Meghalaya Frontier of Border Security Force (BSF) in 2013 has apprehended as many as ninety nine illegal Bangladeshi immigrants from the borders, reports The Shillong Times. The BSF also apprehended nine militants while one militant surrendered before the border guarding force of the country and nine linkmen were also apprehended by BSF.The BSF in addition, apprehended fifty six smugglers, forty of which were from Bangladesh while the rest were from India. Apart from these, BSF also seized as many as 253 explosives including gelatin sticks, IED, Detonators and others.

Police on December 1 arrested five persons including a former Nagaland Police official, Robert Sangma, who was helping Garo National Liberation Army (GNLA) in procuring arms and ammunition, from Ri Bhoi District, reports The Shillong Times. , the four others have been identified as Moya Khohung, Zam Thoson Haokip, Suntak Prem Baite and Ramzan Khubang Police also seized six wireless sets from the site which were meant for delivery to the GNLA. According to reports, the China-made TYT TH-F8 wireless sets were smuggled from Myanmar. The consignment was meant for delivery to Rakkam D Shira, the ‘finance secretary’ of GNLA.

The leaders of Garo Hills based pressure groups, which were also present during the public rally, organized by pro-ILP groups at Student’s Field, decided to vigorously support the cause, reports The Shillong Times. The leaders of Garo Students Union (GSU), Federation of Khasi Jaintia and Garo People (FKJGP), Achik Youth Welfare Organisation (AYWO), Association for Democracy and Empowerment (ADE) and Federation for Achik Freedom (FAF) have vowed to fight for implementation of ILP. In a statement issued on December 1, the president of FKJGP, Pritom R Marak, said that the Garo Hills based pressure groups will extend assistance to the their counterparts in Khasi-Jaintia Hills.

The Shillong Times reports that intensifying their agitation for introduction of the contentious Inner Line Permit (ILP) system in the State to regulate the entry of outsiders, the pro-ILP pressure groups has announced a three-night road blockade from December 4 to 6. “We have decided to resume our agitational programme as per the resolution taken during the public rally on November 30,” Khasi Students Union (KSU) vice-president Frederick Kharmawphlang said in a statement issued on December 2. The KSU, which is spearheading the agitation since September 2 is of the opinion that ILP is the only solution to check influx of illegal migrants. The Congress-led Government, meanwhile, has appointed a ministerial team to hold public consultation on the proposed Meghalaya Landlords and Tenancy Verification Bill, 2013, aimed at the solving the issue.

Three suspected United A’chik Liberation Army (UALA) cadres surrendered before authorities in Garo Hills. Three surrendered persons whom Police claim to be hardcore members of the outfit did not deposit any weapon. Police identified the three surrendered persons as Walith Marak (23), Sudendro A Sangma (21) and a teenager Tangring R Marak (19). According to Police, the teenager handed himself over on November 30 while the two others gave themselves up on December 2 at Raksamgre under Dadenggre Police station of West Garo Hills District. West Garo Hills Police maintain that the three deserted their camp to join the mainstream. The surrender comes less than a week since three UALA cadres were gunned down in an encounter at Chiokgre village of Williamnagar.

The Political Affairs Department has shelved an important magisterial inquiry into the allegation of militant outfit United A’chik Liberation Army (UALA) that Police had armed Breakaway faction of ANVC (ANVC-B) with weapons seized from other militant groups, to take on Garo National Liberation Army (GNLA), reports The Shillong Times on December 4. The allegation of UALA, the breakaway group of ANVC-B, made in May this year was that with the blessings of the Police and the Government, the then Circle Inspector of Williamnagar, TC Chacko, had handed over two AK-56 and one AK-47 rifles to ANVC-B leader Rimpu Marak when he was part of the parent group ANVC and the UALA chief Singbirth Marak alias Norrok X Momin was witness to it.

The Shillong Times reports that though Chief Minister Mukul Sangma met the Prime Minister on December 4 in Delhi and urged him to speed up the peace pact with Achik National Volunteer Council (ANVC), the Centre has asked the State Government to provide more inputs on the structure of the Council once it is empowered with 10 more additional seats from the current 30 seats. Sangma, during his recent visit to the Union Capital, had urged the Prime Minister for expeditious finalization of agreement with ANVC in Meghalaya. However, the process of final settlement will be delayed since the Union Home Ministry has sought further clarity on the number of reserved and nominated seats in the Council as per the draft peace settlement. An agreement has been reached with the ANVC mainly enhancing autonomy of the existing Garo Hills Autonomous District Council (GHADC). The agreement will be placed before the Union Cabinet for approval and once finalized; it will also be applicable to Khasi Hills autonomous District Council (KHADC) and Jaintia Hills Autonomous District Council (JHADC). The Union Home Minister, Sushil Kumar Shinde had assured Sangma that his ministry is preparing a note for a settlement with the ANVC.

But we cannot introduce ILP anymore, anywhere else,” Joint Secretary (North East) in the Union Ministry of Home Affairs Shambhu Singh said. There has been unrest in Meghalaya for the past three months, with pro-ILP protests gaining momentum and normal life being paralyzed. The Garo National Liberation Army (GNLA) has suffered a major jolt when a section of its cadres under the leadership with Reading T Sangma, the former ‘finance secretary’ of the outfit, deserted camps and formed a new militant outfit GNLA-Faction (GNLA-F). Confirming this, Police sources, on December 7, said Reading has made South Garo Hills as his main area of operation. It is learnt that Reading was unhappy with the manner he was treated by ‘commander-in-chief’ of the outfit Sohan D Shira who demoted him from the post of ‘finance secretary’ to ‘grievance cell’ in charge. As the finance secretary of GNLA, Reading had to collect money and hand them over to Sohan. Reading’s grouse against Sohan was that the Sohan kept all the loot when he was the one who was collecting the money on behalf of the outfit. Interestingly, Jack Marak who had abducted Block Development Officer (BDO) of Dadengre recently, and other GNLA ‘area commanders’ have joined Reading’s group.

One of the most daring and audacious attacks by the Garo National Liberation Army (GNLA) militants, it carried out three violent attacks in different incidents on December 11. The first attack by the GNLA militant group was targeted at Tisha Auto Agency petrol station in Chasingre on the outskirts of Tura. Four militants brandishing AK rifles walked up to the gas station rounded up the employees and opened fire injuring pump operators, Nobu Hajong and Bishu Roy. In the second incident, the same group of militants fled towards the foothills of Tura peak and on their way attacked a relay station of the Meghalaya Police Radio Organization located at Darichekgre. While the two police radio operators managed to escape, the militants exploded two bombs inside the relay station destroying the equipment. The communication centre at Darichekgre, which is also known as a repeaters’ station, relays transmission between Shillong and Tura and plays a vital role in providing communication during counter-insurgency operations in the region. In the third incident, another group of GNLA militants fired upon two coal trucks transporting Police SWAT commandos for operation in the Nangalbibra region of South Garo Hills District. In the attack a Police commando sustained bullet injuries on his leg.

Police have launched a massive hunt to nab the assailants of two persons who were gunned down by suspected Garo National Liberation Army (GNLA) at Gasuapara in South Garo Hills on the evening of December 15, reports Times of India. The victims were identified as Semion M Marak of Rongsigre and Sengwal D Sangma of Rongbokgre in the South Garo Hills. South Garo Hills Superintendent of Police (SP) Davis Nestell Marak said, "The killing was done in cold blood and it shows the desperation of the GNLA". The outlawed Garo terror group, which left a note by the bodies of their victims, had alleged that the duo was extorting money in their name. However, police have rubbished the GNLA's version. Police have no report whatsoever about the victims' involvement in any kind of extortion. The GNLA is getting paranoid and is now killing civilians to exert pressure on the administration. It shows the desperation of the GNLA," said Marak.

With this, the GNLA chairman has now obtained bail in as many as eight cases from the courts. He is now awaiting the courts’ decision in two more cases to ‘win his freedom’. HNLC, a separatist rebel outfit fighting for a sovereign ‘Hynniewtrep’ homeland in eastern part of Meghalaya, announced the 12-hour shutdown December 23 to protest the arrest of several youths on charges of damaging Government property. HNLC ‘spokesman’ Sainkupar Nongtraw had stated that government “must immediately and unconditionally release all political prisoners and detainees”. Over 71 pro-Inner Line Permit (ILP) activists were arrested in connection with 86 cases related to arsons, murder and other charges during the three-month long agitation in Meghalaya. Two people were killed. Reverend, P.B.M.Basaiawmoit, the outfit’s former emissary, said “The shutdown called is most unusual, unorthodox, and unprecedented since this has not been the way the Hynniewtrep National Liberation Council (HNLC) functions in times goes past”. “I am surprised that such a recourse has been adopted by the Hynniewtrep National Liberation Council (HNLC), just the before the celebration of Christmas by followers of Christian faith and others who wish to share in the blessed occasion,” he said. Questioning the shutdown called, former Meghalaya Home Minister, Robert. G. Lyngdoh, asked, “Is the Hynniewtrep National Liberation Council (HNLC) trying to establish that there is a connection between the demand for ILP and their secessionist activities.”

State government has formally invited the pro-Inner Line Permit (ILP) groups for a dialogue on January 15, 2014 to deliberate on the mechanism to tackle the problem of influx of illegal migrants, reports The Shillong Times. “We have decided to invite the pressure groups for a dialogue to come up with the suggestion and recommendations on the mechanism which they feel can address this issue without sticking to their earlier stand of insisting only on ILP,” Chief Minister Dr Mukul Sangma said while addressing a press conference at his official residence in Shillong on December 22.“We will officially communicate to them through the relevant department in the first week of January,” Dr Sangma said adding “now it is time for the pressure groups to come forward to accept the opportunity with an open mind.”

Heavily armed (GNLA) militants attacked two members of newly-formed A’chik Tigers Force (ATF) killing one and leaving the other severely injured with a bullet wound in two separate incidents in East Garo Hills District on December 23, reports The Shillong Times. An eight-member group of the GNLA’s ‘Special Action Group’ led by ‘area commander’ Jimmy went to the house of the village Nokma (village headman) Rakan M Sangma and dragged out his son Lakson N Marak and a friend called Onil Marak of Rongjeng who had come to spend Christmas in the village. Both the victims were accused of being active members of the ATF. The Nokma’s son was executed in the village itself and his friend Onil was taken away by the GNLA cadres.
