Assam’s principle opposition party, All India United Democratic Front (AIUDF), has asked the State Government to ensure safety of labourers working in coal mines in Meghalaya’s Garo Hills Districts, reports Nagaland Post. AIUDF said that as majority of these migrant workers are from Assam, the State government should work seriously with its Meghalaya counterpart to ensure that the people are not “frequently harassed and attacked by armed gangs.”

All Assam Minority Student’s Union (AAMSU) has warned of an economic blockade of Garo Hills from July 8 and reportedly demanded that the Meghalaya Government raise the ex gratia given to the families of nine victims who were killed in two separate incidents in South and West Garo Hills on June 23, reports The Telegraph on July 4. AAMSU has threatened to block supply of all essential food items flowing into the Garo hills from Assam’s Singimari region of Dhubri District. AAMSU also demanded that the two migrant workers currently under the custody of Meghalaya be released unconditionally. They were assaulted along with another labourer at Wadanang locality of Tura for allegedly attempting to molest a girl.

The Shillong Times reports that the outgoing Governor RS Mooshahary, on July 6, expressed his strong reservation against implementation of the Inner Line Permit (ILP) system in Meghalaya, saying that the restrictions would promote corruption and undue harassment to tourists desirous of visiting the State but would not be effective in checking influx. Addressing a press conference at the Raj Bhavan prior to his departure, Mooshahary said that the ILP had been tried earlier but had failed to yield any positive result as far as preventing influx was concerned. Governor Mooshahary admitted that there was a sense of insecurity among the people of the North eastern region, but pointed out that people here cannot achieve growth and development only ‘on their own’ and ‘in isolation’. “If we shut our doors we will suffer alone,” he added.

A report of July 8 says that the District Council Affairs (DCA) department is likely to give its approval to the Khasi Autonomous District (Constitution of District Councils) Rules, Amendment Bill, 2013, which was passed by the Khasi Hills Autonomous District Council (KHADC) on July 5. The Bill seeks to delimit the constituencies under the District Council ahead of the ADC elections in the State. “There is no question of holding back the amendment bill since the KHADC has taken into considerations the various suggestions given by the District Council Affairs department to rectify the glaring flaws in the bill which had been passed in December 2008,” a senior government official informed on July 7.

The Shillong Times reports that a heavy exchange of fire broke out between Police commandos and Garo National Liberation Army (GNLA) militants in a remote area of South Garo Hills in the morning of July 14. Special Weapons and Tactics (SWAT) commandos of the Meghalaya Police raided Agreng village under Nangalbibra area of South Garo Hills and came across a group of GNLA militants taking shelter in a house which was occupied by civilians including children. As the police approached the house at 11 AM the militants reportedly opened fire leading to a brief encounter. The militants were reportedly led by area ‘commander’ Jongman. Police claim that one militant was injured in the encounter. From the scene of the encounter, Police recovered AK magazine holders and live ammunition, several numbers of .22, .32 and 9 mm rounds and documents belonging to the GNLA.

In response to the statement issued by the ‘publicity secretary’ of the ANVC-B, Doang D Shira, inviting his organization to join the ongoing peace process with the Government, GNLA leader, Sohan D Shira reiterated that such a proposal from the rival outfit cannot be entertained since there is a move to try and bring the rebel group to its knees by the State Government in collaboration with the ANVC-B. While it has distanced itself from having any involvement in the ANVC-B’s offer of talks, the Sohan D Shira-led GNLA has said that it was ready to talk with the Central Government. “We will talk to the Centre, not with the ANVC,” announced Sohan D Shira in a communique to The Shillong Times on July 17. Inspector General Border Security Force (BSF, Meghalaya Frontier) Sudesh Kumar on July 31 said that the GNLA, which in the past few years has emerged as a major perpetrator of insurgent activities in the State, is working in close tandem with the ULFA, reports The Shillong Times. “GNLA’s intelligence network is quite strong,” the officila said adding that the BSF is also taking various measures to strengthen its intelligence.
