Acting on information provided by an arrested United Liberation Front of Asom (ULFA) cadre, a Police team from Assam’s GoalparaDistrict along with the Meghalaya Police conducted a search operation in the Rangmkhlang Hills in Meghalaya and found a huge quantity of explosives buried in a pit on August 1, reports The Assam Tribune. The explosives recovered include 52 gelatine sticks and 182 detonators along with several metres of fuse wire. The arrested ULFA cadre was identified as Lambu Asom alias Harinath Rabha who was arrested by Security Forces (SFs) recently along the Assam-Meghalaya border, Police said. Search operations were continuing in the area.

A delegation of cadres belonging to the now-disbanded Achik National Volunteer Council (ANVC) led by Doreng Malja Sangma, its former political secretary has called upon the District Commissioner (DC) of West Garo Hills District for an immediate release of the one-time financial package for the ex-ANVC cadres, reports The Assam Tribune. In a meeting held with the DC Pravin Bakshi in West Garo Hills District on August 2, the former cadres also sought that the fund should be credited into their State Bank of India (SBI) accounts. “We have been informed that our one time financial package is in civil deposit for more than two months and not yet released even though all process and formalities have been cleared from Police headquarters in Shillong,” said Malja. He expressed frustration being felt by the former cadres over the delay in the release of the package for almost about two years now. He also alleged that there was no news on their sustenance money which the government promised to give at the rate of INR 3,500 every month from the time of disbanding ceremony till the deliverance of the rehabilitation package. The DC assured the former ANVC members that the rehabilitation package would be released soon. Further, he stated that skill development for the cadres would be initiated by the Meghalaya Government shortly.

Four hardcore militants of the A’chik Songna An’pachakgipa Kotok (ASAK), known for their involvement in series of abductions, extortions, dealing with Fake Indian Currency Notes (FICN) and cross border crimes along with Bangladeshi criminals, on August 4, surrendered before the South Garo Hills Superintendent of Police (SP) Anand Mishra, reports The Sentinel. The group of four, headed by Miksong alias Sengchang N Sangma, was allegedly involved in the abduction of a truck driver, identified as Bitu Patel, on July 29 last. The truck driver was however rescued by the Police at Tengkigre under Chokpot Police Station on August 1 and three other cadres involved in the abduction were arrested. The surrendered ASAK cadres laid down their weapons in the presence of Church leaders and eminent persons and agreed to face trial. “They have accepted that they were responsible for a series of kidnappings in the areas, extortions, dealing with FICN, cross border crimes with Bangladeshi criminals the members of the ASAK group led by the self-styled Commander-in-Chief (C-in-C) Reading Sangma,” stated Mishra. The other three cadres who laid down arms identified as Babu Jan K Sangma, Akbar G Mominand and Grikseng Ch Marak. They deposited one Carbine, three Smooth Bore Breech Loading (SBBL) guns, some ammunition and three walkie talkies.

Meghalaya Police busted a camp of the Garo National Liberation Army (GNLA) near Dabalgre on the foothills of Durama on the borders of South and East Garo Hills Districts on August 10, reports The Telegraph. South Garo Hills Superintendent of Police (SP) Anand Mishra said the camp had been formed deep in the jungles for "regrouping and training" of GNLA's new cadres. In recent months, several GNLA cadres, including its front-rank leaders, had come out to surrender while the Police intensified their operations against the outfit and other militant groups active in the Garo hills. "Leftover GNLA leaders like Sohan D. Shira, Baichung Momin, Baltush and Kartush were residing in the camp along with around 20-odd new recruits who were brought together for training in Durama jungles," Mishra said. "On being hit, all the cadres ran helter-skelter into the jungles. After a general search of the area, an SBBL (smooth bore breech loading) gun, many detonators, gelatine sticks and identity cards were found from the place," Mishra said.

An alert State Police on August 12, foiled a jailbreak attempt at the Shillong District jail, reports The Shillong Times. East Khasi Hills District Superintendent of Police (SP) M Kharkrang informed that the cadres of Independent faction of United Liberation Front of Asom (ULFAI), Garo National Liberation Army (GNLA) and others involved in heinous crimes like rape and murder, lodged in the high security cell of Shillong District Jail had planned to carry out the jailbreak on August 15, when certain functions are organized in the jail and when the jail staff usually remain busy with the official functions. As soon as inputs were received, the East Khasi Hills District Police and Magistrate made a surprise check at 2pm at the high security cell and seized knotted ropes of 16.5 ft in length made of synthetic woolen blankets, two improvised iron hooks with a makeshift rope ladder, several torn strips of blankets meant for preparing the ropes, which were meant to help them in the escape. Kharkrang informed that the accused persons denied that they had any jail break plans but the Police are questioning them to unearth their modus operandi for escape.

A total of 60 cadres of United A’chik Liberation Army (UALA), which was disbanded in July last were, were also present at the ceremony. Meghalaya’s Garo hills has witnessed bloodbath in the past three years with over 120 people, including security forces, killed in different ambush, operations and terror strikes. Since December 2015, the situation has changed for good with most cadres of the GNLA and UALA coming forward for peace. search operation after a major encounter between GNLA United Liberation Front of Asom (ULFA) militants and Police commandos of the Special Force10 (SF10) on August 10. Police commandoes attacked a new training camp of the GNLA and ULFA that was set up deep in the jungles of Dabalgre by GNLA chief Sohan D. Shira. During the gun battle some of the GNLA cadres were suspected to have sustained bullet injuries following the spotting of blood trails leading deeper into the forest. When Police located the group, they found 22yearold GNLA cadre Mikwang T. Sangma with a serious bullet injuries on his left leg that had been left unattended. He was taken to Baghmara civil hospital and subsequently to Tura civil hospital for treatment but he succumbed to the injuries on August 13. Mikwang hailed from Chandigre village of West Garo Hills District. The remaining four members of the group have been arrested and sent to a judicial court. They have been identified as Siljip N Sangma (21), Rajip N Sangma (25), Loresh Ch Momin (30) and Walban N Sangma (19). All four hails from Dabalgre village.

The four surrendered cadres were part of Commander-in-Chief (C-In-C) Sohan D Shira group before dispersing in the Police action on the general camp of the outfit located at Dabalgre on August 10. The surrendered cadres said after Sohan D Shira fled along with his aides he had kept his cadres confined under threat of death, snatched away their mobile phones and made them completely cut off from friends and families. The young cadres are also said to carry out chores. These surrendered cadres not only revealed Shira activities, but disclosed the ammunitions hidden. A carbine magazine and ammunitions were recovered from a village after the surrendered cadre’s confession. The four of the GNLA chief aides who surrendered are identified as Richard Ch Sangma, Elan Ch Sangma, Kalseng Ch Marak and Teman M Marak. Another overground worker of the outfit identified as Chisrangbha Ch Marak also surrendered on August 18.

Shira who was hiding in a nearby village, reports North East Today. Police said that a team raided the house of Sohan’s mother at Sasatgre on August 18 and found the rebel leader’s mobile phone. “We had information about Sohan and a few militants taking shelter in his mother’s house. When our commandoes raided the house, there was an exchange of fire and Sohan managed to escape,” said Superintendent of Police (SP) Davis Nestell R. Marak. A group of armed men hacked to death the headmaster of Jingamgre SSA LP School, Madison Ch Marak, on August 16, and the role of Garo rebels was suspected. Police said the GNLA group came to Sasatgre after killing the teacher and assaulting villagers at Jingamgre, which is 15 kilometres from Williamnagar.

A 21 year-old person was abducted by a group of armed militants who later demanded an amount of INR 1.5 million, a laptop and printer for his release, reports The Assam Tribune on August 20. The victim from North Garo Hills District of Meghalaya was later released, allegedly after a payment of INR 80,000, a laptop and printer was made to the abductors two days ago. The abduction incident happened on August 11 while the victim was released on August 17 after the payment. Sources said, William, a militant, who had fled from custody from Mendipathar in North Garo Hills District, before being arrested in Kerala and later released on bail, is suspected to be behind the abduction. The former member of Achik National Cooperative Army (ANCA) is wanted in several cases of abduction. Police confirmed that he was making efforts to form another outfit, once again for the case of a Garoland State.

The former outfit members have called upon the Meghalaya Government to speed up the package to ensure there was ‘no further grievances from any quarter’. The renewed call for early rehabilitation came after a recent meeting to review the process of rehabilitation held at the Tura Circuit House. Sources stated that about 23 cadres of the outfit did not turn up for the ongoing skill development training being provided to the disbanded outfit members at Baljek airport near Jengjal – the designated camp, where about 45 cadres are still housed after the disbanding ceremony.

After maintaining that insurgency is on the wane in the North-east, the Centre has conceded that Assam, Manipur, Nagaland and Meghalaya continue to account for the bulk of insurgency-related incidents in the region, reports The Assam Tribune on August 22. In a report, the Union Ministry of Home Affairs (UMHA) described Tripura, Mizoram and Sikkim as peaceful. In Arunachal Pradesh, barring a few incidents, there was a general atmosphere of peace, the report said. The year 2007 proved to be the most violent year in the last nine years with the northeastern states recording 1,498 violent incidents in which 498 civilians were killed and 79 security force personnel lost their lives. In comparison, last year 574 violent incidents were witnessed in the region in which 46 civilians and equal number of Security Force (SF) personnel were killed, the report said.In Assam, barring a few incidents of violence, the security situation has improved since early 2010, with minor variations from year to year, the report said. The SFs were able to contain activities of insurgent groups and the situation improved remarkably in 2015, the report said, adding, peace talks with various insurgent groups in Assam are continuing. The report said that sustained counter-insurgency (CI) operations are continuing against the I.K. Songbijit faction of the National Democratic Front of Bodoland (NDFB-IKS) group. During the period from December 26, 2014 to January 9 this year, 584 members of the NDFB-IKS were arrested and a huge quantity of arms and ammunition was recovered. At least 24 militants were also killed in these operations, the report said.In order to curb infiltration, smuggling and other antinational activities from across the Indo-Bangladesh border, the government has undertaken the construction of fencing along this border. The target date for completion of the project is March, 2019, the report said, adding, accordingly measures have also been taken along the Indo-Myanmar border to check illegal activities.

Security Forces (SFs) foiled a “well-planned” ambush by the banned Garo National Liberation Army (GNLA) and killed a militant in an encounter at remote Emangre in South Garo Hills District on August 23, reports The Shillong Times. Police said there was information that an injured GNLA militant was lying unattended at Dabalgre village and needed immediate medical attention. The news prompted them to mobilise SFs to bring back the rebel. As a team of the Meghalaya Police (MLP) battalion commandoes and Central Reserve Police Force (CRPF)’s Quick Action Team reached the place, GNLA militants opened fire from their positions forcing the commandos to retaliate. “It was an ambush planned by the GNLA but the forces were alert and there was no casualty on our side,” Police said. Police found the body of an unidentified rebel after the gun battle stopped. Search operations are on and the Police are trying to find the source of the report about the injured GNLA cadre.

According to the State Government through the Home (Police) department it was brought to its notice that certain individuals and business entities have recently been instructed to contribute financially to the coffers of GNLA. It may be mentioned that the GNLA has been declared a terrorist organization under Unlawful Activities (Prevention) Act 1967. “Some senior cadres of GNLA have been specifically tasked by leaders to contact contributors to contact contributors to its finances in the past to cough up money by way of annual tax for the year 2016-17,” the government, in a release said. The GNLA is facing serious financial crunch and therefore is now restoring to extortion to raise finances by any means to support its cadres, buy weapons and induct new recruits.

The State Government has also warned that people must understand contributing directly or indirectly, voluntary or involuntarily to a terrorist organization is a criminal offence punishable with imprisonment up to 14 years with or without fines. “Also, any individual entity handing terror funds for the purpose of laundering etc may be liable under relevant provisions leading to freezing of bank accounts, seizures and attachment of all assets,” the State Government release said.
