The GNLA had left a note at the site which said that the outfit killed the woman for being Police informer. Meghalaya Police have confirmed that GNLA militant Tengton led the group that executed the woman after attempting to molest her and branding her a Police informer. “Tengton was dispatched by Chokpot 'area commander' of GNLA Kiljang R Sangma alias Jangjang to murder the woman. Tengton was also the same militant who executed another innocent villager, Sengran R Marak at Daji Badimagre village of Chokpot,” informed Police. The militants branded Sengran Marak as a Police informer and killed him on May 27.

The Shillong Times reports on June 5 that the Court of Judicial Magistrate, First Class, Shillong has issued summons to 12 pro-Inner Line Permit pressure groups including the Khasi Students’ Union (KSU), Federation of Khasi, Jaintia and Garo People (FKJGP), Hynniewtrep National Youth Front (HNYF), Synjuk Seng Samla Shnong (SSSS), All Jaintia Youth Welfare Organisation (AJYWO), Jaintia Youth Federation (JYF), Jaintia Students’ Union (JSU), Ri Bhoi Youth Federation (RBYF), Khasi Women Welfare and Development Association (KWWDA), Garo Students’ Union (GSU), Association of Democratic Empowerment (ADE) and Achik Youth Welfare Organization (AYWO) asking the presidents and general secretaries of these groups to appear in the Court in person or through an advocate on July 8. The summons were issued in connection with a suit filed by the State Government against the damages caused by members of these pressure groups amounting to INR 31,09,50,158, during the spate of pro-ILP agitations in the State in 2013.

Underscoring that strengthening of the Police force and creation of a ‘Special Force-10’ to tackle insurgency was under way, Sangma said several schemes for gainful employment of the youth so that they are not lured into militancy, were also being implemented. He also said a list of interlocutors to hold dialogues with terror outfit Garo National Liberation Council (GNLA) has been forwarded to the central government for the latter's approval. Besides, the Government has also appointed two interlocutors to hold dialogues with splinter groups, on condition that they abjured violence, the chief minister said. The Centre has rushed 10 companies of additional paramilitary forces to assist the State Police to contain the situation in this region. The Centre will dispatch five more companies of paramilitary forces soon to the Garo Hills, chief minister said even as he expressed gratitude to the Centre for having responded positively to the request of the state by promptly dispatching central Security Forces.

He also added that various militant groups were active in all the five Districts of Garo Hills besides certain pockets of West Khasi Hills and South West Khasi Hills. Further, he added that some militant groups such as National Socialist Council of Nagaland (NSCN), United Liberation Front of Asom (ULFA) and the anti talk faction of National Democratic Front of Bodoland (NDFB-ATF) were helping in the creation of new rebel groups and there were some training camps which were jointly run by ULFA and Garo National Liberation Army (GNLA). In reference to the availability of sophisticated arms, CM stated that the arms were coming from countries like Bangladesh, Myanmar and China and stated that “this issue should be collectively tackled by the various States with the help of Centre.” The Sentinel adds that Meghalaya CM further stated that integration of the ongoing efforts to take on the militants is vital for the insurgency plagued States of the North Eastern Region.

The Shillong Times reports that even as the State Government is contemplating to declare certain pockets in militancy-infested Garo Hills as ‘disturbed area’, Meghalaya Director General of Police (DGP) PJP Hanaman feels that such a move is uncalled for at this juncture. Addressing pressmen on June 25, the DGP said that declaring Garo Hills as disturbed area would mean bringing the Army into the region “which is not desirable”. Hanaman, however, admitted that the State was short on forces. Hanaman said that the recent National Green Tribunal (NGT) ban on coal mining has also affected the militants in some way or the other. Expressing satisfaction at the performance of Meghalaya Police in tackling militancy, Hanaman said that it is quite possible that the outfits which are under peace settlement are selling their arms to other militant organizations for their survival. He said that the State based militants usually get arms and ammunition from Bangladesh, Myanmar and States like Nagaland. When asked about Police personnel with alleged links with militants, Hanaman said that there are “some bad apples in the force” and police have dismissed them besides keeping them out of circulation by booking them under the Meghalaya Prevention Detention Act (MPDA). On the recent kidnapping and rescue of a State Bank of India (SBI) branch manager, the DGP said that Police have so far identified three people who were involved in the incident but refused to divulge any further details about their links with militant outfits.

A delegation of NPP led by James Sangma and former Leader of the Opposition in the Meghalaya Assembly Conrad Sangma had met the Union Minister and appraised her about the overall law and order situation in the state and especially in the Garo Hills region which has witnessed a spurt in violence and militancy. The Telegraph reports that, on June 26, a militant identified as Dharma Kanta Rai who was on ‘deputation’ from the independent faction of United Liberation Front of Asom (ULFA-I) to the Garo National Liberation Army (GNLA) was killed during a rescue operation mounted by West Garo Hills Police at Darekgre near Rongmasugre village in West Garo Hills District to free the four traders identified as Gulu, Shah Alam, Azgar Ali and Atwar Ali who were earlier abducted by GNLA militants on June 25 from Kantanagre village under Dadenggre Sub-Division in West Garo Hills District. Police also recovered an AK-56 rifle, 66 bullets, two AK magazines, one 7.65mm pistol, one pistol magazine, 3 live rounds of a 7.65mm pistol, a walkie-talkie, two plastic explosives, three detonators, approximately 33,000 in cash and demand notes of the GNLA. Police suspect that abduction was planned by militant identified as Kimpret, the ‘area commander’ of GNLA in Dadenggre. The Inspector-General of Police (IG) G.H.P. Raju stated “The GNLA and ULFA are on an abduction spree in Dadenggre, Phulbari and Tikrikilla areas and have been sharing their loot. ULFA is taking the support of the GNLA in this area for shelter and finance.” The Shillong Times further adds that the slain ULFA militant was trained in the assembling and use of Improvised Explosives Device (IED) and was with the GNLA to target Police teams on the move. He had been operating with the GNLA for close to two years and his name in the group was Garo Champa.

The Sentinel reports on June 28 that the State Government has, through a notification, extended the tenure of the Garo Hills District Autonomous Council (GHADC) by six months to facilitate the peace pact with the Achik National Volunteer Council (ANVC). This was done to accommodate the demands of the ANVC to enhance the council strength from 30 to 45, besides devolution of powers to the existing council and to make grass–roots governance more plausible. A Government official stated that the Government–ANVC agreement had been formalized by the concerned Union Ministries and the Union Cabinet needed to endorse the agreements before pronouncing the formal pact, which will not happen soon due to activities of the Breakaway faction of ANVC (ANVC-B) on several opinions. ANVC ‘spokesman’ Arist Sangma stated that the ANVC leadership is now adopting a policy of ‘wait and watch’ after all the assurances made by Union and State officials.
