The ANVC-B has also declared a non-cooperation movement against the legislators of Garo Hills and Garo Hills Autonomous District Council Chief (GHADC) chief PK Sangma. In a statement issued on October 1, the ANVC-B said bandhs (shut down strike) and other democratic protests have failed to make any impact on the Government and so the outfit will initiate mass awareness on adult franchise and democratic rights.

Meghalaya chief minister Mukul Sangma, on October 2, admitted to a politician-militant “nexus” in the State and warned lawmakers that they would not be spared if they turned law-breakers, reports The Telegraph. He said he had been maintaining all along that a politician-militant nexus, cutting across party lines, could not be ruled out but this needed to be “substantiated”. Sangma’s was replying to a question on jailed Garo National Liberation Army (GNLA) leader Champion R. Sangma’s statement that his outfit would support the Congress in the Assembly election of 2013. “The Congress does not need the support of criminals,” the chief minister said.

The Shillong Times reports that a teacher of Adokgre School who was abducted by suspected militants of Breakaway faction of Achik National Volunteers Council (ANVC-B) on September 27 from his house at Resubelpara in North Garo Hills District, was released in the night of October 2. According to sources, the teacher identified as Christopher G Momin was kept confined in a hideout of the rebels in Bajengdoba region in West Garo Hills District. The ANVC-B militants abducted him believing that he was working as a Police informer and demanded INR 700,000 for his release, police said on October 3. After realizing that they had kept captive a wrong person, the militant group released him. However, they demanded a sum of INR 100,000 from him as a ‘maintenance cost’ for the period he was kept as captive. It is not known whether the amount was paid or not.

Chief Minister Mukul Sangma on October 4 demanded sealing of the international border to prevent militants from getting arms, which in turn may help achieve sustainable peace in the State as well as the entire Northeastern region. “The international borders must be effectively guarded to ensure that consignments of arms and ammunitions do not reach the hands of militants in the State or elsewhere in the region,” he said. The Chief Minister also outlined the need to upscale the strength of the Police organisation in the State, while stating that the State Government has taken the requisite steps by creating new police stations and strengthening the manpower.

The Shillong Times reports on October 5 that Meghalaya Government is facing an uphill task in the run up to the Assembly elections as it has to control the activities of several militant groups in the State. Four main militant groups — Hynniewtrep National Liberation Council (HNLC) in Khasi Hills and Garo National Liberation Army (GNLA), Achik National Volunteer Council (ANVC) and breakaway faction of ANVC (ANVC-B) in Garo Hills — can play a crucial role in influencing the outcome of elections if the candidates fall into the ‘temptation’ of making use of these militants to further their cause. There are also minor groups including Liberation of Achik Elite Force (LAEF) who are active in the border areas of West Khasi Hills and East Garo Hills. ANVC publicity secretary, Arist Sangma, however said, his outfit, currently under ceasefire, would not meddle in the 2013 election. The HNLC is yet to make its stand clear on the elections while the ANVC-B has already announced that it will initiate mass awareness on adult franchise and democratic rights besides mobilizing a democratic front for the 2013 polls. However, the biggest cause of worry is the recent announcement of GNLA ‘chairman’ Champion Sangma that the outfit was ready to support Congress in the election.

The Shillong Times reports that that a covert operation undertaken by Tura Police commandos who crossed over to the South West Garo Hills District resulted in a major gun fight at Salmanpara village in which one Garo National Liberation Army (GNLA) militant, identified as Liluti Sangma, was shot dead while a second one surrendered on October 6. The third militant escaped from the site. The well planned operation began during the morning hours when a hardcore GNLA sympathizer, Sabithson Sangma was arrested by Policemen in plain clothes when the former had come to Tura to purchase a mobile phone for a senior militant of the outfit. Police recovered one AK 47 rifle, 40 rounds of ammunition, 5 detonators and GNLA documents from the site of the encounter.

The vehicle carrying the officer was moving from Tikrikilla towards the Bolsong state road when a group of five to six masked men with weapons came out of the bushes at Gapuli reserve forest, near Tikrikilla and abducted the officer. Suspicion has fallen on the Garo National Liberation Army (GNLA) and even Assam-based Ranjan Daimary faction of National Democratic Front of Bodoland (NDFB-RD) that operates in the area. The Police have also not ruled out the involvement of local criminals in the abduction.

Riknang confronted the militants by using a dao (machete) and managed to kill one of the cadres identified as Babang, the ‘area commander’ of William-Nagar. The outfit, in a statement issued on October 14, alleged that a number of sophisticated weapons that sneaked into Garo Hills in the last couple of months were not procured by the revolutionary groups. “They were procured by gangs sponsored by politicians. Through our networks we confirmed to whom those weapons were handed over and the strategies the leaders are planning in the elections,” the ANVC-B said. “The Government is trying to silence the ANVC-B as most politicians see them as a hurdle in executing their plans in the upcoming elections. Secret operations against ANVC-B cadres have also started,” the outfit added. Further, that the ANVC-B has urged the Nokmas to address the issue of influx. In a statement, the ANVC–B leader, Rimpu Marak said that it was time Nokmas should understand their role in the society and exercise their powers with utmost wisdom and sincerity. The Garo Hills Autonomous District Council (GHADC) has failed to safeguard the interest of the indigenous people as for them vote matters and party politics is a priority. They came across the militant group crossing through the area at around 4 am and an exchange of fire took place in which one militant who was yet to be identified was killed while the others escaped. Police raided the house of Dalanggre Nokma, identified as June Marak alias Wangma (45) following an intelligence input that the new ‘area commander’ of GNLA, Savio Marak was hiding there, along with some cadres. The BSF arrested Dilal Ahmed, Shafil Ahmed, Nizam Ahmed, Mohammad Barhuddin and Tajuddin while they were trying to cross over to Bangladesh. All the five hail from Sylhet District in Bangladesh. The arrestees revealed that they were working in the coal mines near Khliehriat, which falls in Jaintia Hills District. During the search, INR 4,940, three mobile phones with three Indian and Bangladeshi SIM cards, and a fake identity card in the name of Rajimuddin, issued by circle and executive magistrate Kathigor (Cachar, Assam) dated August 10, 2009 were recovered from their possession. The official added that since October 1 till now, the BSF in the Meghalaya frontier have arrested 15 illegal migrants from along the international border.
