Separately, Kuki National Assembly in its daylong political convention held on October 1 at its headquarter in Manja 16 kilometers from Diphu District reiterated its demand ‘Kukigam Autonomous Regional Council’ to be created under the provision of sixth schedule of Indian constitution, encompassing the Kuki inhabited areas of Karbi Anglong District, reports Nagaland Post. The convention has resolved to urge Government to arrange tripartite meeting involving Assam Government, Center and Kuki National Army (KNA) to resolve the issue amicably, the Kuki organization have sought appointment of Assam Governor and Chief Minister Tarun Gogoi for initiating dialogue on the issue.

The Telegraph reports that a gun and ammunitions was looted at a Police guest house in Tinsukia District in the night of October 1. A suspected three-member group of the Communist Party of India-Maoist (CPI-Maoist) raided the R.K. Singh Memorial police guest house at Borguri on the outskirts of Tinsukia town near the office campus of the superintendent of police and escaped with an INSAS rifle and 20 rounds of ammunition after attacking the sentry, Bipul Sonowal. The Police have identified about 200 villages in Tinsukia District, with more than half of them located in Sadiya subdivision on the north bank of the Brahmaputra, where CPI-Maoists are said to be gaining a foothold.

The Assam Tribune reports on October 2 that the Ministry of Home Affairs (MHA) has started the process of finalising the dates for the next round of talks with the organisations agitating for creation of separate States, while the date for signing a formal ceasefire agreement with the Ranjan Daimary faction of the NDFB has been finalised. Joint Secretary (North East) at the MHA, Sambhu Singh said that the formal ceasefire agreement with the group would be signed on October 17 to pave the way for formal talks with the outfit. He said that the outfit would have to deposit its weapons before the signing of the formal ceasefire agreement, and the process of depositing arms has started. Meanwhile, the MHA would soon start the process of holding second round of talks with the organizations agitating for creation of separate States. Singh said the process of finalising the dates for the talks has started and “we hope to hold the talks within this month. However, it all would depend on whether all concerned would be free for the tripartite talks.”

The Times of India reports that the National Hydro Power Corporation (NHPC) chief managing director, G Sai Prasad, on October 2, appealed to Assam governor, J B Patnaik to help secure the safe release of the abducted general manager of the NHPC's Tawang hydroelectric project, Anil Kumar Agrawal. Agarwal was abducted on September 21, by Songbhijit faction of NDFB. The Telegraph adds that the Songbijit faction of the NDFB on September 30, claimed not to have served any extortion demand for the release of NHPC official Anil Kumar Agarwal and added that he was safe in its custody. The outfit’s general secretary B. Saoraigwra categorically denied having sent any email or letter to the NHPC, demanding INR 200 million for Agarwal’s release. Saoraigwra said the outfit had abducted Agarwal over an issue related to the construction of big dams which would adversely affect the people and the ecology.

The NDFB (Songbijit faction) observed the foundation day at an undisclosed location in lower Assam along with the other factions of the outfit. The NDFB (Progressive) led by Dhiren Boro observed the day at Serfanguri designated camp in Kokrajhar District while Ranjan Daimary faction of the NDFB observed the day at Odla Kashibari in Udalguri District.

Separately, alleging the Bodoland Territorial Council (BTC) administration in completely failing to provide security of life and property to the non–Bodos residing at the BTC areas, the Sodou Asomiya Aikyo Mancha (SAAM), Asom, staged a hunger strike on October 3 and demanded for the dissolution of BTC, reports The Sentinel. Mancha secretary Biren Bora said that the number of cases of extortion, kidnap, murder against the non–Bodos at BTC have increased and the BTC administration has not at showed empathy to the victims. The Mancha also demanded for equal distribution of financial assistance, equal welfare distribution, equal development for the non–Bodos at the BTC areas and failing to do so, the Mancha would take up a series of democratic agitation programme against the Government.

Separately, the agitating Kuki State Demand Committee (KSDC) has said that eminent intellectuals and politicians of the country have pledged to extend support to its ongoing demand for creation of a separate 'Kuki state' within Manipur, reports The Times of India. The KSDC had been imposing economic blockades and other forms of agitations for many days in Manipur since November 17, 2012 in pursuit of its demand. The latest agitation was called for two days last month. "Recently, we were campaigning across the country to seek support and advice from eminent politicians and intellectuals at various cities including New Delhi, Kolkata, Guwahati and Shillong," the committee's information and publicity secretary, S George Guite, said on October 1. He added that the KSDC is set to become a constituent group of the Forum for Statehood Demand in India, an umbrella body of several bodies demanding Statehood in the country.

Highly placed police sources told The Assam Tribune that the NDFB (RD) has submitted a list of 410 cadres with their addresses and the process of verification of it is now on. So far, around 90 per cent of the verification process has been completed. NDFB-RD has submitted a list of around 60 weapons, but according to information available with the Police and SFs, the total number of weapons with the outfit should be much more. “According to our information, the outfit has at least 300 weapons, but it has submitted a list of only around 60. We are discussing the issue with the leaders of the outfit and they are claiming that as the Pro-Talks faction of the United Liberation Front of Asom (ULFA-PTF) submitted only 24 weapons, there was no reason for the Government to disbelief the NDFB-RD’s claim on the number of weapons,” sources added.

The GNC has also called an indefinite strike demanding the exclusion of non-Rabha villages from the council area. Three lower primary schools, Dhupdhara, Tarengthop and Khardang, were also attacked on October 20. IK Songbijit faction of the NDFB (NDFB-IKS) has issued a fresh warning to the government saying it would target 'mainstream Indians' if the killings of innocent Bodos is not stopped in other parts of the country. In a press statement, the spokesman of NDFB-IKS, B R Ferenga, said the brutal attack on Raja Basumatary, who hails from Kashikotra village in Chirang District in Bangalore recently, is an example of how the people of the northeast are being targeted by 'mainstream Indians'. Raja, who was working in a Bangalore-based company, succumbed to his injuries on October 18, while returning home in an emergency ambulance. Ferenga said the Bodos condemn the killing of the innocent Bodo youth and will not tolerate such atrocities. "We have given 10 days to the Centre to take necessary action against the culprits and pay INR 1 million as compensation to the bereaved family members of Raja Basumatary. Otherwise, we will be compelled to take counter action against any Indian who are living in our state," he warned.

Five houses at Dhumni and two houses at Palasguri were vandalised. Sources said trouble began after strike supporters trying to impose it at Dhumni under Mushalpur Police Station in Baksa vandalised five houses around 1pm. Bidisarpo Tungjang, Klarbong Inghi, Jack Rongpi and Wanted Tokbi have been appointed as the ‘chairman’, ‘general secretary’, ‘C-in-C’ and ‘Deputy C-in-C.’ “Any social issue can be resolved through negotiations with the Government and we have given up the path of violence and will fight in a democratic way to resolve the problems of the Karbi community by coming overground,” Tungjang said. “We want permanent peace and a lasting political solution to the problems of the Karbi community in Karbi Anglong,” he added. The new KPLT ‘chairman’ also appealed to all the socio-political, student and women’s organisations to work together for the all-round development of Karbi Anglong.Further, the Hiteswar Barman faction of the All Koch Rajbongshi Student’s Union (AKRSU) demanded the early release of their nine workers, including ‘president’ Hiteswar Barman, who were arrested following the clash at Basugaon by setting a 48-hour deadline from October 31 evening, reports The Assam Tribune. The organisation decided to call a 36-hour Chirang District bandh (general Strike) on November 4, a 100-hour Bodoland Territorial Area District (BTAD) bandh on November 8 and an Assam bandh for an indefinite period on November 12 if the demand was not fulfilled, AKRSU ‘general secretary’ Troilokya Ray said.

The ‘President’ of BPPF, Rabiram Narzary said the incident at Baksa was unfortunate and condemned the organizations which hatched the conspiracy to happen such undesired incident.
