Meghalaya Director General of Police (DGP) Rajiv Mehta has pointed out that insurgency in the Garo Hills region has been on the decline for the last three months even as he said operations against outfits and ultras would continue ‘aggressively’, reports The Shillong Times on March 3. On March 3, reports that DGP stated that "It is good news if insurgents are rejoining the mainstream and peace prevails", when asked about claims made by GNLA that it is not involved in anti-social activities. He also stated that the Police would react and go ahead on the insurgency scenario of Garo hills, according to the ground situation and information available. The Sentinel further adds that DGP asked the Superintendent of Police (SPs) of the five Garo Hills Districts to effectively involve the community in the fight against militant groups. DGP Rajiv Mehta stated that "You cannot fight the militants without the community support and that message has been made it clear to the SPs. Better police-public relationship is needed for better results, He also asked the SPs to direct all the subordinate officers to be active on the ground to make Counter Insurgency operations and Policing more effective. He also asked the SPs and other senior officers to make policing more visible in the strife torn districts of Garo Hills.

Inspector General (IG) of Border Security Force (BSF) Meghalaya Frontier, Sudesh Kumar, on March 4 stated that Bangladesh Government has sought access from the Indian Government to allow movement of its Security Forces (SFs) to enter inside the rugged terrain of Chittagong Hills Tract (CHT) in order to launch a crackdown against Indian rebels in CHT, reports Nagaland Post. “They (Border Guards of Bangladesh) have informed us about their willing to launch crackdown against the Indian rebels hiding in Chittagong Hills Tract. But the rugged terrain of the area (Chittagong Hills Tract) has dampened their spirit and therefore, they have sought access to enter that area from Tripura,” The IG also added that Indian government was yet to take a call on the request. He also added that there were 39 active camps and hideouts of North East militants in different parts of CHT. Four Indian north-eastern states of Tripura, Meghalaya, Mizoram and Assam share an 1,880-km border with Bangladesh.

Son of the Nokma (village headman) of Oragitok in West Garo Hills, identified as Sengbath Marak was killed in an encounter between suspected militants of the Garo National Liberation Army (GNLA) and Police in Rongram in West Garo Hills District, on March 4, reports The Assam Tribune. He was killed in the encounter when Police stormed a house in the village of Romba Ading to flush out GNLA militants who had taken shelter there. According to police there were four militants along with the Nokma’s son inside the house when it was raided. The other militants managed to escape by opening fire and fleeing into the nearby jungle, close to Nokrek Biosphere. Police further added that he was involved with the armed group because he opened fire on the Police. A 7.65 pistol with two live rounds, two magazines, three GNLA demand notes and a detonator were recovered from the encounter site.

A communiqué from the State Government said that Chief Minister reiterated the request to constitute the boundary commission and to evolve an institutional mechanism to resolve the vexed boundary problem between the states. He also requested the Centre to consider and act on the matter seriously in view of the sensitivities involved and the recent developments along the Assam-Nagaland border."The Chief Minister also added that it was imperative to amend the Sixth Schedule of the Constitution so that the proposal to increase the number of seats in Garo Hills Autonomous District Council (GHADC). The State Government had extended the term of the GHADC with effect from February 18, 2015 to August 17, 2015. One of the clauses in the Memorandum of Settlement (MoS) with Achik National Volunteer Council (ANVC) was the increase of seats in GHADC.

Meghalaya Governor Keshari Nath Tripathi has made a conditional talks offer to both Hynniewtrep National Liberation Council (HNLC) and Garo National Liberation Army (GNLA) by saying that commitment of the Government to have dialogue with the militant outfit remains, provided they give up their anti-national stance and abjure violence, reports The Shillong Times on March 9. The Governor also added that Government has invested heavily in upgrading the security infrastructure and a new battalion of specially trained and equipped commando force is also being raised. “Despite various challenges, the law and order situation has, by and large, remained stable”. On smuggling of arms from neighbouring countries, the Chief Minister said that the North-East will be free from the problem of militancy “if smuggling of arms is stopped.” Sangma said that the state had sought the cooperation from other North-eastern states in its fight against militancy. On March 10, heavily armed Garo National Liberation Army (GNLA) militants numbering about 40 ambushed a Police team travelling from remote Rongara Police Station to Baghmara in South Garo Hills District, at Panda reserve forest area and killed four Police men and took away their arms and ammunition, reports The Shillong Times. Two Police men were also injured in the attack. The Police men who have been killed have been identified as Sub-Inspector Sombatsing K Sangma, driver Tangseng Arengh, Battalion constables Lenin Ch Marak and Hemingstone Marak of the third Battalion of Meghalaya Police. After the firing stopped the militants approached the vehicle and decamped with an AK rifle, two INSAS rifles, a 9 mm pistol and ammunition. The injured Police men have been identified as Constable Baiti Sangma and Arpon Sangma. Further, Police stated that GNLA ‘chief’ Sohan D Shira orchestrated the attack on the police team at Panda reserve forest. The magnitude of the attack and the large number of militants in one place at a time had lent support to the reports that the militant chief was present in the area. Meanwhile, the state Government has announced an ex-gratia of INR 750,000 each to the next of kin of the deceased, and INR 50,000 for the injured Police men reports The Shillong Times. Meghalaya Director General of Police (DGP) Rajiv Mehta has reviewed the security arrangements. At a meeting convened on March 16, DGP has given clear directives that senior Police Officers visit interior areas and villages and instil confidence in people. Mehta has given a call to police officers in Garo Hills that policing should not be confined to roads but officers must tour villages on foot and interact with the villagers as a strategy for area domination and also to bridge the gap between people and Police. Also, there will be a break in GNLAs indefinite strike in Ampati constituency in South West Garo Hills on March 17, reports The Telegraph. The strike however will resume on March 18. One factory made pistol, two single shot rifles, three live rounds, one machete and other war like stores were recovered during the operation. The operation was carried out on the basis of intelligence input that four to five AMEF terrorists were present in a camp in Petchong Jonksi in North Garo Hills. While approaching the camp, a group of about six terrorists were encountered. Another source, meanwhile, said two more persons of the same group were apprehended following the encounter. They were identified as Delnot Momin and Robin Momin.

However, there is no plan on the part of ANVC to form a separate political party, as the top leaders intend to join other political parties. “We are not going to form any political party due to financial and physical constrains but some of us are planning to join other political parties,” ANVC publicity secretary Arist Sangma told The Shillong Times. East Garo Hills Police on March 31, shot dead a senior ‘commander’ of Garo National Liberation Army (GNLA) , identified as Kiljang Sangma alias Jangjang , after Police stormed his hideout in the deep forests of Nengkhra area of East Garo Hills District, reports The Shillong Times. He was the ‘area commander’ of Chokpot region in South Garo Hills, in 2014, when GNLA militants killed a civilian Josbina Sangma, accusing her of being a police collaborator. District Police Chief Nestell R Marak also added that “The GNLA ‘commander’ was shot dead during the exchange of fire and we recovered an AK rifle, magazine with ammunition, his identity card and solar plates. It was a permanent camp housing around 7-8 cadres,”

Suspected GNLA militants, on March 31, triggered an Improvised Explosive Device (IED), narrowly missing a three-vehicle convoy of Border Security Force (BSF), at Kherapara in West Garo Hills District, reports The Shillong Times. The attack was in retaliation against the killing of GNLA ‘commander’. Media Officer of Meghalaya Police claimed that the GNLA’s Hadeo Ch Momin Group was involved in the IED attack. After the incident, a bomb disposal team from Tura rushed to the spot and identified a circuit used in the IED along with remnants of gelatin explosive materials.
