Meghalaya Chief Minister (CM) Mukul Sangma on August 1 stated that the Breakaway faction of Achik National Volunteer Council (ANVC-B) may have links with Pakistan’s Inter-Services Intelligence (ISI), reports The Shillong Times. CM stated that there was a need to conduct a thorough and detailed investigation to find out all the links and illegal activities of ANVC-B which has been accused of murdering migrant labourers from Assam to kindle communal unrest along the volatile inter-state border of Assam and Meghalaya. He also stated that “It is clear that ANVC-B is still engaging in criminal activities which is unexpected from a signatory of the agreed settlement”. Nagaland Post further adds that the Meghalaya CM stated that “We cannot rule out the overall involvement with ISI and other anti-national elements with the ANVC-B. I have reasons to believe that there are certain forces, which must be plotting this big conspiracy to create law and order situation in the whole Northeast”.

Meghalaya Government on August 1 extended the tenure of the Garo Hills Autonomous District Council (GHADC) by another six months, while it is waiting for Government of India’s (GoI) approval on the peace pact with Achik National Volunteer Council (ANVC). The tenure of the council was first extended for six months with effect from February 18 2014 which will expire in August. Since elections cannot be held in a short span of time Meghalaya Government decided to extent GHADC tenure by another six months. GoI has only approved the “agreed text for settlement”, with ANVC and ANVC-B. The signing of the “memorandum of settlement” is still pending.

Achik National Liberation Army (ANLA) 'chairman’ Mikkim Achik alleged, on August 2, the double standard of CM Mukul Sangma by saying that during an interview for the Bangladesh-based news paper Daily Star on February 25, 2012 the CM did not mentioned about his parent’s Garo connections, reports The Shillong Times. According to Achik, the CM in the interview stated that his father is Binoy Bhushan Modok while in Meghalaya, his father’s name is Binoy Bhushan Marak.

The Shillong Times reports that on August 2 an abductor, identified as Jecky R Marak, was lynched by a mob at Jangrapara weekly market in West Garo Hills District when he along with four other miscreants tried to abduct a 15-year-old, identified as Mohammed Mafikul Islam. When the boy’s friend Nozorul Islam put up a fight, the assialnats assaulted him with a pistol butt. Police recovered one pistol from the deceased at Jangrapara.

On August 3, HNLC stated that it will intensify its stand on the National Green Tribunal (NGT) ban on coal mining, reports The Sentinel. HNLC ‘publicity secretary’ Sainkupar Nongtraw stated that “The livelihood of our people is more important to us than anything else”. He also added that neither Government nor tribunal can deprive away the rights of the people. The NGT on August 3 had upheld the ban on coal mining in Meghalaya.

The Hindu reports that an unidentified Garo National Liberation Army (GNLA) militant was killed and another militant managed to escape in an encounter with a joint team of Army and Police at Kodomsali in West Garo Hills District on August 4. A clerical staff of State Bank of India (SBI) Gasuapara branch in South Garo Hills District identified as Subodh Kumar Mishra was kidnapped on August 5 at Barengapara road in Cherengpara village in West Garo Hills District, reports The Shillong Times. A'chik Songna An'pachakgipa Kotok (ASAK) is the prime suspect for the abduction. This is the second abduction of SBI staffer in the Garo Hills Region. On June 16 SBI branch manager Arvind Kumar on the Garobadha-Ampati road, who was rescued unharmed. Three United Liberation Front of Asom (ULFA) militants and their over ground worker have been arrested separately along with explosives on the Garo Hills side of the inter-State border close to Assam in North Garo Hills District in the night of August 9. North Garo Hills Police arrested a linkman of the ULFA identified as Manuel Marak at Assam Gate in Mendipathar after receiving a tip off from their counterparts in Goalpara District of Assam. Based on his confession, a joint search operation by North Garo Hills and Assam Police led to the arrest of three ULFA militants from the village along with a sizable amount of explosives and detonators. The arrested militants – Taison Rabha, Ujira Rabha and Rupjyoti Rabha – were found to have in their possession 30 gelatin sticks, a .22 pistol with 19 rounds, a roll of cortex, a remote control device to detonate explosives along with eight numbers of pencil batteries and five mobile phones. The militants were reportedly planning to conduct subversive activities along the Assam- Garo Hills border in the run up to the Independence Day celebrations. Police sources reveal that the arrested members are part of the same group that triggered a powerful Improvised Explosive Device (IED) on July 23 in which one person was killed and three others seriously injured.

On August 20 Inspector General of Police (IG) G.H.P. Raju stated that since the days of Achik National Volunteer Force (ANVC) the interior jungle areas of Durama in Garo Hills has been a safe haven for all militant groups. He further stated, “The Durama Hills area has become the main training ground for many militant groups including GNLA, ULFA and other militant groups. He added that Security Forces (SFs) were able to bust four GNLA camps belonging to Sohan D Shira, ’commander in chief’ of GNLA, Rupanto R Marak ‘deputy commader in chief’ of GNLA and Baichung and a general camp and Eight weapons, 220 rounds of ammunition, five rocket launcher shells and other explosive materials were recovered during the operations. According to the District Police Chief, J F K Marak, on receiving specific information about the militants’ presence in the area the North Garo Hills, Police and the Army belonging to the Dograh Regiment from Damra in Assam launched a joint operation at Soba Jambal village about 15 kilometres from Dainadubi Outpost. Faced with decreasing cadres and camps as a result of concerted operations by security agencies, the militant outfit has resorted to killing wild animals, especially deer, to "supplement the diet of its cadres who are continuously on the run." I took this decision after the former Khasi Students’ Union-KSU vice president Frederick Kharmawphlang joined the militant outfit,” Mawdoh said in a statement issued on August 25. Kharmawphlang had left the KSU in February to join the HNLC. He hoped that being part of the outfit he would be able to contribute towards development of education in remote areas. “I want to remove all the misleading informations which are being taught in the schools relating to the history, culture of the Khasi tribe,” Mawdoh said.

The Telegraph reports that the proscribed Hynniewtrep National Liberation Council (HNLC), on August 31, said if the Government was serious, it should appoint the “interlocutor” for possible peace talks within 24 days. The outfit was responding to the Meghalaya government’s statement that measures for appointment of an “interlocutor” would be taken. HNLC “publicity secretary” Sainkupar Nongtraw said the outfit would strive to achieve its objectives through the process of dialogue and achieving a peaceful settlement. He said the “positive” step taken by the government has been appreciated by the HNLC leadership, but said it would not like to “repeat history” as in 2004, when efforts to reach the negotiating table proved futile. On the National Green Tribunal (NGT) ban on coal mining, Nongtraw said chief minister Mukul Sangma has “shown responsibility” by intervening into the matter, which has brought some hope to people.
