Police on April 1 stated that Security Forces (SFs) intensified the combing operations against Garo National Liberation Army (GNLA) rebels in western part in Meghalaya a day after the rebel triggered an Improvised Explosive Device (IED) blast on a Border Security Force (BSF) convoy on March 31, in which 3 BSF troopers were injured, reports Nagaland Post. Meghalaya Police chief Rajiv Mehta stated that “We have intensified our combing operation in Garo Hills. The operations have yielded good results forcing them to launch retaliatory attacks on Security Forces”. Meghalaya, especially the Garo Hills region, is being used as a safe haven by various northeast-based militant groups, including the United Liberation Front of Asom (ULFA), and the National Democratic Front of Bodoland (NDFB). GNLA, fighting for a separate Garoland in western Meghalaya, has also forged an alliance with the Bangladesh-based rebel group, A’chik Special Dragon. GNLA who number around 100, have unleashed terror in the five impoverished districts of Garo Hills in the last five years and killed over 200 people.

On April 2, a tripartite meeting was held at Shillong in East Khasi Hills District, between representatives of National Liberation Front of Tripura (NLFT), Government of India (GoI) and Tripura State Government, reports Tripura info. The meeting was convened by centre after the Biswamohan faction of NLFT (NLFT-BM) expressed its willingness to GoI a few months back to hold talks. The Union Home Ministry (UMHA) sought opinion of the state Government in this regard. The Tripura Government gave positive response. According to report the State Government was represented by DG, K. Nagaraj and secretary tribal welfare department L. Darlong, GoI was represented by two senior officials of Intelligence Bureau (IB) and NLFT was by Utpal Debbarma, Kajal Debbarma and Karna Debbarma.In the meeting it was discussed to create a road map for surrender of NLFT, in the next meeting it will be discussed however the date for next meeting was not finalized.

The only Rajya Sabha (upper house of Indian Parliament) member from Meghalaya, Wansuk Syiem rued that Government of India’s (GoI) decision to stop funds for the vital Police modernization programme will hit hard the insurgency affected state, reports The Shillong Times on April 4. He stated that “In my state there are two major militant outfits, a host of other outfits and the law and order situation arising out of this menace was being controlled through police modernization programme funded by the Centre. But unfortunately this has been stopped in this year’s budget putting the beleaguered state government under great stress”. He also added that “The militants are armed with latest weapons and sophisticated gadgets and cannot be easily countered by the state’s police forces using normal weaponry, hence, the need for constant up gradation”.

The Sentinel on April 6, reports that a Government official stated that informal talks between State Government representatives and the United Achik Liberation Army (UALA) is on the right track. There were two official rounds of talks between the Government representatives and the UALA leaders in the past couple of months. Decision for designated camps is one aspect that they are working upon to ensure that all the UALA cadres comes over ground However, the UALA leadership has not communicated to the Government representatives on the desired location of the designated camps. UALA, a split faction of breakaway faction of Achik National Volunteer Council (ANVC-B) is expected to have around 70-80 odd militants. Its armoury is expected to consist of barely a dozen sophisticated AK-47 Rifles and other small arms It has been learnt that the militants been asked to report to their respective ‘area commanders’ along with the arms and ammunitions in order to facilitate their location prior to the talks at a higher level. Highly placed sources stated that Government policy to snub the GNLA and A'chik Matgrik Elite Force (AMEF) is still valid. Government of India (GoI) had directed State Government not to entertain the GNLA in view of its violent activities. On the other hand, the AMEF has been viewed as a bunch of armed criminal gang.

Unlawful Activities Prevention tribunals will hold separate hearings in Meghalaya this month to decide whether to extend the ban on United Liberation Front of Asom (ULFA) and National Democratic Front of Bodoland (NDFB), reports The Telegraph on April 6. Sources in the Meghalaya Home Department said the hearing of the two tribunals, one each for NDFB and ULFA, would be held on April 8 and 19 respectively. Sources also stated that office of the registrar, Unlawful Activities (Prevention) Tribunal, Delhi High Court, will hold a hearing for examination of more witnesses on declaring the Hynniewtrep National Liberation Council (HNLC) a "unlawful association" on April 18. The ban on militant groups is operational for a period of two years and subsequently tribunals are set up to review the ban.

Garo National Liberation Army (GNLA), in a statement on April 6 has adopted five ‘resolutions’ against alleged fake encounters, reports The Shillong Times. According to the ‘resolution’ if Police kill an innocent person, the Member of Legislative Assembly (MLA), of that particular constituency shall pay INR 700000 to the family members or the relatives of the victim. As per the second point, the local MLA shall file First Information Report (FIR) and must bear all the court’s expenses of the victim’s family. Thirdly, MLA himself shall institute a Magisterial or Judicial enquiry into the alleged “fake encounters” that take place in his Constituency. In the forth resolution said that compensation must be paid to the family within 15 days of encounter. The fifth point says that if any MLA does not conform to the resolutions, the GNLA will attack the family members of the legislator besides burning down his residence and property.

A GNLA hideout in South Garo Hills District was busted after intercepting a courier carrying extortion money in Tura leading to the arrest of two militants of GNLA, reports The Shillong Times. On April 7 Police arrested Chandan Singh working for the Tura bonded warehouse, a liquor wholesale distributor, while he was preparing to deliver a sum of money demanded by the GNLA. GNLA had reportedly demanded INR 300,000 from the bonded warehouse and Singh was supposed to deliver the money. On Chandan Singhs lead, Tura Police went to Sangknigre in South Garo Hills District and arrested Dominic Marak and Sengkal T Sangma. They were supposed to collect the extortion money and deliver it to the GNLA ‘area commander’ Karak Momin alias Hedeo. East Garo Hills Superintendent of Police (SP) SP Davis Nestell R Marak stated that ““The operation began on Monday after we received intelligence reports about the presence of a major training camp housing both ULFA and GNLA militants and our information revealed that as many as 70 cadres from the two outfits were being imparted training,”. Assam, Manipur and Meghalaya continue to account for the bulk of insurgency-related incidents in the Northeast although the incidents have steadily increased in Meghalaya in the last eight years compared to the other militancy-inflicted states, reports The Telegraph on April 12. Union Ministry of Home Affairs (UMHA) report stated, "The security situation in some of the north-eastern states, which has remained complex for quite some time because of diverse demands advocated by various militant outfits, has been gradually improving in terms of reduction in violent incidents/civilians killed/security forces killed etc. in 2013 and 2014. However, in Assam casualties have gone up because of terrorist attacks by IK Songbijit faction of National Democratic Front of Bodoland (NDFB-IKS) in December 2014." While comparing the situation in the Northeast during the past eight years, the report pointed out that violent incidents have come down from 1,489 in 2007 to 824 in 2014 and the number of civilians killed has decreased from 498 to 212. In 2014, 212 civilians and 20 security personnel were killed in the 824 militant-related activities in the Northeast. In 2013, 107 civilians and 18 security forces were killed in 732 incidents. A comparative analysis of the violent incidents reveals that in 2007, Assam had recorded a figure of 474 while in 2014, the figure had dropped to 246. In 2007, Manipur had recorded a figure of 584 while the same in 2014 was 278. Nagaland has also shown a marked improvement with 77 incidents in 2014 compared to 272 incidents in 2007. While the figures in Assam, Manipur and Nagaland have significantly dropped, the narrative for Meghalaya was different. From 28 incidents in 2007, Meghalaya recorded 179 extremist-related incidents in 2014. The report also stated, “The militant outfits of the neighbouring states have encouraged, trained and nurtured the Garo militant groups like the A'chik National Volunteers' Council (ANVC) and Garo National Liberation Army (GNLA), Independent faction of united Liberation Front of Asom (ULFA-I), NDFB-IKS, United Achik Liberation Army (UALA) and Isak-Muivah faction of National Socialist Council of Nagaland (NSCN -IM) also have their 'command structure' in Garo hills." However, the ANVC was disbanded in December 2014 in Tura, West Garo hills, along with its breakaway faction, the ANVC-B, after a memorandum of settlement (MoS) was signed with the outfits in September 2014.

Leaders of the Achik National Volunteer Council (ANVC) and Breakaway faction of ANVC (ANVC-B) are yet to receive any feedback from the Meghalaya Government on the proper rehabilitation of the outfits’ former cadres even after the lapse of three months following the disbanding of the two groups on December 15, 2014, reports The Shillong Times. Former ‘publicity secretary’ of ANVC, Artist Sangma, on April 13 recalled that on March 15 a letter was sent to the State Government to continue with the monthly stipend till the cadres receive the one-time payment as per the provision of the peace pact. Sangma said that in the previous meeting, the Government had agreed to pay the monthly stipend, but in vain. The last time the cadres received the monthly stipend of INR 3000 each was in September 2014.As one time financial package, all the ANVC and ANVC-B cadres are entitled to get INR 250,000 each, but the process in this regard is yet to start. The ANVC leader said that though there was plan on the part of the Government to have skill development training programmes for the former cadres, there was no headway in this regard. He also said that the delay in the proper rehabilitation of the cadres may result in unrest among them which the leaders would not be able to address in the long run.

A source in Shillong Police Head quarters stated that although there is no specific input about the anti-aircraft equipments with Garo National Liberation Army (GNLA), but a self loading rifle or light machine gun can cause damage to a helicopter that is flying at a lower height, reports The Sentinel on April 28. The Source also stated that “Let me highlight that the police have not even requisitioned nor have inducted any helicopter even for logistical purposes”. Earlier GNLA has threatened o fire at the helicopters after the State Director General of Police (DGP) Rajeev Mehta stated that the Police can use air surveillances in counter insurgency operations in Garo Hills.
