In the first draft of National Register of Citizens (NRC) for Kokrajhar District, a total of 5,88,106 persons have been included in the draft list, among them 1,80,730 are of Kokrajhar Revenue Circle, reports The Sentinel on January 2. Additionally, 97,442 are of Dotma Revenue Circle, and 1, 65,850, 73,577 and 70,507 from Gossaigaon, Bagribari and Bhawraguri Revenue Circles have also been added. The District received a total of 203,906 application forms. Additionally 333,311 people of Chirang District have been added in NRC draft. The percentage of the first list is 64.35 per cent while remaining population of the district is 186,662.

He was later rescued by a joint team of Dima Hasao Police along with 43 Assam Rifle on January 1. Dima Hasao Superintendent of Police stated that ZUF militants released the victim about 1.5 Kilometres from the abduction sight after rescue operations were launched. Chief Minister Sarbananda Sonowal on January 2 said that his Government wouldn't give any constitutional rights to the people who fail to make it to the final National Register of Citizens (NRC), and would allow them to live in India on humanitarian grounds until the Centre takes a decision on their expulsion, reports Times of India. In a telephonic interview, Sarbananda Sonowal said, "The people who are declared foreigners will be barred from all constitutional rights, including fundamental and electoral. They will have only one right — human rights as guaranteed by the UN that include food, shelter and clothing." The CM said the "historic" NRC draft would make the distinction between a bona fide Indian and a foreigner.

"As per the monthly report of disposal of cases in FTs of Assam, 19,612 'D' (doubtful/disputed) voters were declared foreigners till October 2017," Union Minister of State (Home) Kiren Rijiju informed Lok Sabha (lower House of Indian Parliament) on January 2. According to the Kiren Rijiju, issuance of notice to the 'D' voters is a legal process and there is no question of harassing people. 'D' voters are not detained. "Only persons declared by FTs as foreigners are kept in the detention centres," he said in a written statement.

Intelligence reports are indicating increased activity and possible major attack between New Year Day and Republic Day by Independent faction of United Liberation Front of Asom (ULFA-I) and Khaplang faction of National Socialist Council of Nagaland (NSCN-K), reports Times Now on January 2. An intelligence report speaks of ULFA-I arranging for 25 pairs of warm track suits and shoes. Additionally, intelligence reports also indicate ULFA-I leaders have found a location near the Namdapha National Park in Changlang of Arunachal Pradesh for setting up a transit camp. About 70 cadres will be able to live here. A report says that once the camp is ready, parts of Assam close to south-east Arunachal Pradesh will witness a rise in violence.

Several Barak Valley based organisations on January 3 expressed concern over the large number of names (from the Valley) that are yet to be published and the huge quantum of errors in the published list of draft National Register for Citizens (NRC), reports The Telegraph. The meeting said the names of 30-50 per cent people from the valley's three districts have been included in the first list and these too are full of errors. In Hailakandi, 217,571 names, out of 719,840, appeared in the first list (30 per cent). In Karimganj, 507,840 names, out of 1,324,096, are on the list (38.35 per cent). In Cachar, 642,679 names, out of 1,823,302, featured on the list (35.25 per cent). The groups will organise a public meeting, led by Barak Upatyaka Banga Sahitya O Sanskriti Sanmilan, [Barak valley Bangla literature and cultural organisation] in Silchar (Cachar District headquarter) on January 5 evening. Further, the Union Territory Demand Committee will take out rallies in Silchar on January 16.

The decision has been taken after receiving reports that a section of people and organizations were making objectionable comments on vital social issues including National Registration of Citizens (NRC). Director General of Police (DGP) of Assam Police stated that the move aims at preempting any possible attempt by miscreants and anti-social elements to misuse social media to create disturbance. DGP also added that while appointment letters among 2,000 new constables will be distributed on January 12 appointing another 5,000 constables will start soon. Moreover he had passed information about Chabua Air Force station, Oil and Gas Cooperation (ONGC), North East Electric Power Corporation (NEEPCO) and other government installations to ULFA-I militant identified as Bhaskar Gogoi alias Astitwa Asom. According Army sources, Swarup was tasked by ULFA-I to collect information on aviation-carrying turbine fuel (ATF) tankers entering Chabua Air Force station to plan placing Improvised Explosive Device (IED) on ATF tankers entering the air base. Additionally, sources stated that an oil tanker bound for Dikom storage unloading point had crashed at the railway track barricades, adjacent to the fencing of the air force station on January 13.
