One Meghalaya Police constable identified as Mrinal Kanti Modok, who was abducted by a group of assailants on May 26 from Chipit village in East Garo Hills District, was killed even after receiving a ransom amount of INR 5 lakh from the victim’s family, a report said on June 3, reports The Shillong Times. Police on June 3 recovered the body of the victim from Dawagittimgre area in East Garo Hills. According to East Garo Hills District Police chief Davis Marak, initially the abductors had demanded INR 70 lakh from the wife of the victim. Later, they were paid INR 5 lakh, Marak said adding that after taking the money the abductors killed the constable.

After a long wait, the disbanding ceremony of United Achik Liberation Army (UALA) will be held at Dakopgre in Tura in West Garo Hills District on June 8 at 2 PM, reports The Shillong Times on June 6. Earlier, the disbanding ceremony was deferred many times as the verification of the cadres took more time than scheduled. Moreover, there were differences on the part of UALA ‘commander in chief’ Sengbirth Marak alias Norrok X Momin who wanted more clarification on whether the criminal cases against him and other cadres will be withdrawn by the government. However, the stand of the government is that criminal cases against cadres will be followed up as per FIRs and non-heinous cases will be withdrawn with the approval of the courts. Chief Minister Mukul Sangma, ministers, legislators, church leaders and senior citizens will be present during the disbanding ceremony.

The disbanding ceremony of United A’chik Liberation Army (UALA) scheduled to be held on June 8 has been postponed to June 9, reports The Shillong Times. The West Garo Hills Deputy Commissioner Pravin Bakshi who is also the Chairman of District Level Committee, which is monitoring the talks, said on June 6 that the disbanding ceremony of UALA has been postponed to June 9 as per fresh directions received. Meanwhile, verification has already started for the UALA cadres and the arms which are to be handed over are being compiled and organized for the disbanding ceremony.Even though only three days are left for the disbandment of the banned outfit UALA, the leadership of the outfit has not officially placed their arms and ammunitions before the designated agency, reports The Sentinel on June 6. A well placed source said that the arms and ammunitions are with the ‘self-styled commander-in-chief’ Norok Momin and he is expected to come with 20-odd cadres to hand over the hidden weapons in his arsenal on June 7. Sources said Norok has been insisting the government to drop all criminal charges registered against him.

Chased by the Police, while they were in the general camp of the Garo National Liberation Army (GNLA), two more cadres of the outfit, on June 7, surrendered to the Police in Williamnagar in East Garo Hills District, reports The Assam Tribune. The two GNLA militants, who hail from Dimogre village in Rongsak in East Garo Hills and identified as Mithun Ch Marak alias Sildoreng and Roberth Ch Marak alias Alda, surrendered in front of Superintendent of Police (SP) Davis Nestel R Marak. The duo had joined the GNLA as recruits of the 6th batch and had undergone training in firing of pistols and rifles and use of hand grenades and bombs. The cadres were staying together with other GNLA militants in the general camp of GNLA when Meghalaya Police laid a siege on them, firing from all directions. After the surrender, they said that they have been leading a very difficult life in the jungle amidst constant fear of attack and expressed happiness to come over ground.

Going in sync with the Union Government directives to the State Government that there should be no talks with the militant groups unless they surrender, Meghalaya Director General of Police (DGP) Rajeev Mehta, on June 9, ruled out the possibility of holding talks with the proscribed Garo National Liberation Army (GNLA), reports The Sentinel. “I think the most feasible way for the cadres of the GNLA are to surrender than thinking of talks”, Mehta said, adding, “Most of the cadres have already surrendered and my opinion is that there should be no leeway for such a group.”As many as 118 GNLA militants including five top leaders have surrendered with huge cache of arms and ammunitions in the past four months. Buoyed by the success, the state DGP said, “Rather than thinking of talks, we are putting more pressure on the rest of the GNLA rebels to surrender.” He further said that the Police force along with the other security agencies still have a task in hand. The GNLA led by ‘self-styled commander-in-chief (C-in-C)’ Sohan D. Shira along with around 12 cadres are virtually on the run.According to sources, Sohan D Shira has fled from Rewak forest in South Garo Hills and is hiding in West Khasi Hills now. His deputy Rupanto is said to have fled to the nearby area while another area commander identified as Baichung has fled to East Garo Hills. Another group led by an action commander identified as Kambak is hiding in disguise in some village in South Garo Hills, added the source.

One person, identified as Gelbert M Marak was seriously injured when some suspected Bangladeshi nationals shot at him at Bakli village near the Indo-Bangla international border in South West Khasi Hills District on June 9, reports The Sentinel. South West Khasi Hills Superintendent of Police (SP), HG Lyngdoh said that the incident took place at around 7:15 pm when Gelbert M Marak was returning home on a bike. He was stopped by some unidentified Bangladeshis who were trying to rob him. “When he managed to run away, he was shot with small arms and the bullet hit his right arm in which he was seriously injured,” the SP said, adding that the injured person was referred to Civil Hospital in Shillong for treatment.

The Border Security Force (BSF) official on June 9 informed that some insurgent groups of the Northeast region are taking shelter in Bangladesh and many times they vanish by the time Security Forces (SFs) reach the exact location, reports The Shillong Times. However, the Border Guard Bangladesh (BGB) often shares information with us about the movement of the militants operating in Bangladesh, the BSF official said.Earlier, Meghalaya Chief Minister Mukul Sangma had asserted that action against militants from the North East including Hynniewtrep National Liberation Council (HNLC) taking shelter in neighbouring Bangladesh is imminent and in the regard, the chief minister had also asked the centre to convince Bangladesh to take action against the North East militants in Bangladesh.

The official disbanding of the United A’chik Liberation Army (UALA) is set to take place on June 9 (today) at 2 pm at SMELC Conference Hall in Dakopgre in Tura in West Garo Hills District, reports The Shillong Times. The disbanding ceremony will be graced by Chief Minister (CM) Mukul Sangma in the presence of other ministers, Members of Legislative Assembly (MLAs), church leaders and senior citizens. West Garo Hills Deputy Commissioner, Pravin Bakshi, in a statement, informed that altogether 46 cadres of the outfit will bid adieu to arms during the disbanding and hand over weapons like AK series rifles, an light machine gun (LMG) and pistols along with arms. He said that it was assured the commander in chief of the outfit, Norrok X. Momin, will also be a part of the disbanding ceremony. “There are 27 cadres already in Baljek camp for whom the verification process is also complete and for the rest 19 it will be done in the same day as reporting. The district administration with police and official and non official interlocutors have been having a series of meetings in the past to pave way for the disbanding. The outfit was formed with the objective of protecting the rights of Garos living in Assam and had a presence in the Garo-dominated areas of Goalpara and Kamrup. Involved in kidnapping, extortion and killing, there are several criminal cases pending against its cadres.The government stand is that all criminal cases will be followed up according to the FIRs and non-heinous cases will be withdrawn with the approval of the courts. Norrok was not present during the signing of the agreement. However, he was present in one of the meetings, out of four held in the past three months to discuss modalities and rehabilitation package.Intelligence reports indicate that the UALA has a sizeable number of AK rifles, small arms and hand grenades, which the group took away from ANVC-B camps before deserting the parent outfit. In 2013, the outfit came under sharp criticism for targeting a particular community during Diwali in Assam's Goalpara District. Seven lives were lost in the incident.

The disbanding took place in the presence of Chief Minister (CM) Mukul Sangma, Home Minister Roshan Warjri, church leaders, senior Police officers, government officials and other dignitaries. The disbanding ceremony was chaired by West Garo Hills Deputy Commissioner Pravin Bakshi. There was however, no formal ceremony of laying down arms as the same was done prior to the disbanding ceremony. The arms that were displayed during the disbanding included two AK series rifles, an light machine gun (LMG), a double barreled shotgun, three pistols, a rocket launcher and grenades. Controversial UALA ‘commander in chief’ Norrok X. Momin was also present at the ceremony.The CM while speaking on the occasion hailed the decision of the UALA to come over ground and assured that the government would provide the cadres of the outfit to resume normal lives through several welfare programmes. Stating that militancy was not confined to the state of Meghalaya but the entire North East, he said other states could follow the example to bring militant groups to the mainstream. “Our approach was different. It was not a political dialogue but a peaceful approach. The same can be done in other insurgency hit regions,” he said. Home Minister Roshan Warjri urged the cadres to be prepared to live normal lives and to respect the dignity of labour. She appealed to them to work for the peace and development of the State.The UALA ‘chairman’ Novembirth Marak informed that the outfit had tried to convince five other outfits to come together under the banner of the A’chik Revolutionary Front (ARF) to come to the mainstream. Though the State Government has entered into an agreement with United A’chik Liberation Army (UALA) leading to its disbandment on June 9 coupled with a series of surrender of Liberation of Achik Elite Force (LAEF) and Garo National Liberation Army (GNLA) militants in last month, the government is yet to fulfill the demands of Achik National Volunteer Council (ANVC) and Breakaway faction of ANVC (ANVC-B) militants as per the agreed text of settlement, reports The Shillong Times on June 11. Moreover, the disbanded ANVC and ANVC-B cadres are yet to get the one time financial package of INR 1.5 lakh per cadre and the pending stipend of INR.3, 500 per month for almost two years, report said. More than 300 cadres of ANVC and ANVC-B will avail the package which means that the State Government will have liabilities of crores of rupees. While the Centre will allot INR1.5 lakh as per its rehabilitation policy, the State Government is planning to add INR 1 lakh more. “Hence the total amount to be availed by the UALA cadres is INR 2.5 lakh each”, the official added. As many as 68 cadres of UALA bid farewell to arms during the disbanding ceremony held recently in Tura. The Chief Instructor on Commando Training of the newly raised SF-10, Brigadier (Retd) WR Sturgeon said, “The cadets including the 33 girls have been trained up to meet any situations and conditions that a commando may face.”A group of SF-10 have already deployed in Garo Hills in the name of training when the objective was to aid the counter insurgency team in flushing the militants from the thick jungles of East and South Garo Hills, report added. Sources said that the trained SWAT (Special Weapons and Tactics) team will be absolved in the SF-10 team but they have to undergo another three months training as per the absorbed modules.

According to Bakshi, the top brass of the UALA would be queried on what kind of skill development training is to be provided to the cadres in addition to spiritual counseling. “We will have more comprehensive reviews with them and we may have to go for re-verification as well,” he said. Reacting to a query, the deputy commissioner said all the cadres who have disbanded have been registered and the district administration has the contact details and addressed of all the cadres. It is learnt that the surrendered UALA cadres will get a one-time package of INR 250,000 each and the monthly stipend meant for the UALA cadres will be used for their counseling and other expenses.

With the exit of the rebels comes the gang from the other side of the border. The modus operandi of the groups, according to Police sources, is to have a linkage with a local inside Indian Territory, who would identify the potential victim and prepare a chart of the operation.Separately, Police are focusing on those areas of East Khasi Hills District which are in close proximity to the porous Indo-Bangladesh border to ensure that the militant outfit Hynniewtrep National Liberation Council (HNLC) does not raise its ugly head again, reports The Shillong Times on June 28.
