The report said outfits operating in Tripura, Manipur as well outfits like the ULFA, the Kamtapur Liberation Organization (KLO), National Democratic Front of Bodoland (NDFB) have joined hands to carry out subversive activities during the Dusshera festivities. ULFA, reportedly, is providing logistic and arsenal support to other outfits to carry out the attacks.

As per the report, manager of the Dhanshiri Group of Tea Industries received a demand note of Rupees 2 lakhs (INR) from the outfit on August 29 and was directed to pay the amount by September 9. Extortion notes ranging from Rupees 10 to 15 lakhs have also been delivered to many businessmen in the Duliajan town.

The Sentinel, quoting intelligence reports, has reported that the United Liberation Front of Asom (ULFA) is backing the Greater Cooch Behar Movement for a separate State comprising areas of North Bengal and Assam. The report further said the ULFA has lost faith in the Kamtapur Liberation Organisation (KLO) following demolition of its training and logistic camps in Bhutan. Several ULFA leaders have met the Greater Cooch Behar Movement leaders in their office in Assam and have extended moral and backup support for intensifying the statehood movement. "The ULFA has also directed the Greater Cooch Behar Movement leaders to raise huge funds to build up a militant force and arrange for the training of its members", the sources said.
