Speaking to the media in Guwahati, Gogoi said, "The State Government is ready to offer safe-passage to all leaders and cadres of the ULFA from January 7 to 20 during which they can come unarmed and meet their near and dear ones." He further said, ""The police will be instructed not to harass ULFA cadres in their movement during that period. The militants will also be allowed to go back to their hideouts freely."

He said, "A large number of our central executive committee leaders are currently in jail. We cannot take a final decision on holding talks with the government in the absence of majority of our senior leaders who are imprisoned." He further said, "The government has slowed down on its initiative to start peace negotiations and instead stepped up military action against our cadres. It would be wrong on the part of New Delhi to presume that we would sit tight and join the peace talks if such actions continue."

The United Liberation Front of Asom (ULFA) ‘chairman’, Arabinda Rajkhowa, in the outfit’s mouthpiece Freedom, reacting to Chief Minister Tarun Gogoi’s announcement of a safe passage for the outfit’s cadres during the Bihu festivities said that the Union Government is playing a ‘dangerous game’ by “talking of peace and unleashing the armed forces on its unsuspecting cadre at the same time”. “We will not sit idle in anticipation of the start of talks,” he further said. Rajkhowa claimed that security forces were continuing operations against the ULFA in Arunachal Pradesh and several districts of Assam, including in Lakhimpur, Sadiya, Tinsukia, Nagaon, Morigaon and Goalpara.

According to Imphal Free Press, three security force (SF) personnel were killed and five others sustained injuries on January 3 in an encounter with cadres of the proscribed United National Liberation Front (UNLF) at Longpi village under Nungba police station in the Tamenglong district. The encounter occurred after UNLF cadres opened fire on a convoy of the Assam Rifles (AR) proceeding from their post towards Nungba. AR sources claimed that three UNLF militants were killed in the encounter. A spokesperson of the UNLF, however, claimed that 10 AR personnel were killed in the incident.

The Myanmar Army’s operation came after a gap of less then four months, when it had targeted camps in areas adjoining the Tirap and Changlang districts of Arunachal Pradesh in India’s Northeast. Chief Minister Manik Sarkar, while replying to a written question in the State Assembly in Agartala on January 16, has informed that altogether 202 militants and collaborators were killed in counter insurgency operations during the past five years across the State. Around 170 security force personnel and 40 civilians were killed, while 51 civilians were injured in 107 militant related incidents from January 1, 2000 till November 30, 2005. He further added that militants abducted 60 civilians out of which 33 were released in exchange for huge amounts of ransom. He added that 1163 cadres of the militant outfits, including the All Tripura Tiger Force (ATTF) and National Liberation Front of Tripura (NLFT), surrendered to the security forces with huge cache of arms and ammunition. However, the maximum number of militants - as many as 322 cadres - had surrendered in 2004 reportedly due to intense counter insurgency operations.

Dwivedi, in the counter insurgency Operation Dragnet, targeting the United National Liberation Front (UNLF) in Parbung and Thanlon sub-divisions of the Churachandpur district, two UNLF cadres and a security force (SF) personnel were killed. According to official sources, six UNLF cadres and two SF personnel, including an Army officer, were killed, while eight militants were injured in the operation so far. A huge cache of arms and explosives, including five AK-47 rifles, more than 60 kilograms of explosives and 25 Improvised Explosive Devices (IED), were recovered and 11 IEDs were destroyed. The UNLF reportedly put up resistance at Parbung, Taithu, Tolbung, Maullan and Dailan areas. The entire area of National Highway-150 from Churachandpur to Tipaimukh has been reportedly freed of militants' presence. However, the UNLF claimed that eight soldiers were killed by its cadres at Parbung in the Vangai range, according to Imphal Free Press.
