We cannot open or close as we like. If we do so, our licences can get cancelled,” said Alok Datta, the general secretary of the All Assam India-made Foreign Liquor Retailers’ Association.

Assam Chief Minister Tarun Gogoi, while responding to the ULFA’s threat to the Congress party and its leaders for Army operations against it, said that the outfit was a threat to everybody in the State, according to Sentinel. “There is nothing new in the ULFA’s threat to the Congress. We received many such threats earlier also. Four civilians and three police constables were injured in a grenade blast triggered by two motorcycle-borne United Liberation Front of Asom (ULFA) militants targeting a security convoy in front of the Doomdooma police station in the Tinsukia district on October 5, according to Sentinel. While four injured civilians were identified as Kamal Deka, Biraj Barman, Rabi Sankar Prasad and Sunil Kumar, three police constables, who sustained injuries, were Gobin Chetri, Khanindra Baglari and Monoranjan Hazarika. However, the Additional Superintendent of Police, Bijoy Kuligram, whose vehicle was targeted, managed to escape the attack.

At least 13 Railway Protection Force personnel were reportedly killed by in an ambush by the Black Widow faction of the Dima Halam Daogah (DHD) group in Assam's North Cachar Hills district on October 6. According to Tribune, a Railway team of 20 personnel was proceeding in four vehicles beyond Mandaksa railway station for inspection work when the militants ambushed it. The first two vehicles managed to slip away but the militants, who were on a hilltop, ambushed the remaining two killing all the occupants. According to an official report, there was an encounter and the militants took away the weapons of the railway security men. Meanwhile, DHD ‘chairman’ Dileep Nunisa condemned the incident saying anti-talk and anti-peace force had been trying to derail the process by creating violence. The Black Widow faction of the DHD is against the holding of peace talks with the Government unlike the Nunisa faction of the group, which is currently observing a truce.

Tinsukia district Deputy Commissioner Absar Hazarika said on October 13 that students in his district were "bribed with money, cars, motor-cycles and cell phones to explode bombs and grenades in public places." Interrogation of Jolen Moran, who had carried out a recent grenade attack in the oil town of Digboi in the district, injuring a shopkeeper, revealed that he was a class 12 student at the Tinsukia Somar Bidyapith, Hazarika said. The ULFA was paying for Moran's education and his rent in return for his services, he said. The arrest of three other ULFA cadres also revealed that the youths, who were between 18-25 years old, were studying in college, Hazarika added.

Intelligence sources claimed that some of the top leaders of the United Liberation Front of Asom (ULFA) have softened their stand on the outfit's demand for "sovereignty". According to The Hindu, interrogation of arrested ULFA militants has revealed that the ULFA Commander-in-Chief Paresh Barua was fighting a lone battle for Assam's "sovereignty", while his colleagues were ready to climb down from the demand. ULFA Chairman Arabinda Rajkhowa reportedly is keen on reviving the peace talk process with the Centre and is willing to negotiate on issues without preconditions. One of the facilitators of the now abandoned peace talks Rebati Phukan has said that the peace negotiations are likely to resume soon with Rajkhowa reportedly "sending some positive message" to him.
