Kharbani and four others arrested from Rangthong village, South West Khasi Hills when they were on their way to Shillong on May 2. “We had specific input that Kharbani recently had gone to Bangladesh to meet the top leaders of the HNLC,” Police sources said. It is also revealed that among those arrested along with Kharbani, one was a former member of the banned outfit. All of them were produced in a court on May 3. The court, meanwhile, remanded them in five-day Police custody. “All the arrested are having links with HNLC. We have also seized some demand notes along with the letter heads of the banned outfit,” a senior police official said. Replying to a query, the senior Police also informed that the HANM president was helping the outfit in various ways including by generating fund for the council. Meanwhile, despite opposition from several quarters, the State Government has given its nod to setting up of two official camps for ANVC-B, one in West Khasi Hills and another in North Garo Hills, reports The Shillong Times on May 7. A Home department official said on May 5, that since many ANVC-B cadres hail from West Khasi Hills, the Government has allowed setting up of a camp in that district as it would prove to be ‘conducive for the cadres’. Also, Hill State Peoples Democratic Party (HSPDP) vice president Ardent Miller Basaiawmoit stated on May 8 that his party has not changed its stand as it was still sticking to its demand for implementation of the ILP regime as per the Bengal Eastern Frontier Regulation, 1873, disagreeing with the proposal for the introduction of a modified ILP in Meghalaya as suggested by the 13 pressure groups, reports The Shillong Times. He said “I do not see much difference between the original and the modified ILP. In the original ILP we have check gates to verify the antecedents of the people who enter the State while in the modified ILP, we have the spot verification”. Meanwhile, the Ri Bhoi Youth Federation (RBYF) joined HSPDP and Garo National Council (GNC) demanding bifurcation of Meghalaya into two, one for Khasis and Jaintias and the others for Garos. RBYF also asserted that the 13 pressure groups have not retracted from their demand for implementation of ILP in the State but they have decided to go for a modified ILP to suit the need of the hour. RBYF president Bipul Thangkhiew stated that after bifurcation of Meghalaya, a separate state for Khasis and Jaintias will be created which will pave way for implementation of ILP in its present form in the ‘newly-created’ Khasi-Jaintia state. The RBYF called upon the regional parties in power in KHADC especially KHNAM and HSPDP who have been raising the issue of ILP to look into the United Khasi Jaintia Hills (Application of Law) Regulation, 1952, and examine whether there is any authorization to implement the Bengal Eastern Frontier Regulation Act, 1873, within the jurisdiction of the KHADC.

India: ANVC-B reiterates its demand for designated camp in Khasi Hills of Meghalaya The Shillong Times on May 12 reports that the Breakaway faction of the A’chik National Volunteers’ Council (ANVC-B) reiterated its demand for a designated camp in Khasi Hills for its cadres, stating that there would be “no solution” if the camp was not established. The latest reiteration has come at a time when the search for two designated camps one in North Garo Hills and the other along the border of West Khasi Hills-South West Khasi Hills is still going on and political parties such as Khun Hynniewtrep National Awakening Movement (KHNAM) and Hill States People’s Democratic Party (HSPDP) along with pressure groups have opposed the move to establish the designated camp in the Khasi Hills. ANVC-B 'publicity secretary' Doang Shira stated that “ANVC-B will not step back in our demand for a camp in the Khasi hills. No camp in Khasi hills will mean no solution. ANVC-B is firm in its demand to have a camp in Khasi hills. Opposing groups are making the situation vulnerable and non-conducive, for which, we should not be held responsible. If they were sincerely objecting to our demands, we would like to see them come to our areas and make their demands”. He also said that ANVC-B was only demanding their rights.

Hill State People's Democratic Party (HSPDP) vice president Ardent Miller Basaiawmoit said on May 15 in Shillong that setting up of the designated camp in the West Khasi Hills District would create a sense of insecurity among the people of the area since ANVC-B was indulging in illegal activities such as extortion in coal mining area of West Khasi Hills (WKH). He also said he suspects that ANVC-B might have a hidden agenda to insist that they would like to set their designated camp in Khasi Hills. The move could also be a strategy to extend the Garoland demand to Khasi Hills areas. Also, the Garo Nokma (headman) and general public of Khasi Hills appealed all the political parties and NGOs of Khasi Hills and also the leaders and members of ANVC-B not to bring any misunderstanding regarding the matter relating to the setting up of the designated camp in West Khasi Hills.
