Former Khasi Students Union (KSU) Vice-president Fredrick Kharmawphlang and 13 others, who recently joined the Hynniewtrep National Liberation Council (HNLC), are believed to be somewhere in Meghalaya and are yet to cross over to Bangladesh, Border Security Force (BSF) officials informed on March 2, reports The Shillong Times. The BSF personnel have been asked to augment their vigil in the border in view of the development. The Shillong Times reports that the 13 pro-Inner Line Permit (ILP) pressure groups have decided to propose for the introduction of an ILP regime which would suit the local conditions. Federation of Khasi-Jaintia and Garo People (FKJGP) president Jo Marwein after a meeting of the pressure groups on March 3 said that they would propose in their charter the introduction of an ILP in the State which is different from the ILP system that is already in force in Mizoram, Arunachal Pradesh and Nagaland.

In a statement issued to the media on March 2, GNLA’s ‘political affairs secretary’ Bikdot Nikjang Marak said that in a recent meeting the GNLA resolved to ‘serve’ ultimatum to the Government to make clear its plans on holding talks with the outfit. It was on January 26 that the Governor, in his Republic Day speech, had appealed to the GNLA to come to the negotiating table. Following this, the GNLA had expressed its desire to hold talks with the Government.

One ANLCA cadre, identified as Charles D. Shira surrendered before the Police, The Shillong Times reports on March 5. Shira surrendered before East Khasi Hills Superintendent of Police M Kharkrang and deposited one AK-56 rifle, one magazine of AK-56, eight rounds of 7.65mm live ammunition, one round of 7.62mm live ammunition, eight rounds of .303 ammunitions and one .32 pistol magazine. He joined ANLCA in January, 2014, through one Sengpan, one of the leaders of ANLCA who was recently arrested in Garo Hills. He had deserted the ANLCA camp located inside the jungle in Dagal area, North Garo Hills one week back along with the arms and ammunition before surrendering.

Addressing the opening day of the Budget session of the Meghalaya Assembly on March 8, Governor K.K. Paul expressed concern about the activities of GNLA in the Garo Hills. According to the Governor, the activities of Hynniewtrep National Liberation Council (HNLC) had seen a decline during the past one year because of the constant pressure mounted by the State Police. Their movement and activities were confined to certain areas along the Indo-Bangladesh border. During 2013, as many as 108 militants were arrested and 19 militants had surrendered and large quantities of arms and ammunition were also seized, he said. While the Indian delegation was led by BSF Inspector General (IG) of Assam frontier, Sudhir Kumar Srivastava, the 20-member Bangladesh delegation was headed by Brigadier General Mohammad Habibul Karim. During the meeting, the BSF handed over a list of 66 camps of northeast insurgents to the Bangladesh delegation, seeking action against them. "We have submitted whatever intelligence information we got about the camps, location of the camps. We have not told them the leaders or any name. You must be attending this meeting earlier also. There used to be a huge list of camps. If you collect the data of 5 yearrs back and if you collect the data of this time, the number has reduced down to a considerable level because of their taking proactive action against the groups," said Srivastava. The BSF has also requested for a solution to the dispute regarding the setting up of wire fencing in some parts of the border. The two sides also discussed other issues like better border management, tackling the smuggling of drugs and fake currency and reducing border crimes.

A 12-member group of armed GNLA militants led by its ‘action commander’ Ajan Ch Marak alias Jimmy Momin came down to Asiragre village, three kilometres from Williamnagar (East Garo Hills District), and targeted the home of Servison. According to Police, the militants first tried to forcibly take him away at gunpoint. When Servison resisted the move, he was shot by Jimmy Momin. Servison Sangma who was earlier in the GNLA and went by the outfit’s name of Kocheng surrendered unarmed to Williamanagar Police in 2013. On March 27, the GNLA had threatened to target the Congress party giving a deadline of three days if the Chief Minister does not clarify on the peace talks with the militant outfit. After the threat, the Government, on March 28, clarified that the Chief Minister Mukul Sangma and the Chief Secretary had written separately to the Centre on the need to hold talks with the Government. Following the development, in a statement issued in the night of March 28, Bikdot Nikjang Marak, the ‘Political Affairs Secretary’ of GNLA said that the militant outfit appreciated the stand of Chief Minister for his clarification and Home Ministry’s confirmation on the serious matter.

Interestingly, the outfit excluded politicians including Members of Legislative Assembly (MLAs), Members of District Council (MDCs) and Members of Parliament (MPs) from its target but warned that they would have to work with dedication for the cause of Garo Hills and its people or face the consequences.

Garo National Liberation Army (GNLA) headed by Sohan D Shira, on March 29, urged six other Garo outfits to shun the path of violence and enter a peace dialogue with Government in the interest of peace and development of the region. The suggestion by the GNLA comes just a day after the Central government acknowledged that it had received three names from the Meghalaya Government for the mediator’s role to initiate peace talks between Government and the outfit. The six outfits are Liberation of A’chik Elite Force (LAEF), United A’chik Liberation Army (UALA), A’chik Tiger Force (ATF), A'chik Songna An' pachakgipa Kotok (ASAK), A’chik National Liberation Central Army (ANLCA) and A’chik National Cooperative Army (ANCA). In a statement issued on March 29, Shira said, “If these six outfits are sincere in their intention to work for the cause of the Garo people they should join hands and come forward to form a single organization called Garo United Liberation Front (GULF) which will be welcomed by the people of the region”. on March 29 that the United A’chik Liberation Army (UALA) has announced that a conglomerate of Garo rebel groups operating in the region is withdrawing their proposed shutdown of Garo Hills, two days before the expiry of the deadline given to the Meghalaya government to release a former militant who after surrendering to authorities was arrested and allegedly tortured in West Khasi Hills District, reports. Speaking on behalf of five rebel groups- Liberation of A’chik Elite Force (LAEF), ASAK, A’chik National Cooperative Army (ANCA) and A’chik National Liberation Central Army (ANLCA), the UALA ‘Chairman’ Chiindik Marak said that the decision to withdraw the proposed shutdown was taken following positive steps from the Government side. “We decided to call off our deadline after receiving positive information that the government has released from captivity our former cadre Charles D Shira,” said the UALA. The deadline by the joint groups was to expire in the night of March 30. The ANLCA militant Charles D Shira had surrendered to Police with arms in Shillong but was subsequently arrested and taken to West Khasi Hills District where he was allegedly put through a torture angering the militant groups. Also, the UALA has warned the GNLA for continuing its tirade against other militant outfits operating in the Garo Hills. Taking strong exception to the systematic targeting of cadres belonging to ASAK, ANLCA, ANCA, LAEF and UALA, it warned that similar response would be given unless the GNLA halted its attacks. The UALA has taken strong exception to the killing of cadres Winsing D Shira, Tengmil D Shira and Markush S Marak, all hailing from Darichit village in South Garo Hills, who were recently executed by GNLA militants.

Jywra informed that KSU would observe the Khasi National Awakening Day on April 4 across the Khasi-Jaintia hills. In a statement issued on March 30, the ANVC-B also expressed its displeasure that the Meghalaya Government had not finalized the camps for its cadres. “It is an irony that the State Government responded promptly to the GNLA threat but disregarded the finalization of camps for ANVC-B cadres and such delay is bound to frustrate the ANVC-B cadres and scatter them further, thus creating confusion and giving rise to more splinter groups,” the statement said.

The GNLA had on March 29 come out with the idea of all the insurgent groups coming together under the banner of a Garo United Liberation Front (GULF) to ensure the movement gained a ‘proper direction’. UALA 'chairman' Chiindik Marak said in a press statement that “We will never welcome the proposal of the GNLA, unless and until they initiate a discussion on the issue of a separate State. We are dedicated, humble and responsible soldiers fighting for Garo people’s rights. We will support the peace process, if government makes their intentions clear on the issue of separate State”.
