch an economic blockade in the State if it failed to do so. He said, “If the violence and killings does not stop by May 5, we will launch an economic blockade in all the entry gates of Lower Assam like Boxirhat Gate, Srirampur Gate, etc.”

The Hindu reports that nine more bodies were recovered from a village in Baksa District in the morning of May 3 (today), taking the toll to 32 in the violence unleashed by IK Songbhijit faction of National democratic Front of Bodoland (NDFB-IKS) militants in Bodoland Territorial Administration Districts (BTAD) area in Assam. The bodies of the victims, including four children and two women, were recovered from Khagrabari village under Salbari sub-division adjacent to the Manas National Park, official sources said. Bodies of two children were identified as Ilina Khatun and Ariful Islam. Besides Chirang and parts of Dhubri Districts, indefinite curfew has also been imposed in Kokrajhar and Baksa Districts where 23 people were killed. The violence started when heavily armed NDFB-IKS militants entered a house and shot dead three members of a family, including two women, and injured an infant of a minority community near Ananda Bazar area in Baksa District on May 1. This was followed by indiscriminate firing by the insurgents at Balapara-I village in neighbouring Kokrajhar District in the early hours on May 2 which left eight persons dead and injuring several others in their own houses. Again, in the night of May 2, 12 bullet-riddled bodies, including those of five women and a child, were recovered from Nankekhadrabari and Nayanguri villages in Baksa District where nearly 100 houses and a wooden bridge were set ablaze by the militants. The Army has been staging flag marches in the violence-hit areas to instill confidence among people and to bring the situation under control, sources said.

Even Assam governor JB Patnaik has asked the State Government to seize illegal arms in the BTAD region. On May 3, the governor said house-to-house search should be conducted to bring an end to this problem. A senior police official said more than 100 illegal arms have been seized in BTAD during the time of elections. He added that since January 2014, 42 militants of IKS faction of National Democratic Front of Bodoland (NDFB-IKS) have laid down their arms, while 18 others have been killed in encounters by police and the Army. According to sources, there are around 200 members of NDFB-IKS active in BTAD at present. "The arms which are available in BTAD have led to these killings. This is a very unfortunate incident and we condemn it. We have been appealing to the state government for seizure of all the illegal arms at the earliest, but there is no action from the authorities concerned," said Aditya Khaklari, general secretary of All Assam Tribal Sangha (AATS).

Baksa deputy commissioner Vinod Seshan told The Telegraph on May 6 that a search and rescue team of the NDRF’s first battalion is on its way from Guwahati and they will launch a full-fledged search operation in the river from morning of May 7 (today). Additional Director-General of Police (law and order), A. P. Raut, said 15 people are still missing from the area. It is suspected that these persons could have drowned in the river while attempting to escape the attackers. The deputy commissioner said normality is returning to Baksa District as no fresh incidents of violence have been reported from any part of the District in the last 90 hours. However, the affected people, the All India United Democratic Front, which is the major Opposition party in the State, the Sanmilita Janagosthiya Aikyamancha (SJA) and some of its constituent organisations pointed a finger at the Bodoland People’s Front (BPF), the ruling party in the Bodoland Territorial Administrative District (BTAD). They alleged that the former cadres of the erstwhile Bodo Liberation Tigers (BLT) had carried out the attacks on Muslim families as a BPF legislator and senior leader, Pramila Rani Brahma, had alleged that the party candidate from the Kokrajhar Lok Sabha constituency, Chandan Brahma, was likely to lose the elections as the majority Muslims had not voted for him. Brahma later withdrew the statement on a party directive. The BPF was formed by former leaders of the erstwhile BLT. The Assam Tribune reports on May 6 that the main problem in Assam now is the abundance of illegal weapons not only with the militants but also with former militants and other anti-social elements. Inspector General of Assam Police, Law and Order, S.N. Singh revealed that more than 28,000 persons in the State have licensed weapons, but there have been hardly any report of misuse of such weapons. The problem is with illegal weapons and though the Assam Police is maintaining a drive to recover such weapons, the problem still remains. The request for more forces was made given reports of the possibility of post-result violence in the state, especially in the BTAD, which remains peaceful but tense. Tarun Gogoi, on May 8, said additional forces have been requisitioned to prevent any repeat of the unrest witnessed recently in the BTAD after declaration of results. Already 34 companies have been deployed in the BTAD. “We are preparing to meet any eventuality,” he said. Gogoi said a special force would be set up to recover illegal arms and provide security in the vulnerable areas of the BTAD. “It will have a local component. The modalities will be worked out. Songbijit, ‘general secretary’ Swarangra and “commander” B. Bidai. “The militant group was involved in the attacks but we are probing to find out if anyone helped them to carry out the attacks,” he added. The Police have been claiming the involvement of NDFB-IKS in the May 1 and 2 attacks on Narayanguri and Khagrabari villages in Baksa District and Balapara in Kokrajhar District while survivors of the violence claimed that former Bodo Liberation Tigers (BLT) cadres and the Bodoland People’s Front (BPF), which rules the Bodoland Territorial Council (BTC) that governs the BTAD, were behind the attacks.

In the BTAD, sources said, there are around 200 active NDFB-IKS cadres. In 2013, the police arrested 72 cadres of the NDFB-IKS before the BTAD violence and killed 21 cadres in encounters, while 41 cadres surrendered. The Police was able to seize 150 arms. The Police seized 122 arms from the NDFB-IKS in 2012, 120 arms in 2013, and 150 arms in 2014. In the last three years, 353 NDFB-IKS militants have been arrested.

They use these techniques even after they surrender and get into arms supplies. This makes our job tough,” a senior Police officer said. The officer said nearly 300 illegal arms and over 200 grenades had been seized from the BTAD since 2012 but the problem was far from over since the flow of weapons through Nagaland and Mizoram was still on. “Most of these arms, like the AK-series rifles and M20 rifles, come from South East Asian countries such as Myanmar and China. Of late, we have found small arms coming in from Bihar and Uttar Pradesh as well. We are in constant touch with Nagaland and Mizoram Police to check the supply of arms,” he added.
