Security sources state that the Independent faction of United Liberation Front of Asom (ULFA-I) have managed to smuggle seven to eight improvised explosive devices (IED) to the State. However they don’t have enough trained man power to use an IED and hey may use hired persons to plant the IEDs on the roads frequented by Security Forces (SFs). Security Source also revealed that ULFA-I is facing desperate shortage of funds as those receiving demands are refusing to pay. The incident took place when, based on an input, Police rushed to the spot and tried to frisk some suspected elements. At this, one of the suspected elements tried to snatch the weapon of the on-duty Police personnel and escape. Subsequently Police fired on the arms dealer and he was injured. During the search operation, a revolver was seized. The suspected arms dealer is believed to have some links with National Socialist Council of Nagaland (NSCN).

Times of India reports that on October 5 four militants of IK Songbijit faction of National Democratic Front of Bodoland (NDFB-IKS) identified as Ringsar Daimary, Babul Rabha, Bisan Daimary and Jisoya Khaklary and one Rabha National Liberation Army (RNLA) militant identified as Paneswar Rabha were arrested by a joint team of Army and Police from Murabari village in Udalguri District. A factory-made revolver, two rounds of AK-47 live ammunition, a knife, INR 36,500, four mobile handsets, 9 SIM cards and four mobile memory cards were recovered from them. Inspector General of Police (IGP) L R Bishnoi stated that the militants were involved in extortion in Kalaigaon, Harisinga and Khairabari areas of Udalguri as well as Goreswar area of neighbouring Baksa District.

Sibbu, Rahul Boro alias D. Rwda and Arjun Mushahari. A linkman of NDFB-IKS Jiban Narzary was also arrested. SFs recovered two Chinese-made grenades, a 7.65mm pistol and live cartridges from the arrested militants. The ‘section commander’ was injured during the encounter. An Army official stated that “Swgdang is involved in kidnapping and extortion activities in the Abhay Centre area which is located along the Assam-Arunachal border Abhay Centre, which is adjacent to the Sonai-Rupai wildlife sanctuary has a sizable Bodo population.

One 3.32 pistol and few ammunition were recovered from the arrested militants. According to a senior Police officer, both the accused have confessed that HSULF was raised in 2013 and became operational in the month of June. They reportedly told Police that presently around 40 Dimasa and 20 Bodo youth constituted the group. The group is also reportedly headed by ‘chairman’ Hakato Aumi. According to the CM, Assam had once been home to some jihadi outfits. However, the State Government had been able to weed out those. The pamphlet, written in Bangla and being secretly distributed in West Bengal and Assam, says establishing a caliphate in Bangladesh is crucial for intensifying jihad in Indian states on the eastern border. The pamphlet specifically mentions West Bengal and Assam, though intelligence officials suspect Bihar and Jharkhand also feature in the terror group’s plans. The pamphlet, suspected to have been smuggled into the state through Bangladesh, was discovered a few days before the October 2 Burdwan blast in West Bengal. “If we manage to establish a Syria-like reign here (in Bangladesh) then Muslims from Assam, Arakan (former name of Burma’s Rakhine State) and West Bengal too would be able to come here for hijrat (migration with religious agenda). Simultaneously, anti-India revolts would intensify in seven eastern Indian states. This would be a huge blow for India, one of the key non-Muslim states in the changed situation of the world,” says the pamphlet. A senior officer working with a central intelligence agency on October 29 said, “We have got a copy of the leaflet. We will soon send it to New Delhi. Sources in the Police Department said an inquiry was on to ascertain whether the youths who reportedly went outside Assam two years ago to work for private firms were really employed in the companies or had joined Maoist organisations. The suspicion arose on the basis of inputs collected by the Police from local sources that these youths, who had left in 2012, had not visited their homes since and seldom called their family and friends. The sources said the parents and guardians of the 30 youths under scanner had told the Police that their children had gone to Karnataka, Tamil Nadu and Kerala and were employed in the hospitality sector, private security agencies and construction companies.
