Pub Mandal (East Zone) of Pro-Talks Faction of United Liberation Front of Asom (ULFA-PTF) on September 2, joined the campaign against illegal migrants in the State and threatened to take up arms again for the cause, reports The Telegraph. ULFA-PTF further warned All India United Democratic Front (AIUDF) chief Badruddin Ajmal to keep away from igniting communal tension in the state and “banned” him and All Assam Minority Students’ Union (AAMSU) members from entering Tinsukia District until they desisted from igniting communal feelings and violence in the State. ULFA-PTF leader, Jiten Dutta accused ULFA-ATF leader Paresh Baruah. Dutta said, “Paresh Barua is working under the instructions of the ISI, which is desperate to destabilize Assam. As such, he is totally silent on the recent BTAD flare-up.”

New refugees have arrived in Kokrajhar and Barpata Districts, reports DNA on September 3. Relief camps in Assam's Kokrajhar and Barpeta Districts have 4,615 new refugees, while 376 have left for home in Chirang District since September 2.The news report states official sources saying on September 3 that in Kokrajhar, 4,587 people have sought refuge where 60,252 are housed in 50 camps while in Chirang, there are 31,442 refugees in 24 camps. In Barpeta, 28 more refugees have sought sanctuary in four camps housing 859, which were opened following the violence during a bandh called by All Assam Minority Students Union on August 28.In Dhubri and Bongaigaon Districts, no person has either left or joined the camps. In Dhubri, there is the highest number of 146,091 refugees in 132 camps while in Bongaigaon there are 7,938 inmates in nine camps. The report puts the number of refugees in camps as of now as 246,582.

Bodo Sahitya Sabha (BSS) and over 13 organisations demanded that rehabilitation of the displaced people based on the cut-off date and year for detection of foreigners, March 24, 1971, as enshrined in the Assam Accord of 1985. This development comes as Secretary of State for home and Political Departments, G.D. Tripathi, sent a letter dated August 27, to Deputy Commissioners of Kokrajhar, Chirang, Dhubri and Bongaigaon Districts stating that only genuinely-displaced Indian citizens should be rehabilitated by verifying and ascertaining whether they were actually displaced from their respective homes in the Bodoland Territorial Areas District (BTAD) during the riot. The letter reportedly does not mention any specific date or year as base year or the kind of documents to be considered for rehabilitation.

Chief Minister Tarun Gogoi said 242,000 inmates of relief camps in the riot-hit Bodoland Territorial Area Districts (BTAD), reports Times of India. "The BTAD is slowly limping back to normal. We do not have reports of any more violence," said Gogoi. CM further said that his Government will publish a white paper on steps taken to detect and deport illegal migrants adds Shillong Times. Gogoi informed that the State has completed around 97 per cent fencing works along India-Bangladesh border while states like West Bengal, Meghalaya and Tripura have managed to complete 80 per cent, 81 percent and 58.70 percent respectively.

Gauhati high court, in an interim order on September 4, granted anticipatory bail to Bodoland Peoples' Front (BPF) Member of Legislative Assembly (MLA) Kamal Singh Narzary and 16 others, who were accused of instigating violence during ethnic clashes in Chirang District, reports Times of India. The report states that Narzary and 17 others, including former agriculture minister Pramila Rani Brahma, were charged with instigating violence in a case where five people were killed in the Amguri area of Chirang district on August 25. However, Pramila Rani is yet to file her bail plea.

This includes 8,425 families in Kokrajhar and 2,641 in Chirang Districts. The report further states that another 17,375 Bengali-speaking Muslim families, who did not have land records in the Bodoland Territorial Administered District (BTAD) area after the verification process, have no chance of being resettled in the Bodo pockets they were displaced from in the conflict. Earlier, about 50,000 Bengali-speaking Muslims, who were staying in relief camps in Dhubri District, resettled in different areas of Kokrajhar District in the last one week without getting their documents verified. He further said that certain clauses of the Accord are of the continuing nature like safeguards for Assamese people, measures for economic development of the State and to prevent infiltration. Ramachandran said that above-mentioned measures need to be continuously monitored. The Minister further revealed that Foreigners Tribunals (FT) set up by the State Government has declared 865 persons as illegal migrants during 2010-2012. During the period 4,787 persons were declared illegal migrants, who came to Assam after March 25, 1971.Further, names of 5,652 declared illegal migrants have been sent to the competent authority for deletion of their names from the electoral rolls and 134 declared illegal migrants have been deported to their place of origin Bangladesh.

Police clamped indefinite curfew from 7pm in Dhubri and the Army conducted flag march in sensitive pockets of the town. Though initially there were reports that several thousand people living in relief camps went missing, later after verification it was found that around 500 inmates went missing from relief camps, sources added. Assam has deported only 134 illegal immigrants to Bangladesh in the past two years, even though the Tribunals, tasked with detecting the foreigners, had found as many as 5,652 offenders between 2010 and 2012, The Times of India reported on September 18. Assam Government has recently informed the Union Ministry of Home Affairs (UMHA) that 36 existing Tribunals had declared 4,787 as "illegal immigrants" who came to the State on or after March 25, 1971. Besides, 865 people — who were part of pre-1971 stream of illegal migration — were also declared "foreigners" by the Tribunals under the Foreigners Act, 1946. But, nearly 97 percent of them went missing after being declared "illegal migrants". "The dismal record of deportation, where only 134 of 5,652 people were deported, is an indication of the futility of the whole exercise when most of those declared illegal immigrants just vanished into thin air," said an unnamed official. The report also said that over 310,000 cases of suspected illegal Bangladeshi immigrants are pending at the Tribunals in the State. The Assam Government has requested the UMHA for 64 more Tribunals and reasoned that the additional ones would help settle the pending cases. "We will send a proposal to the finance ministry for approval," an unnamed UMHA official said. Around INR 2.2 million per annum is estimated to be the expense for each Tribunal - comprising two judges — that functions under the Foreigners Act, 1946. Figures, available with the UMHA, also show that 58,932 Bangladeshi nationals, who entered India legally during 2009-11, did not return. Immigration figures show that only 23,653 out of total 82,585 Bangladeshi citizens could be traced and deported between 2009 and 2011, leaving whereabouts of 58,932 of them unknown.

Dhubri has the highest number of 1,01,373 inmates in 129 camps followed by Kokrajhar with 55,760 inmates in 43 camps, Chirang with 23,609 inmates in 22 camps, Bongaigaon with 5554 inmates in nine camps and 756 people in three camps of Barpeta. The process of rehabilitation of the affected people was continuing with the verification of land documents and 5706 people have left the relief camps during the last 24 hours.

In a press statement issued by the Information and Publicity Secretary of the NDFB, B Naijab said some third party has been trying to bring misunderstandings between the Bodos and the Adivasis in Bodo belts by attacking and killing of Adivasi people in apprehensive places where Bodos could be suspected directly for any undesired event. Naijab said one Japen Soren was killed at Bispani-Gundamara under Bijni sub division in Chirang district on September 17 last. He reiterated that Soren could be a victim of communal conspirators and the third party wanted to divert the attention from the current situation (the clash between Bodos and Muslims) and start a fresh conflict between the Bodos and Adivasis. He said the NDFB was not involved behind the heinous act but condemned killing of Soren. He also said the outfit should not be mixed up in the case.

BTC deputy chief Kampa Borgoyary said, “No one without proper land pattas would be resettled in BTAD.” He further stated that nearly 25,000 families were reportedly affected in the recent conflict in Kokrajhar district, of which 18,000 families had filled up the rehabilitation forms in accordance with government norms. Of these, he said, nearly 8,000 families did not have proper land pattas, while another 8,000 families were deemed doubtful citizens and 1,077 had no land in the region. In Chirang, nearly 10,000 forms were collected, of which 2,641 families had land pattas, while 5,641 did not, he added.

State Agriculture Minister Nilamani Sen Deka told The Assam Tribune (reports on September 26) that the procedure of verification of the credentials of the inmates of the relief camps of Bodo-Muslim clash affected is on and he admitted that it would take some time to complete the process of rehabilitation. Nilamani Sen Deka is also member secretary of the GoM looking after rehabilitation of the clash-affected persons currently lodged in relief camps. Minister Sen Deka revealed that the camp inmates were given forms and so far, the Kokrajhar District administration verified 30,832 forms and only 17,016 of the people have land documents. He said that the Chirang District administration verified around 8,000 forms and only 2600 have land documents. The forms have been given to the Bodoland Territorial Council (BTC) authorities for further scrutiny. The GoM will hold a meeting with the BTC authorities on October 6 to discuss the fate of the relief camp inmates who do not have land documents.
