Four cadres of the Hynniewtrep National Liberation Council (HNLC) were convicted of arms smuggling and imprisoned for 17 years in Bangladesh, said Additional Director General of Meghalaya Police (Special Branch) S. K. Jain on May 2, reports Times of India. "Sketchy reports from various networks confirmed that the four convicted Indians in Bangladesh are members of the outlawed HNLC," said Jain. On April 29, the court of Additional District and Sessions Judge of Sylhet-I convicted Robin (35), Mill (28), Over (25) and Star (24) - all hailing from Shillong - in a five-year-old case of arms smuggling. All the four, Jain said, were wanted by the Meghalaya Police for their involvement in the biggest bank robbery in Jaintia Hills District on January 24, 2005. On July 15, 2005, Bangladesh Rifles (BDR) troopers arrested the four HNLC militants from Karaballa point under Sylhet District after they entered Bangladesh through Karimganj sector in Assam. The BDR recovered from their possession an AK 56 rifle, three grenades, two 9-mm pistols, 316 bullets and four magazines of AK 56 rifle, 328 bullets and three magazines of 9-mm pistol, INR 3,000 and BDT 2,700. According to the Police official, the HNLC is closely linked to the National Socialist Council of Nagaland- Isak-Muivah (NSCN-IM) and the National Liberation Front of Tripura (NLFT).

Police sources reports that Achik National Volunteer Council (ANVC) is currently divided into three groups. Police said that the first major group belongs to those cadres whose primary interest is to be rich by means of extortion. "Most of the cadres belonging to this group have already associated themselves with the new militant outfit GNLA [Garo National Liberation Army] led by Meghalaya Police 'DSP' Champion R. Marak," Police sources said on April 30. The GNLA has been under the Police scanner for serving extortion notes, ranging from INR 500, 000 to ten million , to petrol pump owners, coal dealers and businessmen in the coal-rich Districts of Garo Hills. Police sources said the second group includes mostly the top leaders, who are involved in peace talks with the Government. "These top leaders of the ANVC are also living lavish lifestyle," Police sources added. On the other hand, the third group with a very few numbers includes those who wanted to return to the mainstream. "Most of them are ANVC members for namesake only. They are fed up with the outfit's activities," Police sources said.

Three People’s Liberation Army (PLA) cadres were arrested by the Border Security Force (BSF) at Dawki in Jaiñtia Hills District on May 4, when they were trying to infiltrate from Bangladesh, reports Imphal Free Press. They were identified as Nupamcha Nanda Singh of Pungdongbam in Imphal East District of Manipur, Ananta Singh (37) of Konagoan in Kamalganj District of Bangladesh and Th. Shanti Devi (55) of Jiribam in Imphal East District of Manipur. INR 14,525, one cellular phone, a Mayanmari language note book and a Chinese multi-utility knife were from their possessions. The report adds that various parts of Sylhet District and Chittagong Hill Tracts in Bangladesh bordering Tripura, Mizoram and Meghalaya were places where militants belonging to various outfits in the Northeast had set up their hideouts.

Hynniewtrep National Liberation Council (HNLC) was involved in the abduction and subsequent killing of the Khasi Students Union (KSU) leader Phershial Kongwang in 2007. The slain KSU leader's father Gabriel Kharmawshun said, "Some surrendered HNLC cadres had informed us that our son was killed by the outfit." Self-styled 'sergeant major' of the outfit Poniston Pakyntein, who was arrested by the Border Security Force from Dawki in Jaintia Hills District in May 2010, had confessed before the Police that he was involved in the abduction and killing of Phershial on December 16, 2007. He disclosed that he and some of his accomplices took the KSU leader to Radhanagar Bagan in Jaflong area of Bangladesh and killed and buried him there. Meanwhile, KSU general secretary Hamlet Dohling said, "HNLC should clarify as to why was he kidnapped and killed."

The India-Bangladesh border area-Shillong bound bus was coming from Majai, a village along the international border about 90 kilo meters from Shillong. From the bus, the BSF troops recovered 560 grams of Plastic Explosive (PEK) and nine electric detonators. The seized explosives were later handed over to a Police station in the area.

Another militant outfit, Hynniewtrep Tiger National Front (HTNF), was formed. The new outfit's ‘chairman’ Nathan Kshiar in a statement to the press persons on May 19 claimed their main objective is to "safeguard and protect the interest of the Khasi and Jaintia people." Stating that they "would not allow big businessmen to harass the poor people," the outfit also warned "criminals" against indulging in drug selling and other crimes. "The outfit will also not tolerate any kind of indecent behaviour especially by the young Khasi boys and girls," the statement said adding, "We are totally against adultery and also women marrying non-tribals." Besides the ‘chairman’, the other top cadres of the new outfit were ‘commander-in-chief’ Khraw Kyndiah, ‘general secretary’ Prince Lyngdoh and ‘publicity secretary’ Jonas Kharir.

He reportedly identified the deserters who were undergoing training as one Patrick from Nokil Awe locality of Williamnagar, Clever from Rongkon, John from Kapasipara, Albinson from Bolkingre, Matchallang from Nengmandalgre, Jokins, Bilgrak and Maham from Naringre and one Bijesh from Songsak. The GNLA leader in that SMS message cautioned his junior leaders to be wary of further desertions and to ensure weapons are kept in check to prevent any theft from the armoury.

The Police teams from West Garo Hills and East Garo Hills along with the Central Reserve Police Force (CRPF) personnel neutralised a camp of the Garo National Liberation Army (GNLA) after an encounter inside the Durama hills range straddling both East and West Garo Hills Districts on May 19, according to Shillong Times. While GNLA militants managed to escape into the forest, a heavy medium machine gun (MMG), a large quantity of its ammunition, one foreign made Uzi machine gun, several grenades, crude bombs, a computer laptop, a generator for power generation and a lamination machine, extortion notes and letter pads of the outfit were recovered from the camp. The report adds that both the ‘chairman’ of the outfit, Champion R. Sangma alias Pakchara and ‘commander-in-chief’ Sohan D. Shira were inside the camp prior to the encounter. This was the third camp of the GNLA and reportedly housed about 35 cadres. The previous two camps of the outfit at Nengmandalgre in East Garo Hills District were earlier abandoned by the militants.

Chief Minister Mukul Sangma met Center’s interlocutor P. C. Haldar on May 26, according to Shillong Times. After the meeting, the Chief Minster said the State Government is still examining various demands of the Achik National Volunteer Council (ANVC) including creation of a separate Garoland autonomous council. The report adds that the cease-fire agreement between the group and the Government was extended for another three months in March 2010 and the Garo group also had a meeting with Haldar in Shillong on March 16 to discuss their different demands. The outfit earlier had also threatened to break the tripartite cease-fire agreement with the Centre, if the latter fails to fulfill their various demands.

The outgoing Border Security Force (BSF) Inspector General Prithvi Raj, addressing his last press conference in Shillong on May 28, said that altogether 55 militants were arrested by the BSF in the Assam-Meghalaya sector in a time span of one year, according to Shillong Times. He said, "33 militants out of 55 were apprehended on the border while the rest were caught during CI Operations." "The BSF is making all efforts to check anti-elements from entering Indian territory. Around 710 migrants were apprehended by the BSF personnel during a span of one year," he added. The BSF Chief said, "The major challenge for me was to contain infiltration either by migrant labourers from Bangaldesh and militants." He also informed that altogether 17 militants belonging to different militants groups have surrendered and joined the mainstream. The BSF Chief also endorsed the view that fencing of the India-Bangladesh border would contain the movement of migrants, militants and smuggling of arms. The report adds that 44 linkmen of various militant groups of the Northeast operating in Bangladesh were arrested in 2009.
