The Asom Yuva Parishad, the youth wing of ruling Asom Gana Parishad (AGP) observed a 12-hour strike in Assam on November 1 to protest against the earlier three massacres in which an estimated 26 people were killed in the state. Meanwhile, The Telegraph reported that the Assam government replaced the director-general of police for gross negligence of duty. The police have arrested one person for suspected involvement in the October 27 Nalbari massacre.

Karimganj, Mamith and North Tripura, the three neighbouring districts of the three States are being used by the militants and other criminals as safe haven.

Assam Director General of Police Harekrishna Deka said in Guwahati, on November 5, that it was becoming difficult to position unarmed security force posts in vulnerable areas in the light of attacks by terrorists. He said district police chiefs have been asked to review the situation and reorganise the posts. The directive follows an attack on a similar post by National Democratic Front of Bodoland terrorists near Rupshi. Police posts in Dhubri district were attacked on three occasions in the year 2000 alone.

The People’s United Liberation Front (PULF), which is fighting for a separate state for Manipuri Muslims, is also alleged to be involved in similar activities. Recently, the Hmar People's Conference- Democratic, (HPC-D), a breakaway faction of the Hmar People's Conference (HPC), also known as the Hmar Revolutionary Front, claimed to have shot dead a commander of the PULF for his involvement in such activities.

The tripartite meeting on the implementation of the ‘Assam Accord’, held in New Delhi, on November 7, decided to start joint patrolling of the Indo-Bangladesh border in the Assam sector by the Assam Police (AP) and Border Security Force (BSF) to check illegal infiltration. The meeting, which was held after a gap of six months, was attended by the Central Government, the Assam Government and the All Assam Students Union (AASU). The meeting also decided on the operationalisation of a second line of defence in the form of a Prevention of Infiltration Force (PIF), and directed the State government to complete the recruitment process for the same by December 31.

Eight persons, including a woman and two children, were killed and five others were injured by suspected terrorists of the United Liberation Front of Asom (ULFA) and National Democratic Federation of Bodoland (NDFB) in Sukrungbari village, Barpeta district, on November 8. A group of nearly 25 terrorists armed with sophisticated weapons struck in the early hours of the day and shot the villagers after tying them to trees. Seven of the eight killed were from a non-Assamese community. The terrorists also burnt down a nearby rice mill after the massacre.

Three others were injured in the shoot out. The same terrorists killed another businessman in Kamal Sapori before fleeing under the cover of darkness. A massive search operation has been launched to nab the terrorists. This is the fourth major attack on the non-Assamese community in the state by different terrorist outfits. 15 persons of the Bihari community were killed by ULFA terrorists on October 21 in upper Assam’s Tinsukia and Dibrugarh districts. On October 27, nine persons were killed in Nalbari by ULFA terrorists. In a meeting with the Union Home Minister, he claimed that the strength of United Liberation Front of Asom (ULFA) and National Democratic Front of Bodoland (NDFB) have declined as over 80 per cent of their cadres have surrendered. According to him, the recent spate of killings was an attempt to put pressure on the government. Police have stepped up precautionary measures after two massacres involving the non-Assamese business community by unidentified terrorists. Police is apprehending sabotage in certain places in Assam as November 27 is approaching. On November 27, 1990, President’s Rule was imposed in the State in view of the escalating insurgent activities. The security forces claimed to have foiled a plan of extortion by tribal terrorist outfits such as Karbi People’s Front (KPF) and Karbi National Volunteers (KNV) of Karbi Anglong area. These outfits, who are believed to be working in connivance with the National Socialist Council of Nagaland- Isak-Muivah (NSCN-IM), were trying to extort money from officials and contractors of a local refinery. It is alleged that the NSCN-IM, which had entered into a cease-fire agreement with the Government of India, has been using these outfits to extort money on its behalf.
