Border Security Force (BSF) Director General Ajai Raj Sharma discussed the presence of terrorist training camps in Bangladesh with Bangladesh Rifles (BDR) chief Maj Gen Rezaqul Haider. Media sources said Sharma pointed out the presence of Northeast terrorist outfits' training camps in Bangladesh during the two-day biannual talks in Guwahati, on November 1. The BDR chief also reportedly denied the presence of any camps and agreed to look into the matter if BSF would provide 'necessary proof' in this regard. Also, India and Bangladesh agreed, among others, to form a Joint Coordination Committee to look into border problems. The two sides also re-affirmed the intention to pool resources and carry out a determined fight against terrorism.

In a joint operation with the Central Reserve Police Force (CRPF), Assam Police on November 3 destroyed a training camp jointly used by the United Liberation Front of Asom (ULFA) and National Socialist Council of Nagaland-Khaplang (NSCN-K), said official sources. The camp, situated at the foothills of Molapahar, 10 km east of Margherita town under Tinsukia reportedly had the capacity to accommodate approximately 150 terrorists at a time. The security forces have recovered some documents and an unspecified number of Army uniforms from the deserted camp.

A media report of November 5 said National Democratic Front of Bodoland (NDFB) 'chief' Ranjan Daimary alias D R Nabla has set conditions for talks with the Union government. A Guwahati-based daily that conducted an interview with him via electronic mail said the NDFB 'chief' talked of 'historical rights' and the 'right to self-determination' of the Bodo people in Assam. He indicated if the Union government is willing to talk on these issues, a negotiated settlement of Bodo issue is possible. Nabla also informed that the outfit has not received any fresh offer of talks from the Bhutanese government over its exit from that country. He maintained the "NDFB does not have any permanent camps inside Bhutan to pull out from the Kingdom." He further said, "We are having good and friendly relationship with ULFA (United Liberation Front of Asom) as we are fighting the same enemy––India. It all started when we met ULFA friends in 1987 in the NSCN (National Socialist Council of Nagaland) headquarters in Burma (Myanmar)". Nabla also commented on the massacre of 22 migrant labourers in Datgiri village, Kokrajhar district, on October 27 saying, "Unless the colonial forces stop their state-sponsored terrorist activities, once more we reiterate that no Indian civilians can live in peace within Bodoland."

According to official sources, a group of villagers, in Assam's Bongaigaon district, lynched two United Liberation Front of Asom (ULFA) terrorists, on November 6. Inaugurating a seminar on "Employment Generation in the Northeastern Sates", organised by Lok Manch, in Guwahati, on November 9, Defence Minister George Fernandez said unemployment is one of the biggest problems the country is facing and it is the ‘root cause of insurgency’. According to reports, he also added that the present Union government has taken a serious view of this problem and was committed to generate at least 10 crore jobs in the next 10 years. The Defence Minister also reiterated the government’s concern over the presence of the Al Qaeda in Bangladesh and assured that the Union Home Ministry has been taking adequate steps to deal with any eventuality. Former Manipur Chief Minister Radha Binod Koijam, the chairperson of Lok Manch, in his introductory speech aired a similar concern regarding the unemployment problem. At another venue, in Mizoram, on the same day, Fernandes hailed State Chief Minister Zoramthanga for his positive role in the current Naga peace talks. Reports added he said that ‘his transformation from an AK-47 yielding man to a peace-maker is praiseworthy’. After a meeting with Deputy Prime Minister L K Advani in New Delhi, on November 11 Tarun Gogoi informed the "Centre has agreed to send ten companies though we have demanded that at least 30 should be given". He also said currently 120 companies are deployed in the State, however, the State needs at least 180 companies. Sources said security forces intercepted a group of three NDFB terrorists infiltrating into India, at a place under Kokrajhar police station limits. When asked to surrender, the terrorists reportedly opened fire and in the ensuing encounter an NDFB terrorist was killed. However, two other terrorists reportedly managed to escape under the cover of darkness. A 9mm Pistol, a magazine, a Chinese grenade and few fired cases of assorted ammunition were seized from the encounter site. The slain terrorist was later identified as Private Pradeep Narzary.

The conclave emphasised the need to solve the problem of terrorism in the region. The meet deliberated that this could be done even while implementing development schemes. They also expressed the opinion that terrorism had hindered creating employment avenues. To solve this, they sought the active role of the Union government. The NEC came into being by an Act of Parliament, The North Eastern Council Act, 1971. The report also indicated that, besides tea industry, ULFA also planned to extort from oil companies and various Union government departments. The report further disclosed that the outfits have also allegedly been planning to abduct managers and high officials from the tea industry to force the management to pay money.
