The Shillong Times reports that Jowai Police arrested one Borlang Lytep armed with a loaded shotgun from Iawmusiang area in West Jaintia Hills District on June 1. The West Jaintia Hills Superintendant of Police (SP), H. Lyngdoh, said that Lytep, who hails from Muriap in Thadialong village, was arrested from inside a tourist Tata Sumo parked near Thomas Jone Synod College in Iawmusiang at around 11:40 am. “Basing on a tip off a special party of the Jowai Police arrested the person and seized a shotgun and three black woolen mufflers from his possession”, the SP said, adding, “the shotgun is a modified SBBL with barrel sawed off and loaded with one live cartridge”.

Meanwhile, a medical doctor from East Garo Hills was recently served with an extortion notice of INR 300000, according to a report of June 2. Sources have revealed that the doctors would be going on strike and threatened not to attend to their duties as a mark of protest against the demand notes coming from GNLA leader Sohan D Shira. Sources informed that recently Sohan Shira also demanded INR 100 million from the road construction company BSC-C & C (JV). The company has been served with an ultimatum to either pay up or leave. The Hyderabad based company is engaged in road construction project linking West Khasi Hills with Garo Hills.

The Shillong Times reports Meghalaya Chief Minister Mukul Sangma while addressing the Conference of Chief Ministers on June 5 expressed concern over the rise in the unlawful activities of the Garo National Liberation Army (GNLA). Sangma said, “Even though internal security situation in Meghalaya continues to be stable and under control, the GNLA remains a matter of concern.” Expressing concern over the recent activities of the breakaway faction of Achik National Volunteer Council (ANVC-B) which has even called for road blockades and bandhs, Sangma said that even though a peace pact was signed with the ANVC, way back in 2004, lack of resources to settle them and delay in arriving at a settlement resulted in emergence of fringe militant outfits. He stated, “Other indigenous militant outfits like ANVC, Hynniewtrep National Liberation Council (HNLC) and Liberation of Achik Elite Force (LAEF) have been largely neutralized following sustained efforts, but they are instigated by the likes ULFA, NDFB and NSCN who use the state as a sanctuary and passage to both Bangladesh and rest of the region.” The proscribed HNLC is almost finished but over a dozen of their cadres are still holed up across the border in Bangladesh, the Chief Minister said while adding that with the help of the Centre they too can be nabbed. He also said that insurgents from neighbouring states use the long and porous Bangladesh border along Meghalaya to their advantage. He raised concern over rising militancy in the hill state due to two factors- lack of development and thin police presence- as the ones largely contributing to the continuance of militancy in the region and the State. Demanding that six companies of Central Armed Police Forces which were taken away from Meghalaya for elections in Karnataka be redeployed, Sangma sought six more companies in order to deal with the militant menace in totality. He also called for more police and border outposts to check the militants.

The Shillong Times reports that a Shillong (East Khasi Hills District) bound Meghalaya Transport Corporation (MTC) bus was set ablaze by suspected armed Garo National Liberation Army (GNLA) cadres in North Garo Hills District on June 5. It was at around 7.40 am that five to six suspected GNLA militants stopped the MTC bus coming from Tura at Dingrepa, nine kilometres from Bajengdoba in North Garo Hills and gave just four minutes for the passengers, mostly students, to come out of the vehicle. The militants fired in the air to force the occupants out of the bus and then set it ablaze. Empty cases of ammunition of weapons were recovered from the site after the militants fired in the air. Police recovered a note of GNLA, written both in English and Garo, which was earlier handed over to the driver. The note, written in the letter pad of GNLA, said that the outfit resorted to violence since the Government was indifferent to its various demands. The GNLA has stepped up violence resorting to extortion and kidnapping in parts of Garo Hills. The militant outfit is on an extortion spree in Garo Hills even targeting the Government servants including Block Development Officers (BDOs) and doctors.

The Times of India reports Chief Minister Mukul Sangma has said the remote and inaccessible Garo Hills area has a low Police-people ratio and the five districts in the region have only 16 Police stations, which leaves vast tracts of land practically outside the Police network. Speaking at the chief ministers' conference on internal security in New Delhi on June 5, Sangma said that during the course of counter-insurgency operations, security forces often trek three to four days to reach certain remote locations. "Due to the porous border with Bangladesh, various militant groups active in the neighbouring states have been using the Garo Hills as a corridor for sneaking in and out of Bangladesh with relative ease. These militant outfits have, over the years, trained and nurtured various Garo militant groups. There is, therefore, a need for increasing the police presence in the interior areas of the Garo Hills region to improve the response time of police," the CM stressed.

Meanwhile, Khasi Students’ Union and Federation of Khasi, Jaintia and Garo People, on June 6, sought the implementation of the inner line permit (ILP) to keep “doubtful citizens” out of the State, reports Nagaland Post. In view of suspected illegal migration from neighbouring Bangladesh into Meghalaya, moves are afoot to ensure that tabs are kept on even Indian citizens who enter the state. The call to implement the ILP in Meghalaya comes in the wake of Chief Minister Mukul Sangma admitting that there was an influx of people with “doubtful citizenship” into Meghalaya. On June 5, Sangma, had said, “Meghalaya has been facing the problem of influx of people with doubtful citizenship from the neighbouring states of Assam, Tripura and West Bengal.” The committee on influx, headed by Bindo M. Lanong, who at the time was deputy chief minister of the state, had recommended in 2012 that the ILP system be recommended in the state to check the influx of illegal immigrants.

The Shillong Times reports that an exchange of fire took place between East Garo Hills Police and Garo National Liberation Army (GNLA) cadres in a densely forested area at Adugre village near Williamnagar in West Garo Hills District on June 7. According to East Garo Hills Superintendent of Police, Jerry Marak, the incident occurred when a Police team along with Special Weapons And Tactics (SWAT) and Combat battalion for resolute action (CoBRA) personnel was returning after destroying a camp of GNLA ‘commander-in-chief’ Sohan D Shira. “The police raided the camp of Sohan D Shira but the militants had left the camp just before the arrival of the police, but while the police team was returning after destroying the camp an encounter took place with the GNLA cadres who were returning to the camp,” Marak informed. After a brief exchange of fire, the militants fled away and no causality was reported on either side. In a statement issued on June 8, Doang Shira, the ‘publicity secretary’ of ANVC-B said that their ‘chairman’ has been ‘missing’ since June 5, when the Special Operation team (SOT) and other Police personnel raided a place at Babupara in West Garo Hills District between 3pm to 4pm. According to the ‘publicity secretary’, before the incident took place, the ‘chairman’ was with two ANVC-B cadres. “After the incident, no one has seen our chairman and nobody has been able to make any contacts with him,” the ANVC-B statement said. The ‘publicity secretary’ claimed that two of their cadres were eyewitnesses to the raid carried out by the Police, but they couldn’t say anything further on what happened to the ‘chairman’ and how he disappeared from the spot.

While the first category of Police stations, consisting of 80 personnel, would come up in District capitals and other sensitive areas, the other category of Police stations with a strength of 40 personnel would replace all Police outposts in the State. Chief Minister Mukul Sangma made the announcement following his meeting with Union Home Secretary Anil Goswami on June 11 which was also attended by Home Minister Roshan Warjri, Chief Secretary WMS Pariat and senior State Government officials. Lack of manpower in different Police stations and outposts in the State remained the focal point of discussion at the meeting. The Shillong Times reports that Chief Minister Mukul Sangma, on June 12, informed that the peace agreement with the Achik national Volunteer Council (ANVC) and its splinter group Breakaway faction of ANVC (ANVC-B) would be approved by the Union Government ‘very soon’. The Chief Minister said the Centre has intimated to the State Government that the draft peace agreement has received the recommendations of various Ministries and it would be approved by the Union Cabinet very soon. The Centre and the State Government had signed the peace pact with the ANVC and its breakaway faction in January 2013. However, soon after the agreement was signed some ANVC-B cadres led by Singbirth N Marak alias Norrok deserted the outfit and formed the United Achik Liberation Army (UALA). The ongoing peace process again took a drastic turn after the ANVC-B threatened to go back to the jungle after the outfit’s chairman, Rimpu Marak, reportedly went ‘missing’ on June 5. For such an initiative, resources will prove to be a challenge and therefore we would like the support of the Ministry of Home Affairs,” Sangma said during a high-level meeting to review the overall law and order scenario in the State, which was attended by Union Home Secretary Anil Goswami and senior Government officials on June 11 evening. Besides setting up schools in the blocks, the State Government is also contemplating to seek special package for Meghalaya from the Centre to promote sporting activities to veer the youths away from the path of violence.“Children as young as 12 years are joining the militant outfits as they are often lured by these organizations,” the Chief Minister noted. Defending his Government’s decision to circulate the advisory, the Chief Minister, on June 26, said the step was taken to ensure that the “labourers do not fall prey to anti-social elements”. It may be mentioned that the hundreds of migrant labourers were escorted to Assam from Tura after violence erupted in Tura. Altogether nine labourers have lost their lives in different parts of Garo Hills in last one week. Chief Minister Mukul Sangma has held the view that the Central Government was solely responsible for guarding International borders in the North East region, reports The Shillong Times on June 29. He also said that the State faced a lot of problems through the International border while adding that arms and ammunitions are not made in Shillong or Tura but is rather smuggled from across the border. The Chief Minister also outlined the need to upscale the strength of the Police organisation in the State, while stating that the State Government has taken the requisite steps by creating new Police stations and strengthening the manpower even as he said that the density of Police personnel and Police outpost need to be increased. The State Government has also submitted proposals to the Union Ministry of Home Affairs (MHA) to strengthen the Police organization and the Ministry have asked the State Government to submit its proposal in two phases.

The Shillong Times reports that a Meghalaya delegation comprising of Garo Members of Legislative Assembly (MLAs) and Government officials from North Garo Hills District on June 28 morning held a meeting with Assam officials and the All Assam Minority Students’ Union (AAMSU) to try and get normalcy restored at the earliest and prevent any possible threat of economic blockade as warned by the neighbouring state’s student body. The AAMSU delegation during the meeting demanded a judicial probe into all killings of workers of Assam in Garo Hills in the recent past and sought an increase in ex-gratia payment to the families of the deceased and the injured. As a goodwill gesture the AAMSU has put on hold their proposed economic blockade of NH-51 through Paikan and NH-62 through Damra which brings in supplies into the five districts of Garo Hills.

GNLA cadre Jintu R Marak (19) hailing from Chokpot was caught from near Kherapara around 6 pm.

GNLA cadre Jintu R Marak (19) hailing from Chokpot was caught from near Kherapara around 6 pm. From his possession, Police recovered one 7.65 pistol with five live rounds of ammunition. An over ground supporter of the outfit identified as Nirmal Ch Momin (18) hailing from Momegre village was also arrested with the cadre. Following a lead on Jintu’s arrest, Police teams raided another village of Kherapara known as Ontapara and arrested GNLA cadre Bilsrang Marak (19) and confiscated another 7.65 pistol.

The GNLA has threatened to launch a ‘street war’ against Security Forces if the Government continues its anti-insurgency operation by bringing in more forces to Garo Hills. The statement assumes significance as the State Government is continuously asking the Ministry of Home Affairs (MHA) to sanction more forces to combat the worsening law and order situation in the region. The outfit’s political secretary Bikdot Nikjang said the security forces in the name of anti-insurgency operations were harassing innocent villagers. Responding to the State government’s SOS to send additional forces to tackle worsening law and order situation in Garo Hills after violence erupted in Tura, the Centre sanctioned six companies of CRPF and four companies of BSF recently.
