Security forces (SFs) in the State have been put on alert ahead of the August 15 Independence Day celebration, reports Shillong Times. Special police teams have been deputed in vulnerable areas and important government installations, a senior police official told PTI. Further, Border Security Force (BSF) has deploying approximately 10,000 personnel an observing an ‘Ops Alert’ between August 6 and 20 along the 498 kilometer international border with Bangladesh, most of which is unfenced, with difficult terrain and riverine in nature. “We have received specific inputs from the police that certain militants like the HNLC [Hynniewtrep National Liberation Council] are trying to sneak into Meghalaya and create problems during the celebration,” Sudesh Kumar, Inspector General (IG) BSF, Meghalaya Frontier said.

A group of four heavily armed GNLA militants pulled the businessperson, identified as Nitesh Shah (58), from his shop and killed him for non-compliance for its extortion demand. ‘Area Commander’ of GNLA, Chinang aka ‘Laden’, was the brain behind the incident, says the news report.

Shira [GNLA-Commander-in-Chief] and others stash away money in the neighbouring country, thereby posing hurdles for the police to effectively bust the finance cells of the outfit. “There is no ideology on the part of the GNLA and their main activity is to collect as much money they can through extortion,” the DGP said. There is no welfare of Garos on the agenda of the GNLA, he added.DGP revealed that everyone in the outfit is engaged in collecting money and the juniors hold back a certain amount collected from people. Collection of money has become a private enterprise for the militants with some share going to Sohan, Ramachandran said. While a group of GNLA cadres collect money by way of ransom or through other means of extortion, a major portion of the amount goes to their pockets while only some part goes to Sohan, the DGP added.“To amass wealth there are some senior GNLA cadres who extort money in the name of another outfit, Liberation of Achik Elite Force”, the DGP said. With no dearth of money on the part of the GNLA, another worry for the police is the easy availability of arms from the thriving arms bazaar in Dimapur.

Garo National Liberation Army (GNLA) has announced that it is willing to end its armed struggle if Central Government is ready to accept its demand for creation of a separate state for the Garos carved out of present Meghalaya, reports Shillong Times on August 9. The ‘political secretary’ of GNLA, Bikdot Nikjang Marak, called up media houses from an undisclosed location in Bangladesh to inform of his outfit’s decision to go the extra mile provided the same is reciprocated by the Central Government. “We will end all armed struggle if Delhi listens to our peoples’ demand for a separate Garoland state under Article 3 of the Indian Constitution. We do not want a separate country but wish to remain within India,” said Bikdot. He said that Garos continue to live under the shadow of the Khasi who rule Meghalaya and there is a long-standing demand by people of this part of the state for a separate identity.

Security Forces (SFs) seized 100 stickers of the Hynniewtrep National Liberation Council (HNLC) militant formation, meant for public distribution on the outfit’s 25th Jubilee celebration, at Jowai in West Jaintia Hills, reports Shillong Times. A senior Police Officer of West Jaintia Hills informed that the stickers were seized from a Tata Sumo plying passengers from Shillong to Jowai. “Our personnel were conducting regular checking on the National highway when they recovered a suspicious packet and when the packet was opened the stickers were found inside. The stickers read as follows- Long Live HNLC, Awake, arise and Sacrifice, Long Live HNLC. Further, SFs arrested the Sumo driver and were interrogating him to establish his link with the militant outfit.

The outfit also put up a sign board at the site warning the local people not to pull down the flag or dismantle the signboard. The outfit’s ‘raising day’ falls on August 14, on the eve of Independence Day. “We take all threats seriously. The security forces have been put on high alert on the reported threat of the militant group. The other militant killed was ‘area commander’, identified as Jakriel Sangma alias Rocky. The Police recovered AK-81 rifle and a revolver used by the two militants with several rounds of live ammunition of both weapons along with incriminating documents of the militant group. “The AK-81 was given on loan by the Ranjan Daimary faction of the National Democratic Front of Bodoland (NDFB-RD). The arrested militants have also revealed to us that they had plans to buy new weapons and a sum of INR 1.5 lakh had been kept aside for the same,” informed Superintendant of Police Mukesh Singh. The incident took place when the Police followed the duo who were travelling in a vehicle from Tura to Rari village of Bajengdoba. The movement of the militants was revealed after one of the members identified as Roring Sangma alias Gud was arrested by Police in civilian clothes from Ringrey market of Tura on August 13. He was sent to Tura to purchase food items and make camouflage uniforms for the cadres of the outfit. He also confessed that the outfit had plans to abduct a businessman from Rari village. Based on his confession, police teams fanned out to different parts of Tura and managed to arrest Bilchang R Sangma alias Racheng of Rongrekgre village and Impu B Marak alias Bijoy Marak of Rongchandalgre village. Racheng was the ‘western commander’ of the militant group.

In a letter submitted to the Chief Minister Mukul Sangma recently, the ANVC-B ‘chairman’ Rimpu Napak Marak sought a positive response from the State Government in this regard. “The group has avoided bloodshed and other illegal activities, thus cooperating with the request put forward by the government hoping for a negotiation. But the delay seems to be just another policy of disorienting the movement,” the letter stated. The outfit hinted that the Government’s policy of delaying the solution to the ‘Garoland issue’ gave rise to various ‘breakaway groups’ like Achik National Liberation Front (ANLF), Garo National Liberation Army (GNLA) and others. “The delay is creating doubts on the intention of the Government,” the letter added.

The militant outfit has accused the GHADC chief and his deputy of siphoning off money collected at the Council toll gates. The chief of the anti-corruption wing of the ANVC-B, Nawang Sangma, issued a press statement on August 22 informing that the 12-hour bandh would be effective from 5 am to 5 pm. The outfit accused the CEM and his deputy of accumulating large sum of money through bribes in return for giving out toll gates and markets at throwaway prices causing the Council treasury to lose lakhs of rupees.
