Reang militants released Badrul Islam Laskar, the driver of a Sumo, and Farid Uddin Laskar who were abducted from Bhaicherra in Hailakandi and Mizoram border on October 2. However, the whereabouts of Abdul Rahim and Pallab Bora, employees of a Guwahati-based construction firm Sweety Real Estates, who were also abducted on October 2, could not be traced. Sources said, suspected United Democratic Liberation Army (UDLA) had demanded INR four million from the construction company, owned by Bhagya Kalita, for release of Rahim and Bora. Moreover, UDLA had asked the Sumo owner of Hailakandi to pay donation for the outfit. Badrul was likely abducted by UDLA to send a message to the vehicle owner. It is to be noted that the vehicle owner used to pay tax to the Reang militants, but once the Army operation started, they stopped paying donation.

Two AK-56 rifles were recovered from the encounter site, adds Shillong Times. Nandy was abducted from the Dhemaji area by the NDFB on September 21. Assam Chief Minister Tarun Gogoi on October 4 indicated similar attempt to bring in ULFA cadres based in Myanmar to Assam ‘could take some time’. "The Myanmar faction (of ULFA) has not yet come. Nine youths, including two students of a city college, who had allegedly abducted him to hand him over to the National Democratic Front of Bodoland (NDFB) militants, were arrested. A laptop, two cellular phones and the hired vehicle, a Mahindra Bolero vehicle used in the abduction, were recovered by the Police. The anti-talks faction of the NDFB is luring youths with easy money to carry out abductions for them.

The BSF recovered INR 20191 a cellular phone with Airtel and Bangladesh Bobby Helpline pre-paid subscriber identity module (SIM) cards and two dairies from his possession. “On the basis of available information on his (Kalita’s) activities in the outfit’s 709 battalion, it could be said that he was a kingpin of the extortion drive and very active in Nalbari and Kamrup districts,” Dhubri Superintendent of Police Dipak Choudhury said. However, the State Government, on its own, has decided to facilitate the release of the jailed central committee members of the ULFA in phased manner by not opposing their bail petitions. Sources said that the State Government is not keen on taking any decision on the ULFA leaders without taking the Centre into confidence. However, official sources said that the operations against the ULFA have not been suspended and action would be taken against anyone found to be indulging in unlawful activities. Sources said that the ULFA cadres have been lying low in most parts of the State and that is why not many of them have been arrested in recent months.

They were identified as Jai Singh and Ashok Singh. Several cell phones, laptops, and extortion demand notes were recovered from their possession. "The duo was here to extort money from businessman having business interests in Manipur," the official said. Police are also looking out for some more UNLF militants in Guwahati based on interrogation of the two arrested militants. "Guwahati has become a hub for militants from Manipur with most of them sheltered in rented houses in the garb of students or working people to carry out extortion," the official said. The report adds that at least 20 militants from various Manipur-based insurgent groups were arrested from Guwahati in the past six months.

Centre’s peace interlocutor P. C. Haldar on October 21 met jailed United Liberation Front of Asom (ULFA) leaders in Guwahati to discuss the modalities of the proposed peace talks. Further, Sanmilita Jatiya Abhibartan (SJA) convener Hiren Gohain also met jailed ULFA leaders. The SJA, formed at the initiative of Gohain and other intellectuals, is campaigning for peace talks between the ULFA and the Government. According to Telegraph, P.C. Haldar said that there were several issues which were yet to be sorted out before formal talks could begin between ULFA and the Government. “We cannot contradict what Chief Minister Tarun Gogoi has said about talks starting in December but neither can we say with any conviction that it would. There are certain issues which need sorting out...with some luck talks might start soon,” he said.

Chief Minister Tarun Gogoi on October 22 said that Union Government’s peace interlocutor P.C. Haldar had informed his Government that top United Liberation Front of Asom (ULFA) leaders had given him a ‘‘positive signal’’ for peace talks with the Government, reports Sentinel. Gogoi said that the State Government was trying its best to remove the legal hurdles for the release of the jailed ULFA leaders in the interests of the peace process, but the Court would have the last say on the matter. Meanwhile, the ‘commander-in-chief’ of ULFA Paresh Baruah extended his support to the agitation of the Krishak Mukti Sangram Samiti (KMSS) against mega dams in Arunachal Pradesh and urged the people of Assam to back the KMSS in its agitation. In a statement issued to the press, he said that it was beyond doubt that the Lower Subansiri Project would do heavy damage to Assam.

According to the sources one of the arrested militant was identified as Paresh Deka, a self-styled ‘sergeant major’ of 27th Battalion of the outfit. The arrested militants were suspected to be involved in a bomb blast in Goalpara District that killed four Sashastra Seema Bal personnel.

Buragohain wiould now be taken to Guwahati Central Jail. He is likely to be released in a day or two after his one of relatives submits a bail bond. The Court of the Chief Judicial Magistrate (CJM) had already granted bail to the ULFA leader regarding one pending case and is awaiting submission of a bail bond.

A powerful explosion triggered by unidentified militants derailed four coaches of the 5963 Down Barak Valley Express on Lumding-Silchar metre gauge hill section between Lower Haflong and Bagetar stations in Dima Hasao District of Assam at 12:15pm on October 27, reports Shillong Times. The Police are yet to ascertain which group was behind it. Though Dima Halam Daogah (DHD) Black Widow (BW) are presently under truce with the Government, the DHD called for a bandh (General Strike) in the hill District on October 26 night asking for an end to ‘harassment’ of its cadres by the Police. The blast took place on the day when the first Jatinga International Tourism Festival was inaugurated in Jatinga village of North Cacher Hills District located about 40 kilometers away from the blast site.
