Further, The Telegraph reports on October 13 that in last few weeks militants belonging to various outfits have come out to surrender in the Garo Hills region. A source stated that surrender by the Garo National Liberation Army (GNLA) cadres has also come at a time when intelligence reports indicate that the GNLA “commander-in-chief” Sohan D. Shira has taken shelter in neighbouring Bangladesh. The source also stated that said militants in Garo hills have also been feeling the heat with intense operations being launched against them by State Police and Central Armed Police Forces. A source in the Government stated that “With Shira taking shelter in Bangladesh, some of the cadres felt neglected as they were left to fend for themselves. This led them to come out and surrender before the Police. There could be many more who would follow the same path.”

Though earlier it was suggested to increase the strength of GHADC from the current 30 to 40 , the Agreed Text for Settlement only says that “an increase in the number of members of the Council is agreed in principal” without mentioning how many seats will be increased. A Home Department official stated that the exact number of seats to be raised was not considered by the Union Cabinet as the number will come up when the amendment of the Constitution is initiated. Further, GHADC will be made more accountable and transparent as per the Agreed Text for Settlement with ANVC-ANVC-B, reports The Shillong Times on October 23. The agreement stipulates that there is a need for strict adherence to established norms of financial management in the administration of Council and all concerned should maintain the highest standards of probity to prevent misutilisation of funds. For better monitoring mechanism, a joint committee of both State government and District Council will monitor and review the regular release of scheme based funds to the Council. The matter will be informed to another Monitoring Committee proposed under Union Ministry of Home Affairs (MHA). While the ANVC will dissolve itself as an organization within three months from signing the agreement, the State Government will provide full support to the relief and rehabilitation of members of the ANVC who have surrendered with arms in accordance with the existing policy of the state. Also, criminal cases registered against the members of ANVC for non-heinous crime will be withdrawn by the State Government. According to Agreed Text of Settlement, “Criminal cases registered for heinous crimes shall be reviewed case by case according to the existing policy on the subject and wherever feasible steps for withdrawal of such cases will be initiated by the State Government”.

The killing of Sub-Inspector (SI) Pramoth Sangma on October 23 at in Purakhasia area of West Garo Hills has once again brought to the fore absence of sophisticated combat equipments especially bullet proof jackets and bullet proof vehicles with the Police when they are deployed in anti-insurgency operations in Garo Hills, reports The Shillong Times. The Police team which was led by the slain Police man did not use any protective gear including old bullet proof jackets, which were earlier reported to be too heavy. Also, though Police claimed that Sangma fell to the bullets of militants during anti-insurgency operations, neither any group was named by Police nor any militant outfit claimed responsibility of killing the SI, reports The Shillong Times on October 25. There has been a rumour among villagers that Pramoth Sangma may have been a victim of ‘friendly fire’ incident. Critics have also stated that that instead of a Sub Inspector leading the anti insurgency operations in the Indo-Bangladesh border which is infested with militants, other senior Police personnel’s including Superintendent (SP)s and Assistant SPs(ASPs) should have lead the team for counter-insurgency operations in their respective Districts.
