The Shillong Times reports on July 2 that another Garo militant outfit, United People’s Revolutionary Alliance (UPRA) has emerged in the State and has started issuing quit notices to illegal encroachers from outside especially in the plain belt areas of Garo Hills. The new militant outfit which has its headquarters in an undisclosed location called ‘Chusimra’ claimed that Garo Hills was being overrun by illegal encroachers from outside which was due to the ‘special favours’ being given by Members of Legislative Assembly (MLAs) and politicians in their respective constituencies by enabling them to get hold of job cards, ration cards, election IDs etc.The outfit made special mention about the initiative being taken by the Meghalaya Police to create ‘Force 10′, a new security unit to tackle militancy in Garo Hills and claimed that politicians were helping the illegal encroachers to get recruited into it. “We are issuing ‘quit notices’ to all illegal encroachers in Garo Hills. They must leave Garo Hills within the next 10 days, otherwise we will resort to our own course of action,” the ‘chairman’ of the outfit Tattara Matgrik said in a statement.

The Shillong Times reports that an abducted school teacher has been rescued unharmed by Police after a brief exchange of fire with his abductors in Kherapara area in West Garo Hills District in the night of July 1. The teacher was earlier abducted on June 30. The A’chik Songna An’pachakgipa Kotok (ASAK) group that was behind the abduction of the primary teacher was reportedly led by one Embero Mongting Sangma and included a Garo National Liberation Army (GNLA) deserter known as Goera. Police sources reveal that Goera was arrested some months ago during an extortion drive and had served a jail term before his release. The outfit had demanded INR 20, 0000 from the family of the primary school teacher but is believed to have left empty handed following the quick crackdown on them by Garo Hills Police.

The Shillong Times reports that South Garo Hills Police shot dead a Garo militant cadre belonging to A’chik Songna An’pachakgipa Kotok (ASAK), identified as Bethma Ch Sangma alias Jolamajol and successfully rescued an abducted person, identified as Manoranjan Das from remote Rewak region of the District (South Garo Hills) in the morning of July 1. Three other militants Arjensing M Marak alias Skang, Aiwal D Shira and Joshua B were also arrested during the operation. The incident happened when Special Weapons and Tactics (SWAT) Commandos of South Garo Hills Police came across the ASAK militants holed up inside an isolated thatched house outside of Rongaigittim village in the District. The militants who were keeping watch spotted the Police team and opened fire and in the encounter one of the militants was shot dead. From the encounter site Police recovered an INSAS rifle with a magazine and 14 rounds, a 9 MM pistol with two rounds, a single barrel shotgun (SBBL) with two rounds, a wireless receiver handset, demand notes and camouflage uniforms. Manoranjan Das, a welder working for a local contractor, was supervising the construction of a hanging bridge of the Border Area Development project at Rewak when a group of six to eight militants belonging to ASAK outfit picked him up from his work place in the night of June 27.

The State’s new Chief Secretary Barkos Warjri told reporters on July 1 that while the deployment of Security Force is required for the immediate dealing of the law and order problems in Garo Hills, and also to pursue the criminal cases, in the long run, force is not the answer as various measures including dialogue and development initiatives were necessary. Asked about whether there is any difference on the stand of the Centre and the State on the issue of holding dialogue with the militants, Warjri said, “There is no immediate change of stand. The government has been displaying flexibility and if at all there is a shift in approach, this has to be decided by the Centre and the State. Though he termed the Garo Hills situation as grave, the Chief Secretary, however, said that there was no plan to deploy the army or to declare Garo Hills as disturbed area. Warjri, who had also served in Manipur for many years, said that while 15 years ago, some militant groups in Manipur had some sort of ideology, this is not the case with the groups in Garo Hills which sprang up very quickly aimed at making short term gain with hardly any ideology.

The injured troopers have been identified as Constable Khot Sagar and Constable Venkatchalam. The operation was launched by Security Forces (SFs) after getting information about presence of 15 GNLA rebels in the area. The rebels led by ‘area commander’ Philliport D Shira managed to escape. SFs recovered huge cache of ammunition, including 130 rounds of AK rifle ammunition, three pistols, two hand grenades, one claymore mine, 19 detonators along with one remote control device and seven high frequency wireless sets, besides incriminating documents from the site.

He underlined the need to effectively enforce the ‘Foreigners Act’ besides implementing the ‘Meghalaya Tenancy Act’, which is still at the drafting stage, to tackle influx of foreigners. He said that his Government was considering enforcement of the ‘Foreigners Act’ keeping in mind the fact that the State shares an international border with Bangladesh. Sangma said the proposed ‘Tenancy Act’ would ensure verification of credentials of tenants and that the house owners renting their houses to a stranger must comply with the provisions of the ‘Tenancy Act’. It may be mentioned here that issues concerning influx of foreigners have been raised on several occasions in the State Assembly. The high-level committee on influx under the chairmanship of Bindo M. Lanong, had exclusively recommended implementing the Inner Land Permit (ILP) system in Meghalaya to safeguard the indigenous community from the onslaught of illegal migrants.

The Telegraph reports that Meghalaya Police arrested nine militants of the Achik Songna Achakpakiga Kotok (ASAK) including ‘area commander’ Merak Sangma alias Suangre and ‘commander’ of both the operation command and the special command of the militant outfit, Dinesh Marak alias Blackboard, in four incidents on July 8.The first arrest was made near the Williamnagar Forest Gate in East Garo Hills District when Police arrested three militants. On their revelation, another two militants were arrested from Williamnagar (East Garo Hills District) supermarket and another militant was arrested from Chidakgre area, on the outskirts of Williamnagar. Later, Police learned that ASAK militants were proceeding towards Rongjeng in East Garo Hills District and arrested another three militants. Three automatic pistols, two knives, 25 rounds of bullets, mobile phones, SIM cards, wireless sets, demand notes and some money were recovered from the militants. The ASAK militants had allegedly served demand notes to market committees, a road construction company and small businessmen in Williamnagar area. The extortion demand ranged from INR 50,000 to INR 5 million. The Shillong Times identified the other arrested militants as Rikran G Momin, Sabat R Marak, Selvi Arengh, Isak M Sangma, Walman M Sangma, Pagal Sangma alias Balwa, and Ninibirth R Sangma.

Chief Minister (CM) Mukul Sangma stated that “We have received a formal intimation from the Centre which directed us not to pursue talks with the GNLA since they are continuing with their criminal activities”. CM further stated that “The State Government has also made an appeal to all the militant groups in the State to stop all their criminal activities and come forward for a dialogue.”He added that it was an opportune time for militants to give up armed struggle and the Government will explore ways and means for them to surrender for long lasting peace in the State. The Assam Tribune further adds that the new thinking is because of the fact that once a peace process is initiated with one group, another group crops up to take its place. Ansar Ali (35), hailing from Bidyapara area of Dhubri in Assam, was released at 12th mile (Baromile), not far from Kherapara in West Garo Hills District. The wife of the victim reportedly handed over INR 150000 to a member of the outfit at Dobasipara locality of Tura on July 19, Police sources revealed. Police have already identified the outfit as the A’chik National Cooperative Army (ANCA) which reportedly is a rag tag group of criminals using militant names to abduct civilians for ransom. The group is believed to be armed with a small number of pistols and country-made weapons. Police sources have also indicated that the leaders of the group are based in Tura using fake names to avoid detection.

West Garo Hills Deputy Commissioner (DC), Pravin Bakshi stated “The spate of killings has a clear design to vitiate the communal atmosphere of Garo Hills and neighbouring Districts and precipitate a law and order situation wherein communal tension prevails. It is being done with the intent to gain strategically in terms of the current Police operations against militancy in Garo Hills. The Shillong Times reports that Director General of Police (DGP) PJP Hanaman, on July 26, said that Assam-based United Liberation Front of Asom (ULFA) is providing logistic support to Garo National Liberation Army (GNLA) in manufacturing Improvised Explosive Devices (IEDs). “We have specific inputs that the ULFA cadres are giving training to the GNLA cadres to manufacture the IED explosives. The ULFA cadres, led by its senior leader Drishti Rajkhowa, are imparting training to GNLA rebels in their camps,” Hanaman stated. Rajkhowa along with 15 to 20 cadres had been in GNLA camps for a long time, he said adding “ULFA has been using the Durama-Bajengdoba route to reach the camps.” “This latest development (link between GNLA and ULFA) has given a new dimension to the situation in Garo Hills,” DGP added. The Shillong Times reports that Tura Police, on July 26 raided a camp of the Breakaway faction of Achik national Volunteer Council (ANVC-B) in Edenbari (West Garo Hills) and seized an assortment of weapons and arrested as many as 24 cadres over the outfit’s alleged role in the recent attacks on migrant labourers that has left two dead in Tura in West Garo Hills recently. Seven other militants managed to escape the Police dragnet as they happened to be absent from the camp when the raid took place. One of the militants arrested include the camp in-charge of the outfit Mastin Ch Sangma. A search of the camp premises by Security Forces led to the recovery of six shotguns, a double barrel gun, a .22 modified pistol and a 7.65 automatic pistol with one magazine, 25 shotgun ammunition, four 7.65 and four .22 calibre rounds. Two motorcycles have also been confiscated from the camp. There has been a spate of attacks on migrant workers from Assam in and around Tura town leading to much anger in the neighbouring State. Two labourers, hailing from Mancachar area of Dhubri (Assam) were found murdered in Tura in the last one week (July 21 and July 24) with no breakthrough into both cases.

Sangma has revealed that by killing migrant workers from Assam, the outfit was planning to foment communal tension on the inter-state border of Meghalaya with Dhubri District of Assam. In a statement issued on July 31, Meghalaya Police said that during his interrogation, Salingbirth revealed the design of the outfit in perpetrating the gruesome killings of innocent migrant workers to foment communal tension on the inter-state border. Salingbirth, a senior leader of ANVC-B, was arrested along with 24 other cadres at Tura recently along with a large cache of arms, ammunition and other incriminating materials. Out of the 24 ANVC-B cadres, eighteen cadres have been remanded in judicial custody while six others have been detained in Police custody. Meanwhile, Chief Minister Mukul Sangma, on July 31, stated, “Hopeless unproductive students become militants and the media puts the blame on the Chief Minister alone for rise in militancy, when we all are responsible for the sorry state of affairs!”, reports The Shillong Times. “The present situation in the State is the outcome of wrong planning in the past and if we had gone wrong in the past then we all need to pull up our socks to strive and ensure that the future is better,” the Chief Minister said, while addressing the gathering after inaugurating the Science stream and two new buildings of Ampati Government Higher Secondary School in West Garo Hills District.

The Hynniewtrep National Liberation Council (HNLC) is now using the handful of overground workers/sympathizers to abduct people, report The Sentinel. Disclosing the latest modus operandi as revealed by the recently arrested overground workers of the outfit, the Superintendent of Police (SP), East Khasi Hills, MH Kharkrang said on July 31, “The HNLC regular cadres are now using this new tactic to abduct for ransom through the overground workers because they themselves cannot enter the city”.
