Security Forces (SFs) arrested three militants in two separate operations conducted in Kokrajhar and Dhubri Districts on May 1, reports The Shillong Times. The lone IK Songbijit faction of National Democratic Front of Bodoland (NDFB-IKS) militant was arrested from Kokrajhar while two militants belonging to Muslim United Liberation Tiger of Assam (MULTA) were arrested from Fakirganj area of Dhubri. The NDFB-IKS militant was identified as Jwngdao Basumatary. One 9mm factory-made pistol, one magazine and three rounds of 9mm ammunition were recovered from his possession. Two 9mm country-made pistols, live ammunition and other war like stores were recovered during the operation involving the MULTA duo.

Chief Minister (CM) Tarun Gogoi on May 4 said the state is worried over the coming together of North East militant groups under one platform to launch attacks, reports Times of India. He added that the Centre should take serious notice of this development. The CM's comment comes a day after eight SF personals, including seven Assam Rifles personnel and one personnel from the 164 Territorial Army Battalion, were killed by Nationalist Socialist Council of Nagaland-Khaplang (NSCN-K) militants in Mon District of Nagaland. United Liberation Front of West South East Asia, the new militant platform, comprises the Independent faction of United Liberation Front of Asom (ULFA-I), NSCN-K, IK Songbijit faction of National Democratic Front of Bodoland (NDFB-IKS) and Kamatapur Liberation Organization (KLO). These militant groups are based in Myanmar. NSCN-K ‘chairman’ SS Khaplang is the chief of this new platform.

ULFA-I wants the performers in Bihu functions to wear indigenous dresses on such occasions, reports Times of India on May 5. In an email statement, ULFA-I said the tendency of wearing attires not indigenous to the state has increased among the singers, which is a matter of concern. "We hope that singers will give up the tendency of wearing 'foreign' clothes at Bihu functions and will perform only wearing Assamese and indigenous dresses. If this is not acceptable, than it is better to avoid that function," it said. The outfit also condemned the recent incident of a singer being humiliated by the audience for not singing Hindi songs at a Bihu function. It said the act was deplorable because forcing an artist to sing in Hindi was an attempt to destroy Assamese language and culture. The militant group said many sections have accepted its earlier appeal to shun Hindi songs at Bihu functions. "Hindi is a political weapon for Indianization of Assam. We are happy that many have taken our appeal positively," said ULFA-I.

He added that police are concerned about the development and taking steps to check the ultras. United Liberation Front of West South East Asia (ULFWSEA), the new militant platform, comprises the ULFA-I, Nationalist Socialist Council of Nagaland-Khaplang (NSCN-K), IK Songbijit faction of NDFB (NDFB-IKS) and Kamatapur Liberation Organization (KLO). He said NDFB(S) leader Songbijit has fled the country. "Songbijit is in a foreign country and G Bidai is crisscrossing the borders. There are some difficulties in nabbing him but it's just a matter of time," Sarma said. He added that at least 300 NDFB-IKS ultras, including its top leaders, are already in police net.

A delegation of the ULFA-PTF led by its ‘chairman’ Arabinda Rajkhowa is likely to call on Union Home Minister Rajnath Singh and press for expediting the peace process. The ULFA-PTF leaders who arrived in the capital early this week, has been holding talks with the Centre’s interlocutor PC Haldar. Sources said the Centre is currently in the final stages of preparing the MoS. According to reports, one of the major demands that the Centre is likely to fulfil is the grant of Scheduled Tribe (ST) status to the six communities of the State. The move is likely to have a political impact in the State as an outcome of the move would be that 70 per cent of the seats in the Assam Assembly are likely to be reserved for ST candidates, confirmed sources.

Deciding to have an independent look at what is happening on the ground, a Bench led by Justice Ranjan Gogoi appointed a court commissioner to visit the border and report back on the state of fencing and roads along it. An ULFA-PTF delegation led by its ‘chairman’ Arabinda Rajkhowa made the request at a tripartite meeting held with the representatives of the Centre and the State Government in Delhi. This was the first meeting to be held after the Narendra Modi government came to power at the Centre last year. The ULFA-PTF leaders stressed on resolving the issues raised by them as expeditiously as possible so that a final settlement between the outfit and the government can be reached at the earliest. ULFA-PTF ‘vice-chairman’ Pradip Gogoi, after the meeting, said that some of the key issues raised by them were ST status for the six communities, National Register for Citizens (NRC) update, prevention of illegal migration from Bangladesh, promotion of organic farming in the state, among others."The government showed positive response to our demands," he said. Assam Rifles will continue to man the porous Myanmar border despite a proposal by the Union Ministry of Home Affairs (UMHA) to replace them with Border Security Force (BSF), reports The Indian Express on May 27. In a recent meeting between Army chief General Dalbir Singh and Home Secretary LC Goyal, it was decided that AR shall continue to be deployed along the Myanmar border as interim measure. According to sources, the BSF had told UMHA that at least 42,000 men would have to be recruited if the force had to be deployed along the Myanmar border. AR which already has 25,000 men deployed there said they would need only 16,000 more men to plug the gaps along the border.

Director General of Police Khagen Sarma stated on May 26 that SFs have arrested 343 cadres of the IK Songbijit faction of the National Democratic Front of Bodoland (NDFB-IKS), including 204 active ones, in the last five months during intensified counter-insurgency operations, reports The Assam Tribune. As many as 10 cadres of the NDFB-IKS were also killed in encounters during the period.DGP Khagen Sarma also said that 164 grenades and 625 kilograms of explosives were recovered during the operations. “Besides, nearly 100 sophisticated factory-made weapons were recovered,” he said. Sarma, while informing that 50 additional companies of Central paramilitary forces have already been attached, said the operations against the militant group would continue. Operations against the banned outfit were intensified after its militants killed innocent people in Sonitpur district and BTAD area late last year. DGP Sarma further said 30 to 35 cadres of the outfit were still hiding inside the Manas Reserve and that security forces were after them. He also said the camp at Ultapani which was busted recently by security forces, was the last of the tactical camps of the outfit. On Paresh Baruah, the ‘commander-in-chief’ United Liberation Front of Asom- Independent faction (ULFA-I), he said, “His movement was traced in the Chinese territory recently.”

In a case of mistaken identity, a village headman was killed during a counter insurgency operation carried out by Security Forces (SFs) in Disapur under Dillai Police Station in Karbi Anglong District on May 26, reports Nagaland Post. According to police source, the village headman identified as Devjoi Phanglosa (47) was killed in shoot out, when SFs in hunt to nab a suspected United Peoples Liberation Army (UPLA) cadre. The combined team went to the village headman house and when they knocked the door, the deceased opened fire from his muzzle loading gun, who suspected the combined team as “NSCN cadres [Nationalist Socialist Council of Nagaland]”. In the firing, constable, Pronab Bora sustained two bullet injuries in his hand and left chest and in retaliation, the combined team fired several rounds killing Devjoi Phanglosa inside his house.

The National Commission for Scheduled Tribes (NCST) and the Union Tribal Affairs Ministry (UTAM) has raised objections to the demand of Pro-Talks faction of United Liberation Front of Asom (ULFA-PTF) that six additional communities be granted Scheduled Tribe (ST) status in Assam, reports The Hindu on May 28. ULFA-PTF has demanded that the Moran, Tai Ahom, Sootea, Koch-Rajbongshis and 36 Tea tribes who are currently listed as other backward classes be granted ST status. The grant of tribal status to these six communities will also, after fresh delimitation, lead to a significant increase in the number of ST seats in the 126-strong Assam State Assembly, making it a tribal-dominated State. The Assembly currently has 16 ST seats. Government sources say that the NCST has raised concerns that granting tribal status to these communities would eat into the quota for the existing STs. The Union Ministry of Home Affairs is therefore exploring alternatives to ensure that the share of the existing STs is not affected.

ABSU president, Pramod Boro, said the Bodo or other indigenous communities of the state, enjoying ST status, would never object if ST status is accorded to the six communities - Koch-Rajbongshi, Tea-Adivasi, Muttock, Moran, Chutia and Ahom - who have been demanding the status for two decades. Boro, however, added that the Registrar-General of India (RGI) and the Union ministry of tribal affairs have to ensure that through this move interests of genuine tribal people are not affected.
