While the bargain of the rehabilitation is almost settled, the outfit is waiting for the endorsement of its ‘commander-in-chief’ Norok X Momin. A source stated that notwithstanding the delay on the part of Norok Momin, the entire UALA leadership have already agreed to sign the peace deal.” UALA leadership has already declared the strength of its cadres at 72. It has not divulged its arsenal to the negotiating team, but the source said that it has nearly around 12 dozen AK 47 Rifles and other small arms.

GNLA stated that, it has been confirmed that the attack was undertaken by a combined group of A'chik Songna An'pachakgipa Kotok (ASAK), A’chik Matgrik Elite Force (AMEF) and deserters from GNLA, United Achik Liberation Army (UALA) and some new members. A top senior Meghalaya Police official revealed that the armed cadres refusal is attributed to the simmering disgruntlement within the rank and file in the outfit and the heavy security beef up ahead of the auspicious day throughout the volatile five Districts of Garo Hills in Meghalaya. A Police official said that intelligence inputs clearly stated the GNLAs military chief Sohan D Shira had directed the area commanders to carry out a revenge act through an all out attacks on VIP convoys and areas scheduled for their visits. “It didn’t fructify because the cadres refused to carry out the orders”, stated the official besides claiming that the security agencies infiltration into the GNLA has make a difference to defy the cruel diktat that can create more home to the civilian population.

Kharshiing, who chaired the gathering, said officials in the Union Ministry of Home Affairs (UMHA) were waiting for the status report from the Meghalaya Government on the implementation of the Instrument of Accession and Annexed Agreement. He also said the Federation of Khasi States is keeping a close watch on the recent developments between the Centre and the Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM). He hoped that the Centre would initiate talks with the Federation of Khasi States to fulfill its obligation as promised in its policy paper for Meghalaya.

Police stated that Silbirth was involved in planting IEDs targeting Police vehicles and personnel at Raja Rongat tri-junction in January 2015 and lobbing of grenade at a wine store near Abiagre in South Garo Hills, procuring of arms and ammunition such as shot guns, rocket launchers, 2-inch mortars, HK, 4 AK(s), G3, carbine, M50 rifle, ammunition, etc., from Bangladesh through Indo-Bangla border and from Dimapur, Nagaland through the borders of North Garo Hills. Silbirth was also involved in large scale extortions from businessmen in South Garo Hills, West Garo Hills and Mankachar area, Assam. In one incident he had burnt the vehicles of traders from Mankachar, Assam at Chokpot, South Garo Hills when they did not pay the money. Police also stated that Silbirth along with GNLA’s West Garo Hills ‘area commander’ Hedio and others was involved in abduction of South Garo Hills District Sports Officer from Kherapara, West Garo Hills, in July. Meanwhile the State Government has written to the Centre to provide one time financial package to the Achik National Volunteer Council (ANVC) and Breakaway faction of ANVC (ANVC-B) cadres, reports The Shillong Times. A Home department official said that the Government is yet to receive any communication from the Centre in this regard. The Agreed Text for Settlement signed on September 24, 2014 did not specify any amount of money to be awarded to the cadres as one time financial package unlike the agreement with other militant outfits of the Northeast. According to an earlier scheme each cadre was supposed to get INR 150,000 as one time financial package, the State Government now wants it to be enhanced to INR 250,000.But the Centre is yet to give any reply to the request of the State Government, the official added.

The Garo National Liberation Army (GNLA) on August 30 warned non-tribal candidates to abstain from taking part in the Garo Hills Autonomous District Council (GHADC) polls, which is slated for October 12, reports The Shillong Times. In a release issued by the GNLA's ‘joint publicity secretary’ Garo Mandei Marak, the outfit has asked the non-tribal communities to neither contest nor cast their votes in the election. "Anyone taking part in the poll process will be responsible for their own fate," the outfit threatened. It also asked the political parties not to encourage non-tribal people in the district council polls. "The GHADC is solely meant for the benefit and welfare of the Garos. No political party or law can ever change the heritage of the A'chik," the release said. The outfit further warned members of district council, political leaders not to modify the Garo customary law for their personal benefits. "Anybody trying to meddle with the customary law will not be spared by the GNLA," it added.
